I JOB SUMMARY:
The purpose of the Project Team Leader (PTL) position is to provide overall leadership, coordination and supervision of developmental interventions and staff in the FO. S/he ensures CARE’s project implementation; monitoring, evaluation guidelines and plans are followed in the FO to effectively contribute to the achievement of project results and CARE's strategic objectives to address underlying causes of poverty and food insecurity, and gender inequality. S/he will be responsible for following-up on operational planning, targeting, resource mobilization, gender mainstreaming, data managing, community-based action planning, and preparedness. . The PTL is the primery reposnible perosn to mainstream disability inclusion into the project activities and with partners.The PTL also establishes and maintains effective working relationships with government and non-government partners working in the FO
II RESPONSIBILITIES AND TASKS:
Job Responsibility 1: Planning and Implementation of Program Activities (25%)
Facilitates and ensures that the plan at woreda/PA/village level is prepared with full participation of the community and partners;
Ensures that planning and implementation of the project activities are in accordance with the program principles, approaches, and procedures of the organization;
Ensures targeting for project beneficiaries are made in participatory manner;
Ensure disability inclusion mainstreamed into the project cycle management.
Works closely with woreda partners in planning, implementing and monitoring and evaluation of the project activities;
Makes sure that Project officers have their plans broken down to annual, quarterly and monthly basis and same is done by other staff members;
Supports the development of Woreda and PA level plan including the activities of WASH, nutrition and food security projects as being the integral part of the overall plan at Woreda and PA level;
Supports and facilitates the woreda plan to include CARE's projects plan and thoroughly understood and be accountable for the overall implementation and monitoring and evaluation of the projects;
Ensures that the project activities are implemented according to the technical specification set together with partners and time schedule and also within the limit of the planned budget;
Ensures that the project’s capacity building activities are implemented in line with the felt need and capacity gap of partner staffs which addresses the projects set objectives ;
Ensures that gender issues are properly addressed during the process of the project planning and implementation;
Ensures that policy learning and advocacy related to women empowerment are incorporated at all levels of the projects’ planning and implementation and from woreda to PA/village level;
Conducts performance review and appraisal of the employees under his/her supervision according to the policy of the organization.
Job Responsibility 2: Monitoring and Supervision and Capacity Building (25%)
Supports and coordinates needs assessmentof zone and woreda partners, PA and village level community institutions, for the capacity building in relation to the projects implementation strategies, methodologies, and activities;
Organizes and facilitates joint participatory monitoring programs with the woreda partners, Kebele steering committee members and community groups, both technical and management bodies, document lessons and provide feedback to the project office;
Facilitates and encourages regular review meetings and project review schedules at woreda level and help different institutions have to have institutionalized commitment;
Supports and build the capacity of the front line staffs to have deeper understanding of the different technical areas of the projects, participatory monitoring and evaluation, cross cutting issues and including community empowerment, program approach and as well as good governance;
Facilitate and Conducts regular review meetings with the project staff and record lessons and provide feedback to the participants and to the project;
Together with the project staffs and partners sets project quality standards and action steps and monitor the performance accordingly;
Conducts regular supervision and closely work with the field workers on site;
Ensures that the allocated resources are timely mobilized and properly used on the site;
Makes sure that all project resources go to the appropriate and needy targeted community members with all the required quantity and quality;
Resolve technical problems/and other issues that field workers and partners face with in his/her capacity and if not report to the relevant technical/management staffs for support.
Job Responsibility 3: Learning, Design and Measurement (LDM) (25%)
Design, develop and continuously update project monitoring and evaluation tools and systems;
Establish and maintain monitoring and evaluation system to measure the overall performances of projects;
Maintains the M&E systems, collects, compiles and analyzes routine project data;
Facilitate the preparations of Detailed Implementation Plans (DIP) including monitoring and evaluation plan for projects;
Ensures that detailed implementation, monitoring and evaluation plans are prepared on timely basis;
Develop and maintain monitoring and evaluation information management system for the Projects;
Ensures the timely collection, analysis and utilization of program related information;
Regularly maintains project LDM information using appropriate database management system and makes accessible to FO and CO staffs;
Works with LDM Advisor to promote learning within the program and across different program.
Proactively work with and support LDM advisor in establishment and maintenance of learning and knowledge management systems and sharing of lessons within and across CARE programs and with strategic partners.
Establishes firm and institutionalized working relationship with local officials, community institutions and other stake holders;
Prepares regular project progress up dates at woreda level and discuss with representatives of the woreda;
Represents CARE at Woreda level as required;
Ensures that organizational core values, policies, procedures and program approaches are clearly understood and adhered to in the daily functioning of the Woreda office and that information to monitor project progress and organizational performance, including M & E data are collected and used for organizational learning, decision making, reporting, and for promoting innovations;
Job Responsibility 4: Reporting (10%)
Develops appropriate reporting formats together with the LDM and other relevant technical staffs;
Collects monthly and quarterly performance reports from Concerned offices and relevant project staffs;
Checks and confirm the correctness of the reported activities;
Prepare monthly, quarterly and annual reports of the projects as well as assist on Project Manager on preparing narrative donor reports. The report has to include the detail descriptions, challenges, problems faced and lessons learned in the reporting period.
Job responsibility 5: Staff Supervision, Coaching and Team Building: (10%)
Supervises project officers, give technical and management support;
Support the development of high performing teams at the woreda and ensures that appropriate procedures and policies are followed.
Job Responsibility 6: Perform other duties as assigned (5%).
III PROBLEM SOLVING (Thinking Environment)
Levels one and two of problem solving apply to the incumbent. The incumbent involves with daily routine activities, she/he also uses interpolative skills to pick and choose the right solution to address given problems.

IIV. QUALIFICATIONS (KNOW HOW)
EDUCATION/TRAINING
Required:
B.A/B.Sc on Agriculture, economics, Agricultural extension, health science or related fields.
B) EXPERIENCE:
Required:
A minimum of 4 years of relevant experience with first degree or 3 years relevant work experience for graduate degree in community participatory project implementation preferably on HTP, disability mainstreaming or related activities.
C) TECHNICAL SKILLS
Required:
Supervisory skill;
Computer proficiency;
Good communication and report writing skill;
Knowledge of local Language;
Data base management and interpretation knowledge as well as skill
Familiarity/training in participatory extension approach;
Firm belief in teamwork, gender equality, sensitivity to HIV/AIDS, conceptual understanding of participatory approach and sustainable development.
