ORGANIZATIONAL BACKGROUND

JSI Research & Training Institute, Inc. (JSI) is a global nonprofit dedicated to improving the health of individuals and communities throughout the world. Founded in 1978, JSI collaborates with government agencies, the private sector, and local nonprofit and civil society organizations to identify and implement solutions to the most pressing public health and education challenges.

In Ethiopia, JSI has been working to improve health outcomes for more than 25 years, implementing more than 60 projects and working in every region. JSI has historically managed a large portfolio of projects focusing on the quality, and equity in access to, reproductive, maternal, neonatal, child, and adolescent health (RMNCAH) services, primary health care (PHC) including community health programs, digital health, health information systems (HIS), supply chain management, public health emergency responses, and social and behavior change.

PROJECTS OVERVIEW

The Strengthening Service Delivery (SSD) Project focuses on building upon and leveraging previous and current Gates Foundation, and other, investments to improve the quality of downstream, supply-side integrated services access often by women, newborns, children, and youth. Through this award, JSI, with partners including Engender Health, Ethiopian Midwives Association, Family Guidance Association of Ethiopia, inSupply Health, ThinkPlace, and local universities and development associations, aims to strengthen infrastructure through locally-led technical assistance. Together, we’ll work to further expand structure and process improvements to enable better care offerings in reproductive, maternal, newborn and child, adolescent health, and nutrition (RMNCHN) services. Our work will also focus on improving last-mile supply delivery and commodity management disconnects.

OVERVIEW OF THE POSITION

The job involves improving the health system's supply chain at downstream levels by diagnosing systemic bottlenecks and developing innovative solutions to improve last-mile delivery of commodities, creating a detailed plan, improving the capacities of health workers and managers in facilities and woredas, providing technical oversight of program implementation, and collaborating with partner organizations. It also requires working with government agencies to plan and build capacity, conducting supervision, and producing data insights and policy briefs.

KEY DUTIES AND RESPONSIBILITIES

·       Conduct assessments to identify bottlenecks in the health system's supply chain, specifically in the last-mile delivery of RMNCAH-N supplies and commodities to the PHC facilities and woredas

·       Create innovative solutions and activities to ensure consistent last mile delivery of commodities and data use in PHC facilities' collaboration with the local health system.

·       Develop a detailed implementation plan for supply chain activities related to the project scope.

·       Develop training materials and improve the capacities of project, woreda and  facility staff to effectively implement supply chain systems in the implementation areas

·       Provide technical oversight and work closely with project sub-grantees and leverage other technical resources with JSI projects and others to improve the supply chain system.

·       Represent SSD's support in various supply chain management platforms, such as national TWGs.

·       Facilitate training, advocacy, and experience-sharing meetings.

·       Work closely with RHBs, FMOH, and EPSA to plan, strategize, and build capacity for effective implementation of supply chain systems.

·       Regularly conduct supportive supervision to monitor progress, identify challenges, and make adjustments as needed.

·       Collaborate with organizations and projects/programs that work on supply chain issues to ensure synergy, sharing of technical resources, learning, and mutual support.

·       Work with the M, E, and research and other project teams of SSD to produce and disseminate data insights and policy briefs related to supply chain management.

·       Prepare regular reports on SC activities' progress and share them with relevant stakeholders.

·       Adhere to and promote JSI’s culture and values and uphold JSI’s standards related to fraud and ethics accountability and management

·       Perform other duties as assigned. 

Job Requirements

REQUIRED SKILS AND COMPETENCIES

·       A degree in Pharmacy, Public Health, or other related fields with a minimum of 10+ years of relevant work experience in Government and NGOs.

·       Demonstrated experience in designing and implementing interventions on last-mile supply chain delivery for RMNCHN programs

·       Experience in providing technical support to implementing donor-funded programs or interventions will be an advantage.

·       Strong interpersonal skills and the ability to work well in teams across partners, consultants, other donors, and international organizations.

·       Excellent written and verbal communication skills in English.

·       Ability to frequently travel to support technical activities.

·       Proficient in using Microsoft Office and other relevant software.

·       Ability to analyze complex technical information and provide recommendations.

·       Ability to work under pressure and meet tight deadlines.

·       Proven ability to build and maintain positive relationships with stakeholders.

·       Ability and willingness to travel to regions throughout Ethiopia
