The Opportunity
The sanitation and hygiene promotion officer will support planning and implementation efforts s/he will provide management and technical support to project staff, monitor progress against plans, and report against agreed schedules. The post holder will ensure the project receives technical and operational support to ensure quality programming and intended impact. S/he will support documentation of learning for wider organizational use and will support partnerships and accountability measures at the implementation level.
Accountabilities
Project Implementation (65%)
Ensure that the WASH promotion activities of the project are implemented according to the approved donor and government agreements.
Planning, implementation, monitoring, reporting, and review of response activities as per the agreed document with donors and partners.
Carrying out needs assessments and identifying activities to increase awareness and enhance hygiene behavior change.
Report request of material needed for the Sanitation & Hygiene promotion activities and design IEC material according to the specific targeted group (adults, children, and persons living with disabilities).
Design, monitor and implement WASH promotion activities according to the identified needs. These may include but are not limited to conducting sex and age-segregated consultations with the affected community, WASH kits distributions, WASH kits use demonstrations, water treatment, and water quality monitoring, training and follow-up of community health workers, and cleaning campaigns.
Design, monitor and implement WASH promotion activities that protect the community and staff from the risk of WASH-related diseases.
Design, monitor and implement to increase awareness about social protection services and appropriate practice about WASH, IYCF, MNCH, Education and protecting children from harmful practices and GBV
Design, monitor and implement to aware of available WASH, health, nutrition, protection, GBV, PSEA and education services and how and where to access them
Provide daily/weekly reports to the immediate supervisor. Provide monthly and quarterly reports for line managers and WaSH Project Managers
Provide WASH promotion-related training for the Water Management Committee, governmental technicians, and concerned community members related to measures to remain protected from WASH-related disease and the importance of proper use and maintain WASH infrastructures for the community to remain safe and healthy.
Be based in the targeted regions (depending on the needs) for several days per week to monitor the activities, including an overnight stay in rural areas.
Work in close coordination with the community and all its representatives, including women, children, the elderly, and persons living with disabilities to ensure the specific needs and suggestions of all targeted beneficiaries are known. Work in close coordination with the WASH Coordinator and other sectors colleagues to ensure that the overall WASH response address the needs of the targeted population, in the respect of dignity, and local culture.
Develop a checklist for WASH NFI distribution and monitor regular data collection in the field during needs assessments, post-distribution monitoring and, baseline, and end-line surveys.
Undertakes any other relevant tasks assigned by the supervisor.
Related to Program Design (5%)
Facilitate and collect baseline information and data from the community and submit it to PA for further analysis. Prepare the baseline report for his line manager.
Related to coordination, partnership, and networking (5%)
In addition to the sanitation and hygiene promotion officer, he/she can serve as a principal representative to WASH thematic networks and clusters in the project areas that have relevance to the project implementation, to create collaborative and positive partnerships and alliances, and influence policy that maximizes the impact of the project.
Establish links and good relationships with relevant government authorities, UN organizations, NGOs, academic and research institutions, and the media, in the area of water, sanitation, and hygiene to draw information and knowledge for project efficiency and effectiveness.
Makes follow-up and proper documentation and share district government information, and strategies concerning water sanitation and hygiene.
Planning, strategy, and policy (5%)
Ensure that planning and implementation of the project activities are by the program principles, approaches, and procedures of the organization
Direct implementation of WASH project activities in the assigned project areas, including Water system rehabilitation and maintenance, hygiene promotion facilitation, and capacity-building for the development of a detailed implementation plan (DIP) by the project proposal
Conduct frequent field trips, and undertake periodic reviews to follow up on the status of project implementation against the DIP
Support communication with cooperating agencies and implementing partners on project progress, fund utilization, and challenges
Support the implementation of audit recommendations related to crisis response projects
Partnership and resource mobilizations (5%)
Ensure productive relationships are established and maintained with all IDPs
Closely work with government institutions, CBOs, and communities at the IDPs level to ensure adequate linkages are established
Ensure active participation of relevant humanitarian actors and structures in designing, planning, implementation, and monitoring of projects (especially community members and government partners)
Ensure all project events are well planned and known about by local stakeholders and concerned community members and beneficiaries
Quality improvement and standards (15%)
Recommends appropriate mix of measures, evidence, and analytical methods, including methods to assess project progress, outcomes, and impact, working with other plan teams.
Identifies quality gaps through ongoing assessment, including visits, and helps to implement improvements in practice, working closely with project managers and teams.
Ensures adherence to agreed policies and standards about gender and inclusion
Provide technical assistance and build the capacities of local partners in project management.
Guide colleagues and partner staff on smooth partnership management for enhanced project implementation
Ensure that appropriate partner assessment is done on time and communicated to relevant staff.
Safeguarding Children and Young People (Safeguarding) and Gender Equality and Inclusion (GEI)
Understands and puts into practice the responsibilities under Safeguarding and GEI policies and Plan International’s Code of Conduct (CoC), ensuring that concerns are reported and managed in accordance with the appropriate procedures.
Ensures that all staff in the unit/function/department are properly inducted on and understands their role in upholding Plan International’s safeguarding and GEI policies;
Ensures that Plan International’s global policies for Safeguarding Children and Young People and Gender Equality and Inclusion are fully embedded in day to day work.
Ensures that Plan Ethiopia contributes to Plan International’s global efforts to ensure safeguarding and GEI, including making sure that relevant reporting and data are submitted
Qualifications/Experience Essential:
University degree in Environmental Health, water supply, public health, or a related subject. Adequate experience in the field will substitute for formal qualifications.
3 (Three) years of relevant professional experience
Qualifications/Experience Desirable:
Experience in WASH facilities construction in a complex and demanding workload.
Substantial experience in coordinating, mobilizing community, planning, implementation, supervision, monitoring, and reporting.
Demonstrated work experience in designing, supervising, and implementing water, sanitation, and hygiene infrastructural programs in the community Languages Required
