TITLE: Field Program Implementation Lead

WORK LOCATION: Addis Ababa

PROGRAM: USAID/Lowland Health Activity (USAID/LHA) - Ethiopia

REPORTS TO: Deputy Chief of Party (DCOP)

JOB SUMMARY

The Senior Field Programs Field Program Implementation Lead under the supervision of the Deputy Chief of Party (DCOP) for the USAID /LHA will serve as key program staff and member of the Program Management Team. They will provide leadership, management, technical support, and oversight to EngenderHealth lead USAID/LHA field programs in 4 regions including sub-awards implemented interventions. They will be responsible for the overall management and coordination of the programmatic; operational and technical interventions of USAID/LHA. The Field Program Implementation Lead's main responsibility will include managing and coordinating the overall design, planning, budgeting, implementation, monitoring, and evaluation of the USAID/LHA field program ensuring effective utilization of project resources, and enhancing adherence to organizational policies, guidelines, and procedures. They will be responsible for liaison and representing the field program and establishing strong partnerships and collaboration with regional partners including regional government sector offices, USAID implementing partners, and other relevant stakeholders. They will be accountable for the successful implementation of USAID/LHA at the field/regional level and meeting agreed-upon deliverables/targets.

ESSENTIAL FUNCTIONS

  • Coordinates regional and zonal LHA planning and ensures operationalization of the master work plan into annual regional/zonal work plan with details of objectives, tasks, targets, and budget.

  • Provides programmatic and leadership oversight to all regional/zonal teams/offices to ensure timely delivery of results and accomplishment of overall LHA objectives.

  • Leads the coordination and facilitation of joint regional planning, review meetings, and partnership forums to ensure harmonization and alignment of LHA-supported interventions with regional health, Women and Social Affairs, and other relevant bureau plans.

  • Monitors the implementation of all regional/zonal program activities in accordance with quality standards, timeline, and budget.

  • Streamlines guides and coordinates overall technical, operational, and management support to regional/zonal teams/offices.

  • Works closely with the technical team leaders and technical advisors to strategically coordinate technical assistance to regional/zona teams/offices.

  • Works closely with the finance operations and HR teams to coordinate finance, operation, and logistic support to regional teams/offices.

  • Provides oversight to the coordination of sub-awards technical assistance needs, monitor their performance to the expected standard, and progress to meeting targets /deliverables.

  • Manages the overall performance of all regional/zonal teams/offices including program management, budget utilizations, and smooth running of operations.

  • Provides oversight to ensure compliance of regional/zonal team/offices to established EngenderHealth, USAID, and local government policies, standard operating procedures (SOPs), and guidelines; and always reinforces compliance.

  • Supervises and coaches all regional team leaders and zonal cluster coordinators and provides regular guidance to ensure improved performance.

  • Ensures the reinforcement of appropriate performance enhancement processes at the regional/Zonal field office and progressively reviews regional team leader’s and Zonal cluster coordinators’ performance.

  • Synthesizes regional data and produces quarterly, bi-annual, and annual national programmatic progress reports that will be submitted to donors and responsible government bodies.

  • Facilitates the documentation and dissemination of best practices and lessons under USAID/LHA.

  • Liaises, regularly communicates, and maintains good relationships with regional partners; promotes partnerships and networking and represents EngenderHealth at appropriate regional forums.

  • Performs other duties assigned by EngenderHealth as needed.

Job Requirements

  • Master’s in public health or related field with a background in medicine, public health, nursing, etc

  • Seven (7+) years experience in management and supervisory roles under a national and multiregional program/project.

  • Program management experience in areas of Reproductive, maternal, Neonatal, Child, and Adolescent Health and Nutrition.

  • Strong supervisory and coordination skills are mandatory.

  • Strong representational and collaboration experience engaging regional health bureaus and other regional stakeholders.

  • Ability to coach, mentor, and develop management and technical capacity of technical staff.

  • Excellent skills in facilitation, team building, and coordination.

  • Excellent communication and presentation skills, including oral, reading, and written proficiency in English.

  • The ability to multi-task and keep track of concurrent activities and deadlines.

  • Strong analytical and computer skills (Word, Excel, PowerPoint, web-based research)

  • Outstanding ability to interact with experts and collaborators across multiple disciplines, program areas, and cultures with exceptional ability to lead, mentor, and support teams.

PREFERRED SKILLS, ABILITIES, AND FUNCTIONS

  • Fluency in English language proficiency is strongly preferred.

  • Ability to travel up to 50%.
