Job Description

Dan Church Aid (DCA) is a Denmark-based international NGO registered under certificate # 1083 by the Authority for Civil Society Organizations and working to improve the wellbeing of particularly the rural and pre-urban people in Ethiopia. DCA’s Programme mainly focus on save live, building resilience and fighting inequality targeting highly disaster-prone areas in Oromia, Amhara, Afar, and Gambella regions.

DCA Ethiopia Office is looking for a competent Consortium Project Coordinator.

Position Objective

Under the direct supervision of Head of program, the position is responsible to oversee Danida funded DCA-DRC Addressing impacts of climate change and displacement and promotion of preparedness and early action at the Horn of Africa consortium project operations in the targeted  area  and maintain partnership relationships with the consortium partners at all levels.  The consortium Coordinator will provide technical assistance and guidance to DCA direct implementations and consortium partners organizations implementing in the project areas and conduct periodic monitoring visits to project sites.

Purpose

The consortium coordinator will be responsible for establishing and maintaining an integrated vision among consortium partners while being accountable for delivery on project objectives, targets, time, and budget ensuring alignments and cost effectiveness. 

Engagement

  • Supervise the overall management of the project financial resources, with the support of concerned departments of DCA and consortium partners.

  • Oversee all DCA and consortium partner projects in the operational area ensuring timely and quality implementation.

  •  Lead on the overall programmatic, logistic & financial management of the project, including the identification of risks and obstacles, to ensure donor compliance in terms of project deliverables & eligibility criteria.

  • Compile timely and high-quality project progress report on quarterly, bi-annual, and annual bases.

  • Prepare and submit monthly cash forecast and submit to finance department.

  • Review and approve financial document in line with the Authority delegation where applicable. 

  • Coordinate the process of sharing project plans and reports to relevant government offices at levels when relevant.

  • On behalf of DCA regularly participate on the coordination meetings organized by other actors related to his/her project

  • Maintain strong working relations with signatory offices at all levels.

  • Conduct joint-monitoring exercise with government offices and consortium partners and track learnings, action points and post monitoring follow-ups.

Delivery

  • Provide technical and capacity building support to DCA field officers and DCA consortium partners.

  • Responsible for managing partnership with the relevant government stakeholders at all level and other development and humanitarian actors.

  • Oversee that all project activities implemented by DCA and consortium partners are in accordance with the set objective

Job Requirements

Qualifications:

  • Master of Science (MSC) with 5 years or Bachelor of Science Degree (BSC) with 8 years of experience having an educational background in Development Studies, Agriculture, Disaster Risk Management, Economics, and related disciplines

  • Highly experienced in consortium management climate impacted community context

  • Strong experience in disaster risk reduction /anticipatory actions, Livelihood, agriculture

  • Good Knowledge of Ethiopian Development and humanitarian operations and emergency recovery interventions

  • Good knowledge of SPHERE and other humanitarian protocols and standards

  • Experience working with INGOs and/or humanitarian agencies.

  • Excellent communication and organization skills

  • Ability to work both independently and as part of a project team.

  • Excellent technical skills in needs assessment, analysis, monitoring, reporting and presentation

  • Good report-writing skills in English and computer skills in MS Outlook, Word, Excel, and PowerPoint

  • Knowledge of management of Danida funded project has added value
