Job Description
Catholic Relief Services is the official international humanitarian agency of the Catholic community in the United States. Job Title: Senior Project Officer - Community Recovery and Resilience Project Health and Nutrition

Funded by Helmsley Charitable Trust, Community Recovery and Resilience Project is a comprehensive, multisectoral project aims to build the resilience of communities that have faced years of chronic drought, climate change-induced disasters, land degradation, intercommunal conflict, and high inflation. The project, planned to be implemented in three woredas of West Hararghe zone, will support farmers to increase production, productivity, and incomes; diversify economic activities; and enhance livelihoods through knowledge and skills building on improved agricultural techniques and provide agricultural inputs. The incumbent will manage, coordinate and monitor the CRRP health and nutrition component of the project, and will facilitate the achievement of project objectives through coordinating and reporting on the project activities and providing technical guidance and advice to staff and implementing partner(s) advancing Catholic Relief Services’ (CRS) work serving the poor and vulnerable. Your coordination, technical support, and relationship management skills will ensure that the project for which you are responsible applies best practices and constantly works towards improving the impact of its benefits to those we serve.
Organize and lead the implementation of CRRP Health and nutrition project activities as outlined in the detailed implementation plan in line with CRS program quality principles and standards, donor requirements, and good practices.
Ensure collaboration, integration and learning properly accompanies project activities throughout the project cycle. Support accountability through coordinating project evaluation activities and guiding partners in their efforts to reflect on project experiences. Analyze implementation challenges and report any inconsistencies and/or gaps to inform adjustments to plans and implementation schedules.
Coordinate and oversee working relationships with all local project stakeholders and serve as the liaison between them and the project team to mobilize local actors and promote project activities and impact.
Supervise and perform various processes and resources in the project sites to ensure timely project activities implementation and adherence to established process standards and procedures.
Support and coordinate capacity building and technical support activities to ensure assigned project activities are implemented per the guidelines and standards.
Provide support to strengthen the capacity of government health systems, Information management systems, and community forums to respond to the needs of Adolescents, maternal, infant, and young child nutrition through improved skills for planning, implementation, integration, coordination, and data-driven decision-making to achieve the organization goal.
Support facilities and community units with technical assistance to implement a sustainable, Social and Behavior Change (SBC) approach during emergency using the AMIYCN approach.
Work with other programmatic sectors to develop comprehensive or complementary programming to address health, nutrition, WASH, Gender, Agriculture, Livelihood, and food security.
Coordinate provision of any logistical and administrative support to staff and partners.
Ensure project documentation for assigned activities is complete with all required documents and is filed per agency and donor requirements. Assist with preparation of trend analysis reports and documentation of case studies and promising practices.
In-depth technical expertise in Nutrition Sensitive Agriculture programming including homestead gardening, strengthening and capacity building nutritious vegetable productivity and value chain.
Assist community units conduct demonstrations on food preparation at household level, strategies on diet diversity; also conduct health talks to mother-to-mother support groups and caregivers of children on basic food safety and WASH.
Prepare progress reports for all activities based on indicators identified in the performance monitoring plan.
Hand on skill and experiences on CMAM programming and service provision. Building effective CMAM capacity building, coaching, and mentoring and joint supportive supervision undertaking shared planning, frequent and open dialogue, mentorship.
Track performance progress and guide the team to meet project targets through effective budget utilization and conduct regular monitoring or evaluation visits on project sites for quality work delivery. She/he will make sure that the programs under the unit adhere to the national health and nutrition guidelines when designing and implementing projects.
Work with the CP Health and Nutrition Manager in preparing project work-plans with clear objectives and achievable benchmarks, reflecting strategic long term and short-term priorities while liaising with GoE Health and Nutrtion sectors at all levels, and with partners at large.
Ensure programme quality control through implementation of monthly and quarterly M&E.
Education and Experience
Completion 2nd Degree (Public Health) or 1st Degree (Public Health or Nutrition) or related field of study
2 years for 2nd Degree or 5 years for 1st Degree
Knowledge of technical principles and concepts in Health and Nutrition. General knowledge of other related disciplines to ensure proper cross-sectoral approach.
Experience working with partners, participatory action planning and community engagement.
Experience and skills in networking and relations with donors, peer organizations, and faith-based and civil society partners. Understanding of partnership principles
Staff supervision experience a plus.
Experience monitoring projects and collecting relevant data.
Experience using MS Windows and MS Office packages (Excel, Word, PowerPoint).
Analysis and problem-solving skills with ability to make sound judgment.
Good relationship management skills and the ability to work closely with local partners.
Proactive, results-oriented, and service-oriented
Attention to details, accuracy, and timeliness in executing assigned responsibilities.
Strong understanding of the food security and nutrition context and infrastructure in Mozambique.
Prior experience in the Mozambique on food security and/or nutrition sector, preferably including experience at the community, district, sub-national and national levels.
Required/Desired Foreign Language: Fluency in English and other local languages.
Travel Required: Travel to CRRP operational woredas (30-40%)
