Organization Background: JSI is a US-based public health nonprofit organization committed to delivering high-quality technical and managerial assistance programs worldwide. With over 25 years of experience in Ethiopia, JSI has implemented over 60 projects, focusing on improving health outcomes, quality, and equity in access to reproductive, maternal, newborn, child, and adolescent health (RMNCAH) services. JSI has actively contributed to various areas, including primary health care, community health programs, digital health, health information systems (HIS), supply chain management, public health emergency responses, and social and behavior change.

Activity Overview:

The USAID Quality Healthcare Activity (QHA) aims to enhance health outcomes by improving the readiness of health facilities to deliver quality RMNCAH services, enhancing management and accountability for quality service delivery, and restoring services in conflict-affected areas. QHA's strategies will assist the government of Ethiopia in building responsive, resilient, and sustainable public and private health care systems. The five-year project, funded by USAID, will be implemented by JSI in collaboration with the Institute for Healthcare Improvement (IHI), MSI Reproductive Choices (MSI), Project HOPE, and the Network of Ethiopian Women's Associations (NEWA) (May 01, 2023 - April 30, 2028).

Job Summary:

We are looking for a qualified Community Mobilization and Surveillance specialist with extensive experience in community surveillance and mobilization related to Reproductive , maternal, newborn ,child and  adolescent health (RMNCAH) services .. This role requires a commitment to working in challenging environments, with a focus on supporting linkage with the community during RMNCAH service restoration in health facilities within intervention woredas, including health centers and hospitals. The ideal candidate should possess a deep understanding of emergencies and emergency response efforts in the region

Key Responsibilities:

  • Lead efforts to restore and enhance facility and community linkages for RMNCAH services in health facilities, including health centers and hospitals, within intervention Woredas.

  • Contribute to the development and redesign of community surveillance and mobilization packages for RMNCAH service utilization in collaboration with government counterparts including identification/tracking of defaulters such as ANC, immunization, etc. to avoid drop out, track defaulters, etc. as well as Vaccine preventable diseases, obstetric fistula cases etc.

  • Support facilities in raising awareness on health service priority needs identification, available services, as well as mobilize the community to provide support to rehabilitation efforts

  • Support the facilities effort in getting clients feedback with regards to quality of services provided at facility level and support facilities to incorporate clients feedback in quality improvement plans

  • Utilize expertise to actively support emergency response efforts and address community level RMNCAH challenges in intervention woredas through discussion with HEWs

  • Organize and conduct various training sessions for health care providers and health managers on community mobilization and surveillance.

  • Provide onsite technical assistance and mentorship to improve the capacity of healthcare providers

  • Map and promote alternative service modalities when needed to ensure that quality services are accessible to all

  • Support mobile health teams in strengthening outreach services session

  • Conduct post-training, routine, and random follow-up visits to support and assess the implementation of RMNCAH related community mobilization and surveillance interventions.

  • Implement initiatives to improve the community mobilization and surveillance activities

  • Document and share innovative approaches in relevant platforms for wider learning

  • Collaborate effectively with different levels of the health system and engage with community and government structures. Work closely with Healthy Behavior activity to support health literacy.

  • Actively participate in relevant regional and woreda level technical working groups.

  • Support and participate in review meetings at various levels to assess program progress.

  • Prepare periodic plans, field reports, monthly, and quarterly reports, ensuring timely submission.

  • Execute additional activities as assigned by the supervisor

Job Requirements

  • Degree in Public Health,  Community Health , Social Sciences or a related field.

  • Additional certifications or training in community mobilization and surveillance, would be advantageous.

  • A minimum of 10 years of progressively increasing technical support in community mobilization and surveillance area, including direct support to woredas and health facilities, preferably within a program of an equivalent size and scope.

  • Successful experience designing and implementing community mobilization programs.

  • In-depth knowledge of community work and emergency response efforts and challenges in the region.

  • Proven experience in organizing and conducting training, supervision, and mentorship programs.

  • Strong interpersonal  and communication skills to effectively engage with diverse community members , health professionals  and  stakeholders.

  • Demonstrated ability to implement innovative approaches in community mobilization and surveillance interventions.

  • Excellent communication and documentation skills.
