About the Country Program in Ethiopia

Action Against Hunger has been operational in Ethiopia since 1984 responding to both chronic and acute needs through a multi-sectoral strategy where nutrition, Food Security and Livelihoods, WASH, and Mental Health and Psychosocial Support activities are integrated to have a meaningful impact on people’s resilience. Action Against Hunger currently operates in 5 different regions (Oromia, Somali, Amhara, Benishangul Gumuz, and Gambella) with a portfolio of 20m USD/year of emergency, resilience building, research, and innovation programs. We have a country team of around 600 staff in 17 regional and satellite offices. Our main donors in Ethiopia in 2020/2021 are BHA, ECHO, Europaid, UNHCR, UNICEF, GFFO, BPRM, SIDA, EHF, WFP, CIAA, and others.

 Summary of position

Support the assessment, design, and implementation, monitoring, and reporting of WASH programs/projects in the country. He/she will ensure the technical relevance and quality of WASH programming and intervention.  Provide technical guidance and support to WASH teams.

The Deputy WASH Head of Department role’s purpose, engagement, and delivery are:

Purpose (The substantive focus of the job encompassing scope, depth, and difficulty of work both conceptual and applied)

Engagement: (The focus of interaction both internally and externally needed to deliver a service seek collaboration and build effective partnerships)

Delivery: (The focus on the execution of the work and the role of the team in supporting /operational functions in terms of timeliness and quality)

Objective 1: Ensure effective WASH intervention design and timely responses

  • Liaise with field staff and capital PMs to identify needs at regular bases and contribute to concept notes for emergency and resilience and development programs

  • Work with the relevant teams to develop proposal documents in line with ACF and donor priorities

  • Contribute in review of project activities, specifications, designs, BOQs prior to implementation by field team

  • Provide technical guidance to WASH team to address challenges in project implementation

  • Contribute to development and adaption of tools, APRs and approaches to monitor WASH project implementation in consultation with PMs, HoD, MEAL

  • Follow up, supervise and flag out the implementation of planned activities per project in coordination with the roving PMs, field team, Log, Finance

  • Review and monitor project time and budget, participate in grant review meetings, follow up action points

  • Support Roving PMs in follow up timely submission of procurement requests (PR) by PMs, validation of PRs and PDs, progress of procurements in coordination with PMs, roving PMs, Log,  Finance 

Objective 2: Ensure program quality

  • Advise and support the HOD in program quality improvement initiatives, country  strategy development, and innovations

  • Contribute to the elaboration of proposals, procedures, donor expectations, and compliance issues, and job descriptions to the field team to ensure quality and to ensure all commitments and accountability are fulfilled

  • Provide technical support, mentoring and checks to project work plans, procurement plan, implementation, data quality and documentation and archiving procedures (hard cop & soft copy); remotely and through field visits

  • Perform quality control and checks in the design, implementation, BOQs & specifications, procurement, tendering, monitoring, reporting of all WASH interventions

  • Ensure internal and donor compliance issues are considered and  addressed in project implementation

  • Initiate and contribute to development of standards, guidelines, SOPs, BOQs, designs

  • Ensure timely and quality compilation, consolidation, and validation of APRs monthly, biannually, and yearly in coordination with PMs (capital & field), WASH intern, MEAL

  • Review donor reports and brief updates against the project proposals, minimum standards, and donor expectation

  • Contribute to ensuring the integration of sectors and cross cutting issues in project implementations

  • Support base team to draw lessons learned and good practices from reports & field visits

  • Contribute to explore new and feasible approaches and innovation, design their integration and implementation, effective and tailored hygiene promotion strategies and tools

Objective 3: Support, capacity building and supervise the team and gap-filling

  • Field support: liaise with PMs and FCs & identify gaps for field support, prepare post-field visit report with technical recommendations for the field team and ensure follow-up of the activities

  • Fill gaps in case of the absence of the HOD, Roving Managers, and field program managers (when needed)

  • Technical support and back up as per requests from the HOD and the rest of the team

  • Participate in the recruiting process and the WASH team’s capacity building

  • Supervise the WASH Intern including in the review and compilation of APRs monthly, biannually, and yearly and donor reports

  • Appraise the team members as needed

 Objective 4: Representation and Networking

  • Represent the organization in meetings and communications with clusters, partners, donors, and government with the guidance of the HOD     

Supervisory Responsibilities

  • Functional supervision: Junior WASH Officer

Physical Demands

  • While performing the duties of this job, the employee is required to sit for long periods and to concentrate on work, including typing, and turn out heavy volumes of work accurately, within short time frames under stressful situations in the context of a moderately noisy office with many interruptions. Working Conditions, Travel, and Environment

Job Requirements

  • Engineer or equivalent level with related working experience

  • Experience in problems related to humanitarian crises

  • Computer skills

  • Good knowledge of English

  • Experience in the field of water, sanitation, and purification (hydraulics, hydrogeology, public health, purification, etc.)
