POSITION TITLE:      Regional coordinators (three position)

REPORTS TO:             Regional Program Manager

DUTY STATION:        Afar, Amhara and Tigray region (specific city of base will be determined at a later stage)

MINIMUM HOURS OF WORK:    40 Hours per Week

Job Summary

Under the supervision of the regional program manager, the Regional Coordinators (RC) is expected to contribute to programmatic and operational leadership and management of Project HOPE’s activities at all levels in the region assigned. More specifically she/he will provide technical and managerial oversight to the “Integrating Health into the PSNP” project. As a coordinator, the primary role would be to ensure quality implementation and operational Standard Operating Procedures (SOPs) throughout activity implementation and closely with the Regional Health Bureaus (RHBs) and the local implementing partners and other related project-implementing partners in the region. The position holder will be coaching and mentoring the district program officers.

Duties and Responsiblities:

  • The Regional coordinators will lead the implementation of the project and coordinate with local implementing partners within the targeted regions (Afar, Amhara and Tigray). With guidance from the Regional Program Manager, s/he will lead capacity building of primary health care workers in areas of RMNCH service delivery, monitoring, and evaluation.

  • Together with District program Officers (DPO) and local implementing partners and RHBs, lead the preparation of regional work plans and budget.

  • Provide technical and managerial support for DPOs in line with national standards and guidelines.

  • Work closely with the local implementing partners (sub-recipients) in the implementation of the program within the region.

  • Work with RHBs, Woreda Health Offices, agriculture offices and primary health facilities of targeted districts to ensure PSNP beneficiaries receive RMNCH services.

  • Organize quarterly and annual review meetings between local implementing partners, woredas, PHC facilities and RHBs.

  • Prepare monthly, quarterly, annual, and ad hoc reports (when required) and submit to the immediate supervisor.

  • Assist the Regional Program Manager to obtain and maintain updated summary information on the regions’ performance status, and to help draft summaries as requested.

  • Actively follow and be informed about programmatic issues, security, and political developments in all implementation districts and share information as appropriate.

  • In collaboration with MEL Officer and M&E Manager, coordinate all project-related data archiving and filing for Project HOPE activities.

  • In collaboration with the M&E staff, support regional GoE structures and LIPs with supportive supervision during data collection and data compilation activities.

  • With guidance from the immediate supervisor, coordinate and provide technical support to district program officers.

  • Lead, organize and coordinate site visits by the donor, FMoH, HQ staff and other stakeholders.

  • Supervise DPOs, review and approve weekly work plans and travel plans.

  • Liaise with Operations and Logistics coordinator to manage vehicle deployment and other operations.

  • Ensure proper documentation of data and best practices in both hard and electronic copy.

  • Undertake other responsibilities as assigned by the supervisor.

Job Requirements

  • Master’s degree in public health or equivalent with minimum of 7 years of experience, including prior experience with RMNCH services and PHC.

  • Previous three or more years of managerial experience in similar positions

  • Demonstrated ability to communicate clearly and concisely in written and spoken English.

  • Proven ability to develop effective working relationships with and technical assistance to partners particularly Regional Health Bureaus.

  • Familiarized with FMOH RMNCH standards, procedures, and policies.

  • Excellent organizational and prioritization skills, and attention to detail.

  • Ability to work in the respective region program implementation districts or clusters.
