Job Description
The Ethiopian Nurses Association (ENA) is the first health professional association in Ethiopia, established in 1952 and a member of the International Council of Nurses (ICN). ENA is a legally recognized professional association that represents over 86,000 nurses in Ethiopia, striving to standardize, and promote quality-nursing services to society through research, education, leadership, and good governance. The association is currently working in harmony with policymakers and other stakeholders to improve the health service. The overall objective of ENA is to improve nursing profession and nurses through training, regulation, leadership, research and improving the quality of nursing service to the society, and improving the health outcomes. It also aims at enhancing the use of health care services with digital health information technologies for Professional empowerment and improves professional governance and leadership with integrity.
DESCRIPTION OF DUTIES
Manage the monthly and yearly financial statements and budgets, including monthly and quarterly forecasting and variance analysis
Organize the day-to-day budget and financial operations encompassing monitoring and clearance, financial accounting and reporting, workplan and award management including cash flow forecasting and monitoring, while liaising with relevant team members.
Monitor the financial health of properties to ensure profitability and compliance with budget targets
Update property records for existing and potential new tenants
Analyze and interpret financial data to prepare reports, financial statements, and presentations
Prepare schedules, budgets, and forecasts
Support the funding allocations and awards, prepare necessary forms for the awards' cycle and implements all budgetary and financial actions, these include workplan funding requests, submission of award budgets, reprogramming of awards and preparation of expenditure batches, while ensuring speedy response to the incident management team's financial requests. Ensure expenditures are appropriately charged to awards in line with the conditions in agreements with donors.
Follow-up on donor proposals and reporting deadlines; verify and provide budgetary clearance to proposals and reports for resource mobilization team, ensure compliance with relevant financial policies, procedures and emergency SOPs.
Track and report on financing against budget: monitor implementation rates, consolidate financial data, prepare periodic/ad hoc budgetary and financial statements and returns, identify financial gaps, and recommend alternative action to mangers as appropriate.
Update and maintain an accurate tracking system of all financial activities pertaining to the emergency preparedness, recovery and response operations at the country level.
Ensure accurate recording of financial transactions, calculation and payment of salaries, allowances and other payments to staff, non-staff, contractors and vendors.
Analyze expenditures against approved allocations, reconcile cash books with bank statements.
Brief/debrief staff members, consultants, on relevant financial and budgetary rules and procedures.
Follow-up on any outstanding audit recommendations related to area of work.
Type of Employment: Contract
Contract Duration: 1 year to be renewed every 6 months and subject to availability of funds, satisfactory performance and continuing need for the position

Education
Essential: University Degree in Accounting, Financial Management, Business, Public Administration, Economics with specialization in budgeting/accounting
Desirable: An advanced university degree (Masters Level or above) in business administration, finance, accounting, or related fields. Professional qualification or licensure in accounting/accountancy.
Experience
Essential: At least two years professional experience in finance, budget/accounting. Demonstrated experience in accounting and consolidation of financial data using Peachtree.
Desirable: Prior experience in working with the international NGO’s and professional associations. Relevant experience with USAID, GIZ, EU Health Cluster Partners
Skills
Thorough knowledge of accounting, budgetary and financial management principles and their application.
Excellent knowledge of accounting practices and procedures, including the application of IPSAS.
Strong analytical, time management and problem-solving skills.
Knowledge of EU or GIZ rules, regulations, policies and practices would be an asset.
Strong understanding of core financial concepts
Experience in financial planning and analysis
Demonstrated success in financial modeling, budgeting, and cost control
Excellent communication and presentation skills in English
Experience with Microsoft Office Suite, including Excel, Word, Outlook, and PowerPoint
Experience with property management information systems
Experience with Excel (financial projections and forecasting)
Experience with Word (financial projections and forecasting)
Demonstrated success in financial modeling, budgeting, and cost control
Excellent communication and presentation skills
