Position: Corporate Finance Manager - British Office Sudan
Salary: USD 635.75

The main purpose of the job:

The British Office Sudan (BOS) is looking to recruit a capable, motivated, and experienced individual to lead their budget, accounts and bank accounts in line with FCDO and HMG guidance and help us ensure audit compliance and good financial management. The person will also be responsible for cash profiling and monitoring; ensuring the BOS bank account is in line with appropriate levels. 

This is a fantastic opportunity, at a critical time for Sudan and a period of significant change, to ensure BOS finance is managed well. BOS is based principally at the British Embassy in Addis Ababa, with a humanitarian team in the British High Commission Nairobi and a number of legacy Sudanese staff working across Sudan, Egypt and elsewhere. The Finance Manager will work closely with teams across locations, especially the British Embassy in Addis Ababa.

Roles and Responsibilities:

  • Lead on the financial transition and legacy challenges from the British Embassy Khartoum to the British Office Sudan, including closing off any outstanding financial commitments in Khartoum.

  • Forecasting and monitoring of budget spends monthly to ensure effective budget control and forecast accuracy whilst maximizing value for money.

  • Managing the accounts of BOS and engagement with customers, budget holders, stakeholders and the Regional Finance Hub.

  • Monitoring liquidity levels and requesting the transfer of funds as appropriate, through engagement with the Bank as well as profiling funding requirements for the entire financial year.

  • Processing and submitting the Overseas Accounting Returns and Cash Funding Profiles to the finance hub.

  • Ensuring that spends are correctly booked and preparing appropriate journals to reconcile wrong entries.

  • Ensuring that end-of-month procedures are implemented at to uphold excellent Financial Performance and Compliance Indicator scores and House-Keeping.

  • Periodic Management reports - Prepare prompt and accurate monthly management reports to support effective management decision-making, ensuring policies and procedures are maintained to ensure the integrity and timeliness of reports.

  • Maintain assets responsibly and use escalation systems as appropriate to ensure timely and effective reporting of risks, issues and fraud.

  • Conduct physical asset verification exercises at least annually, and reconcile the result of the exercise to the Fixed Asset register.

  • Provide specifications/requirements for all purchases as required by Post.

  • Ensure Financial Controls and the highest levels of financial propriety are applied in line with the Management Assurance Process.

  • Driving Senior Budget Holder monthly review meetings.

  • Ensure balance sheet reconciliations are completed and items are cleared in a timely fashion.

  • Supervising Monthly Pay run for CBS and liaising with the Bank on payroll.

  • Preparing end-of-year returns.

Essential qualifications, skills and experience

  • Knowledge of UK Government Accounting and budgeting policies, practices and procedures

  • Strong background in organizational budgeting and forecasting

  • Strong analytical and numerical skills 

Language requirements: 

Language: English and Arabic 

Level of language required: Fluency in English and Arabic is desirable

Desirable qualifications, skills and experience 

  • Knowledge of HERA budgeting procedures
