Organizational Context and Scope

The International Organization for Migration (IOM) is part of the United Nations System as the leading inter-governmental organization promoting humane and orderly migration for the benefit of all.

Since its first presence in Ethiopia in 1995, the IOM has been contributing to the efforts of the Government of Ethiopia (GOE) to effectively manage migration through a wide variety of projects and programs. Today, IOM’s presence in Ethiopia includes its Country Office in Addis Ababa, thirteen field/sub-offices across the country covering most of the regional States, five Migration Response Centres (MRCs) along key migratory routes, three migration health assessment clinics (MHACs), and three transit centres for returning migrants and departing refugees.

IOM’s programmatic interventions in Ethiopia include data and research, transition and recovery, preparedness and response, protection, migration management and governance, migration heal and migration movements. IOM Ethiopia’s Protection Unit works closely with the Government of Ethiopia and various stakeholders to address the needs and promote and uphold the rights of individuals and their communities. 

IOM’s Counter-trafficking interventions follow protection interventions following a six-pillar intervention that includes the provision of direct assistance to migrants, including victims of trafficking. Direct Assistance’s goal is to respond to individual needs in a tailored manner through case management or community–based approaches. 

Under the overall supervision of the Programme Officer – Protection Non-Emergency and direct supervision of the Senior Project Associate_ Counter-Trafficking; the successful candidate will be responsible for planning, implementing, and mainstreaming counter-trafficking activities in the organization's protection portfolio and beyond. 

III. Responsibilities and Accountabilities

  1. Assist in the implementation and monitoring of protection for victims of trafficking and counter-trafficking project activities.

   2. Retrieve, compile, summarize, analyse, and present information/data on counter-trafficking and victims of traffick

  3. Monitor budget; verify availability of funds; obtain necessary approval and update budget-related information.

  4. Act as focal point for administrative coordination of project implementation, involving extensive liaison with diverse organizational units and external parties to initiate requests, obtain necessary clearances, process and follow-up on administrative actions, etc

  5. Draft status reports, identify shortfalls in delivery, bring them to the attention of the supervisor, and suggest remedial actions.

  6. Draft correspondence on project issues; prepare and update reports, briefing notes, graphics, statistical tables, presentations, and other forms of documentation.

  7. Respond to complex information requests and inquiries; set up and maintain files/records; organize meetings, workshops and training sessions.

  8. Participate in meetings and conferences; assist in coordinating implementation activities with local authorities, partners, United Nation agencies, intergovernmental and non-governmental organizations, donors and other stakeholders relevant to the project.

  9. Assist in monitoring work of implementing partners and report non-compliances to the supervisor.

  10. Provides guidance/training to new/junior staff

 11. Perform other related duties as assigned.

Job Requirements

Required Qualifications and Experience

EDUCATION

  • School diploma with five years of relevant experience; or,

  • Bachelor’s degree in political or social sciences, International Relations, Development Studies, Migration Studies, Human Rights, Law, or related fields from an accredited academic institution with three years of relevant professional experience.

 EXPERIENCE

  •   Experience working in counter-trafficking and protection for victims of trafficking projects.

  • Experience in liaising with implementing partner organizations, civil societies, and local governmental authorities

  • Experience in working with migrants, victims of trafficking, and other vulnerable groups; and

  • Prior work experience with international humanitarian organizations, non-government or government institutions/organizations in a multi-cultural setting is an advantage.

SKILLS

  • In-depth knowledge of the broad range of migration-related subject areas dealt with by the Organization; and,

  • Knowledge of UN and bilateral donor programming.

  • Knowledge of financial rules and regulations.

LANGUAGE

REQUIRED

  • For this position, fluency in English and Amharic is required (oral and written).

DESIRABLE

  • Working knowledge of other local languages.
