Employee Position Summary
This position will have the overall responsibility of assisting the health programs coordinator in managing and coordinating the planning, implementation, monitoring and evaluation of all IMC health programs in Ethiopia according to the national and international standards, IMC mission strategy and donor requirements. Additionally, he/she will be heavily involved in supervision, capacity building and training of IMC field technical managers and coordinators with special focus for primary health, emergency health response, SRH and mental health field managers and officers. The health program manager will support the program budget management and monitoring and evaluation of field programs with frequent travels to IMC Ethiopia field sites.
1. Program Development
o Regularly assess new developments in the Ethiopian health care delivery system, new gaps and potential areas of intervention for health-related interventions and consult with the health program coordinator and consider for future funding.
o Support the health programs coordinator in identifying health program intervention needs and existing project implementation gaps and priorities and liaise with partners, donors and stakeholders to bridge it.
o Especially focus the health program team in IMC Ethiopia field offices to conduct rapid needs assessment, analyze data from the programs and prepare assessment report and provide inputs for program development and quality improvement.
o Work with integration of other sectors (WASH, Nutrition, GBV...) in health care programs.
o Work with the programme development team in developing new proposals.
o Support and engage on the development of the mission strategy.
2. Program Implementation, logistics and budget management
o Ensure IMC health care standards and protocols are met, national health policies and strategies are respected, and other relevant project management issues are properly addressed.
o Provide technical support to the field site health projects from the inception to the close out stages (planning, implementation, monitoring and evaluation)
o Work in integration with the logistic team in relation to health including health commodities and and make follow up for timely procurement and delivery to the field site.
o Work with the field team for timely request and procurement of medical commodities and supplies.
o Support the field health team on raising PR, work order and facilitate and follow the procurement of requested supplies.
o Collaborating with IMC logistics department, government, WHO and UNICEF.
o Participate in staff recruitment, training, performance and monitoring.
o Review program budget, check the utilization status and support the field team on proper budget management and prevent under and over utilization of planned program budget.
o Ensure smooth phase out in each project areas during project phase out period.
3. Reporting and M/E
o Timely receive field implementation and assessment/survey reports, review timely and provide feedbacks and ensure quality and timely reports are submitted to donor and government stakeholders.
o Compile field level reports and prepare high level reports to donors in close support with the health programs coordinator.
o Support the health programs coordinator to establish the health team reporting systems and data flow mechanisms are simplified
o Monitoring and evaluation of the projects against its objectives and expected results.
o Prepare and review updates and project reports.
o Prepare and submit weekly and monthly reports to the country team in close collaboration with the field team.
o Review PMT reports and give feedback and make correction.
4. Representation
o Represent the organization in a meeting with stake holders at the regional level and in national meetings as per the direction from the health coordinator.
5. Capacity Building and Coordination
o Identify training needs and make a capacity development plan for the health care staff.
o Conduct critical evolutions of all aspects of the health program, and identify areas of concern or problems. Submit workable solutions for any problems found.
o Participate in facilitating training as per the need.
o Ensure all trainings are provided as per the standard and using standard manuals and procedures.
Additional Tasks:
o Be flexible and be able to give assistance with different activities not included in this primary job description.
o Implement other health related activities as per direction from immediate supervisor and HQ regional health advisor.
o MPH from recognized learning institution with 10 years of relevant experience of which minimum of 5 years NGO health care management experience.
o Proven knowledge and experience about the Ethiopian health care delivery system including HSDP, HMIS and GTP.
o Proven experience in program/project cycle management with minimal support and supervision under tight deadlines.
o Proven experience in proposal writing.
o Proven experience in high level report writing.
o Excellent computer skills, including all Microsoft applications.
o Proficiency in written and spoken English.
o Ability to develop good team spirit and support field staff.
o Demonstrate analytical and conceptual skills to plan projects, develop timetables for agreed activities and oversee staff activities.
o Strong organizational and supervisory skills.
