GENERAL PURPOSE OF THE ROLE
The Deputy FSL is responsible for planning, implementation, monitoring and Evaluation of projects to build resilient livelihoods for individuals and communities. S/He is expected to ensure that the design, implementation, monitoring and evaluation of all Livelihoods & Food Security sector projects are of high quality, in accordance with GOAL Ethiopia’s programme approaches, and address the underlying causes of vulnerability to s nhocks and stresses. S/he will lead technical assessments and assist in the development of new project proposals, developing technical guidelines, manuals and other relevant documents. The Deputy FSL provides detailed information and advice to people working in that field and Program Coordinators. The technical adviser shall conduct regular monitoring to project locations in conjunction with the technical staff at field office level. In consultation with Livelihood Program Coordinator, S/he will represent GOAL E in relevant clusters and technical coordination forums, and meetings.
Description of Functional Relation Ships of the role

The Deputy FSL reports to the Head of Food Security and Livelihoods program and will work closely with the livelihood technical team in field office and other sectors’ technical staff in Head Office. S/he is expected to give technical support to the Livelihood team at field office level and work alongside other sector team. S/he will closely follow-up technical aspects of the field projects and assist the role of Head of FSL in his/her absence.
Overall Objectives of the position:
Support Head of Food Security and Livelihood Program in strategy development and oversee FSL program at GOAL operational areas in the country.
Supports HFS in the development of project proposals for submission to donors.
To develop protocols and guidelines for the Livelihoods & Food Security program.
Coordinates and provide training and leadership to the field Livelihood teams.
Liaise with MoANR and NGOs at local and federal level, to stay abreast of policy developments and best practice, and to participate in sustainable livelihood advocacy networks.
To improve impact and outcome monitoring and evaluation of Livelihoods & Food Security program.
To liaise and integrate livelihood program and projects towards sustainable food and nutrition security.
Program Development and Implementation
To continue to develop and support a Livelihood strategy for agrarian, pastoralist, and agro pastoral communities as part of GOAL’s overall strategy for pastoralists, in partnership with relevant members of the GOAL team.
Carry out situation analysis to identify gaps in the current Livelihood and food security activities being implemented by the Government, NGOs, and bi/multilateral agencies in Ethiopia, and develop appropriate strategies for GOAL’s target communities.
Support HOFSL in developing approaches and strategies that could maximize impact and sustained food and nutrition security for GOAL RUDP programmes.
Together with the Head of Food Security and livelihood programmes, actively engage in development and submission of new Livelihood related Concept Notes and proposals.
Ensure that all livelihood projects are prepared and implemented with active participation of the community and other partners and implementation is as per the standards.
Liaison and networking
Liaise with MoA and NR at federal level and ensure that GOAL’s Livelihoods program responds to emerging policy changes.
Liaison with likeminded partners and participate on livelihood related platforms, meetings.
Represent GOAL at technical, taskforce and advocacy networks at national and regional networks on Livelihoods and food security.
Ensure that GOAL’s Livelihood program is in line with GOAL global and international best practices.
Provide technical support to project teams and partners and up-date them on up-to date best practices and approaches.
Inter-sectoral integration
Ensure integration of the Livelihood program with Nutrition, WASH, etc sectors through integrated planning, shared activities, and joint monitoring.
Foster information sharing and lesson learning between different Sectors/ sites.
Monitoring, Evaluation and Reporting
Actively engage in the design and implementation of monitoring systems that will allow for the monitoring and impact analysis and evaluation of Livelihood programme and projects.
Support and provide technical guidance on developing standard indicators for monitoring and evaluation.
Support the development and implementation of quantitative and qualitative data collection, analysis, and reporting.
Ensure and follow-up to standardize all M&E documents within the Livelihood program.
Play a key role in proper documentation of progresses and or results of Livelihood related interventions at both HO and FO levels.
Monitor the implementation of the Livelihood (development and humanitarian) projects activities’ plans and budget utilization through conducting regular field visits and progress reviews.
Prepare weekly update reports and submit to Head Of FSL,
Regularly collect reports from the field office/s, compile and prepare as per the required reporting formats and submit them on time.
Technical support and capacity building
This position has no direct management role but with dotted line linkage to Senior livelihood officer at program office level. So, S/he provides technical support and supervision to field office level Livelihood staff.
Be a role model and provide feedback to encourage others in supporting equity and diversity principals, and the accommodation of other differences in the workplace.
Ensure that all GE Livelihood and Food security interventions are in line with national policy and international best practice.
Build the technical capacity of Livelihood staff by organising trainings ranging from awareness creation and sensitization to specific programme implementation modalities,
Provide technical support to partner organisations working with GOAL on livelihood interventions.
Mainstreaming Issues:
The Deputy FSL is expected to read, understand, and implement GOAL’s policies and procedures on mainstreaming of Cross cutting issues.
Responsible to ensure that all cross-cutting issues (gender, HIV/ AIDS, Protection, Disability, Environment, Climate Change, and others) are mainstreamed in designing and implementation of all livelihood projects.
Closely work with the Gender, Child Protection and HIV/AIDS team at HO level.
Be a role model and provide feedback to encourage others in supporting equity and diversity principals, and the accommodation of other differences in the workplace.
Procurement
Lead preparation of annual procurement plan of the sector and support the field livelihood staff in preparation of this plan.
Liaison with GOAL’s logistics department, and facilitate timely purchase and delivery of livelihood projects’ support materials/ inputs such as seeds/ seedlings, feeds, hand tools, veterinary drugs, equipment, etc.
Work closely with agencies for GOAL procures from and ensures procurement of best quality products with cost effectiveness.
Compliance Issues
Familiarize self and understand to GOAL Donor Compliance issues, specifically to the terms and conditions of the Donor the programme is working on and comply with same in area of responsibility.
Represent the programme in the grant management meetings and cover part of the meeting in the respective area.

MSc. Degree in Development, Agriculture, or closely related field of study
At least seven/nine years of experience managing a multi-sectoral development programme
At least 5 years of experience in managing Livelihood/Food security programmes and projects with an International NGO
Ability to write concept notes and proposals in English to a very high standard
Excellent knowledge of national and international development policy
Excellent and demonstrable knowledge of contemporary debates, methodologies, and innovations in the development sector
Demonstrable in-depth knowledge of at least four of the following sectoral areas - Livelihoods and Agriculture, WASH, Health, HIV/ AIDS, Education, Gender, child protection and community participation.
Wide ranging knowledge and experience of M&E tools and systems and approaches
Excellent communication skills including the ability to facilitate training and consultation events and workshops with a wide range of participants.
Desirable quality, skill and competence
Masters/BSc Degree in Food Security and Development Studies, Agriculture, or closely related field of study – please note that shortlisted applicants will be asked to provide copies of their Master’s Research
At least five/seven years’ experience in managing a multi-sectoral development programme with an International NGO.
