 About the Position:

 Under the supervision of the Head of HR the HR Manager provides general Human Resource support for the HR department. S/he will be responsible for talent acquisition and talent management within the organization. The position holder is also expected to have consistent communication with staff on all HR matters.

 KEY AREAS OF ACCOUNTABILITY/DUTIES

 Talent Strategy and Architecture

·         Maintain a thorough knowledge of GOAL Ethiopia HR Policies and Procedures in every site of the field office along with ensure all HR activities are carried-out in adherence to these standards.

·         Under the guidance of the Head of HR, provide support to programme and operations staff in interpretation of HR policies and procedures and provide technical support on HR issues.

·         Work with Head of HR, Head of departments, Area Managers and Project Managers to ensure proper implementation of HR strategic plan at all levels.

·         Foster and facilitate the development of cooperative professional relations between and among staff at all levels.

·         Provide advice, support, and matrix supervision to Area Senior HR Officers in interpretation of HR policies and procedures and provide technical support on HR related matters, including but not limited to, recruitment, orientation, career development, capacity building, performance evaluation, disciplinary action, and separation.

·         Support Head of HR on personnel budget working during proposal development, preparation of GMM and personnel budget forecasting.

Talent Acquisition and Management

·         Participate in recruitment process, posting positions in appropriate media, CV review, interviewing, reference check, job offer, leading the orientation and travel arrangement.

·         Support Supervisors with reviewing job descriptions, posting job advertisements, screening applicants, conducting job interviews/written tests, reference checks, extending job offers, and ensuring new employee’s paperwork and ensure hire pack is processed accurately.

·         Ensure that recruitment process is fair and transparent and in line with GOAL Ethiopia HR policies and procedures.

·         Ensure proper orientation for all new staff with periodic follow up fields visits for additional support to field teams; collaborate and coordinate with other departments to provide an engaging and welcoming orientation

·         Maintain good working relationships with other organisations/partners and provide feedback to management on HR matters.

·         Advise and conduct employees on exit management process for exiting employees and maintain its copies on the file.

Staff Relations Support

·         Review new employees contract agreement and ensure the new employees’ data is up to date on workday before the contract is approved.

·         Responsible for reviewing monthly payroll and maintaining payroll related documents and information are kept properly. Work with Area Senior HR Officers to improve the current information gap by using workday as a payroll information sources.

·         Ensure with Head office HR team and Area Senior HR Officers the preparation of termination benefits payment in timely manner. And prepare termination benefit for the field offices in a timely manner and ensure finance department effect the payment.

·         Review back payments, payroll adjustment for open and definite period employees.

·         Prepare severance payment for open and definite period employees.

·         Ensure updated tracking for back payments and communicate them timely.

·         Ensure that all personnel documents of the field office staff are updated and maintained in the personnel files including ex-staff file.

·         Responsible for overseeing and managing employees’ benefits such as health insurance as an important element in attracting and retaining skilled workers.

·         Following up of employees’ contract extension.

·         Assist in writing personnel letters as required (transfer, Promotion, increment, acceptance of resignation among other letters).

·         Assist in preparation of vouchers for payment in relation to HR especially severance, among others.

·         Prepare terminated, resigned and new employees analysis every year.

Performance Management

·         Coordinates the performance management cycle with the support of the Head of HR and ensures that mid-year and annual reviews are carried out to all staff within the organization.

·         Supports supervisors and staff in the goal setting, end of probation or annual performance reviews by ensuring proper documentation of performance appraisals.

·         Supports supervisors to identify training needs or staff performance gaps.

 Compensation and Benefits:

  • Support the Head of HR in the review of staff compensation package.

  • Work with Head of HR for Birches salary reviews and provide recommendation on adjustments of pay when necessary to ensure competitive pay.

  • Work with the Head of HR to monitor market conditions related to benefits to ensure national staff benefit levels are competitive.

  • Support Head of HR for effective management of staff Pension schemes, Medical Insurance and processing compensations on accidents and other staff related insurance claims.

Personnel Administration and Documentation:

  • Ensure preparation of payroll every  month and submit payroll information timely for review

  • Review the staff database and HR files on a frequent basis, ensuring they are maintained to the standard and kept up to date

  • Ensure audit issues are addressed as per the agreed timeline

  • Ensure staff contracts are kept up date and that all staff whose contracts are not going to be renewed are informed in line with the HR handbook.

  • Work with Area Senior HR Officers to ensure that timesheets are completed monthly for all staff and confirm that all exiting staff have complete the process. Also share the timesheet tracker on 10th of every month.

  • Ensure all contract terminations are appropriately documented and all owed monies are paid to the departing staff member in a timely manner

  • Work with line managers and department heads to maintain leave plans for all staff, update the leave tracker on monthly basis and share with staff for better planning to avoid gaps where 2 staff members from same departments leaving the at same time.

  • Ensure all staff have valid ID card.

  • Ensure the proper management and documentation of staff annual leave by using the online leave management system.

  • Ensure keeping and recording in hard and soft copies of approved leave requests.

  • Work with other HR team members to ensure the timely processing of new contracts, contract extensions, staff transfers, promotions, and other change of employment status.

  • Ensure the proper documentation of staff information related to disciplinary actions, performance rating, staff exiting and termination.

  • Respond to employee related queries and provide services to all HR related inquiries and requests.

  • Administer and participate in the review of the GOAL Ethiopia HIV and AIDS Workplace Policy

  • Ensure work/residence permits/Vaccinations is issued for all expat staff and other requirements. And ensure the trackers are maintained and kept updated/shared with expat team.

 Supervision, Coaching and Support

·         Manage, train, and coach Area Senior HR officers by establishing a detailed plan to build capacity including performance objectives and development in collaboration with Head of HR.

·         Conduct a timely performance evaluation

·         Work on the career development plan of the subordinate.

·         Ensure that the subordinate is working in a harmonized manner.

·         Provide technical support and on job training for Area Senior HR Officers.

·         Nominate a staff from the field office to be coached/ mentor. Train/coach them and bring difference on their skill.

·         Follow up the implementation of improvement plan according to the feedback’s given at the time of coaching or collected from Area Senior HR Officers and Head of HR.

Accountability to Beneficiaries

  • GOAL team members are expected to support all efforts toward accountability, specifically to our beneficiaries and to international standards guiding international relief and development work, while actively engaging in beneficiary communities as equal partners in the design, monitoring and evaluation of GOAL field projects.

·         Minimum of 7 years’ experience in human resource management out of which 2 years in a supervisory position

·         Prior experience of staff supervision and capacity building is highly desirable

·         Field based HR Management experience is desired with particular emphasis to Ethiopia context

·         Similar experience with an INGO will be an added advantage

  • Knowledge and understanding of local employment standards, occupational health and safety and human rights legislation..

 Functional skills and knowledge:

·        Professional certification in HR or other related designations related to human resources.

·        Strong MS office and the ability to use technology to collaborate across a global organisation.

·        Knowledge of principles and procedures for staff recruitment, selection, training, compensation and benefits, job design, labour relations and negotiation, and Human Resources Information Systems.

·         Master’s in human resources management or related fields.
