About this role: Under the supervision of the Director of Finance and Operations, the Human Resources Manager implements practices and activities of the Human Resources Management (HRM) Office in Ethiopia which includes providing a full spec rum of HR services and programs linked to organizational needs and objectives. S/he works closely with the DoFO to develop and implement staffing initiatives for the success of the MSH Ethiopia office. In collaboration with the Regional HR Partner, MSH Ethiopia Project Directors, and the Country Leadership Team, the HR Manager is responsible for the administration and implementation of human resources initiatives including recruitment and employee relations activities to support the achievement of organizational and country missions, goals, and objectives through the development, implementation, and management of HR activities. The HR Manager is the primary resource person with regard to MSH personnel regulations and policies across projects represented in the Ethiopia office. The HR Manager oversees the HR team.

Specific Responsibilities includes:

1.Recruitment and placement

  • Oversee the recruitment process and ensure it is transparent and all recruitment processes, policies, and procedures are adhered to.

  • Review and prepare recruitment materials including job descriptions, job specifications, adverts, and interview questions for positions to be filled.

  • Carry out the shortlisting, coordinate, and participate in interviews.

  • Conduct and manage bio data forms and antiterrorist and reference checks.

  • Draft and finalize local employment contracts and manage all new hire employment forms.

  • Plan and conduct/coordinate new employee orientation including provision of information about the HR Handbook, policies, job duties, working conditions, wages, and opportunities for promotion and employee benefits, etc., and complete the orientation with country-specific regulations and practices.

  • Oversee the maintenance of accurate personnel files on all employees by creating administrative systems as required both hard and soft copies.

  • Conduct salary negotiations for new and existing staff. Review all offers to the selected candidates, ensuring equity within the different projects, and comply with MSH policies.

  • Work with Supervisors/Managers to ensure that all new staff have set objectives for the probation period and manage due dates and decisions to confirm further employment.

2. Employees’ Salary and Benefits Management:  

  • Oversee the administration of the staff benefits, aka, medical insurance, Life and Accident insurance, provident fund, pension programs (as applicable), and vacation and sick leaves.

  • Annual leaves, and sick leaves (Certified and MSH Sick leave) trackers are up to date, approved leave requests are filed promptly, all leaves taken are captured on the cost point (staff timesheet), and reconcile the HR leave record is each month.

  • Ensure employees' Medical, GYRT, and GPA insurance are renewed in time, and all new employees are included in the relevant cover proactively.

  • Ensure that the MSH Ethiopia benefits package is evaluated and revised as necessary on an annual basis. Provide recommendations on changes in benefits to the Corporate Benefits Manager at Home Office and Communicate any changes to the staff.

  • Manage payroll administration by provision of relevant human resources information.

  • Communicate proposed salary changes to the Home Office for approval.

  • Ensure all employees complete their timesheets regularly(daily), give appropriate orientation, check the accuracy of coding, for project works, vacation, sick, and holiday leaves, and compile and submit all duly signed and approved timesheets to finance for payroll processing.

  • Review local payroll to ensure accuracy and timely submission of information.

  • Ensure that all promotions are properly justified both technically and in terms of compensation.

  • In partnership with the MSH Compensation unit and in consultation with the project leadership, perform job evaluations for MSH Ethiopia – ensure all new positions are correctly placed in the right bands and job families.

  • Support initiatives geared towards the creation of a safe, healthy, and happy workplace such as an open-door policy, One MSH policy, training, and safeguards that promote safety and security at the workplace.

3. Employee Performance, and Staff Management:

  • Understand and interpret the MSH personnel policy manual, suggest revisions, and provide updates to the Manual to comply with MSH policies and local labor laws.

  • Ensure that all employees understand and comply with MSH mandatory online and in-person training related to ethics, compliance, and integrity.

  • Manage the full cycle performance review cycle process and ensure that deadlines are met. Conduct training during the performance review process.

  • Assist Supervisors/Managers with managing performance issues.

  • Manage disputes and grievances effectively.

  • Plan and conduct various Annual Performance Planning Review and Development (PPRD), and supervisors’ training.

  • Assist Supervisors/Managers with Development Plans for staff.

  • Support employees and supervisors in setting and developing SMART goals.

  • Assist the development of progressive improvement plans for under-performers; and, as necessary, in consultation with Regional HR Partner, assist with employee terminations.

4. HR Information Systems:

  •    Responsible for managing information in the Workday system – accurate and timely submissions.

  •   Support staff and provide training on maintain records and compile statistical reports concerning personnel-related data.

  • Assist in analyzing statistical data and reports to support appropriate decision-making.

  • Support the establishment and maintenance of appropriate mechanisms to share ideas i.e. HR database, open discussions, employee-management meetings etc.

  • Provision of various HR Information reports to the Home office i.e. employee issues reports, HR Information reports necessary for budgeting and data validation.

5. Employee Services and Relations:

  • Provide counsel to employees regarding confidential employment matters, career development, job satisfaction, employee grievances, and discipline issues. 

  • Guide procedures and options for conflict resolution by consulting with the relevant HR Partner as appropriate.

  • Conduct exit interviews when staff depart from MSH and provide feedback to the supervisor.

  • Ensure good implementation of all the close-out activities in terms of legal, compliance under local law and MSH policies.

  • Supervise Human resource management team (as appropriate).

  • Perform any other duties assigned to provide for other assignments that may come (which are in line with the duties and responsibilities of the HR Manager) as assigned by the supervisor.

Job Requirements

QUALIFICATIONS

REQUIRED MINMUM EDUCATION

  • Required:​ A Bachelor’s degree in human resources, Management, or Similar area.

  • Preferred: Master of Business Administration in Human Resource Management, or other related disciplines.

REQUIRED MINIMUM EXPERIENCE

  • Required:  Minimum ten (10) years of relevant experience and skills in a similar position.​

  • Thorough knowledge and relevant experience in human resources manage ment, including recruitment and personnel management required.

  • Preferred: Significant experience working with an international donor or organization, and experience working with USAID-funded programs is preferred.

KNOWLEDGE AND SKILLS

  • Must have a proven understanding of Ethiopian HR-related laws, ACSO, and other relevant laws.

  • Excellent interpersonal skills and demonstrated ability to interact professionally with culturally and linguistically diverse staff, clients, and consultants.

  • Demonstrated ability to successfully coordinate activities with senior project management staff and proven ability to work successfully on a team in a fast-paced environment.

  • Strong organizational skills and attention to detail.

  • Excellent oral and written communication skills in English, and the National language. 

  • Demonstrated computer proficiencies, including Microsoft Office Suite, especially Word, Excel, PowerPoint, and database management.
