 BACKGROUND:

The Agricultural Transformation Institute (ATI) has been established by the Government of Ethiopia (GoE) to identify and address systemic bottlenecks that constrain Ethiopia’s agricultural development. The Institute does this through problem-solving studies, implementation support, and capacity building of stakeholders involved in implementation of interventions that address the systemic bottlenecks. 

ATI’s major activities include conducting strategic and analytical studies, providing technical implementation support, coordinating platforms to better integrate partners and projects, designing, and implementation of several projects. The ATI is headquartered in Addis Ababa, with regional offices representing each of the major regional states of Ethiopia, namely, Amhara, Oromia, SNNP/Sidama/SWE, and Tigray, which allow us to work closely with a wide range of public, private, and development sector partners across the country.

The programmatic focus of the Institute responds to a core set of needs identified by the Ministry of Agriculture and other sectors along commodity value chains. Across the programs, the ATI engages public, private, and non-governmental stakeholders to support strategic planning, manage and strengthen implementation capacity and test innovative models. Currently, ATI is tasked with coordinating the revised Agriculture and Rural Development Policy Agenda of the sector and such sectoral level delegation requires high level expertise in the policy areas and skill sets in coordination and networking with multiple stakeholders.

Job Summary

Working as a member of the Partnership Team, and under the guidance of the Director and the Senior Partnership Officer (SPO), the Project Partnership Officer II takes the responsibility for supporting various partnership tasks of the ATI with a major focus on liaising and facilitating partnership activities between the ATI and its key stakeholders, namely, development partners, Government organizations, non-governmental organizations, and the private sector. The Project Partnership Officer II will also be responsible for timely monitoring, supporting, and backstopping annual planning and programmatic reporting that needs to be executed with the required quality. In this connection, the Project Partnership Officer II will closely work with the Director of the partnership team, the Senior Partnership Officer (SPO), and the Senior Officer of Resource Allocation and Grant management, and respective program teams to monitor and support the timely execution of planned activities in compliance with the agreement entered with development partners and government counterparts. The Project Partnership Officer II will coordinate his/her activities with all ATI program teams and consolidate the follow up and monitoring undertaken by the Director by channelling comments on both the technical and financial aspects of project proposals, narrative reports, etc and consolidating and ensuring incorporation of all required inputs for appropriate execution of projects. The Project Officer II will also work in close cooperation with the Director and SPO as well as the Senior Officer of Resource Allocation and Grant management and link all activities of program/project teams and operations team such as procurement, finance etc. to track and follow up the progress and execution of planned activities, new partnerships, and other related tasks.

The performance of the Project Partnership Officer II will be evaluated primarily based on performances as measured by the level of achievements of expected results and the level of commitment shown in shouldering duties and responsibilities and delivering concrete results. The results are the ones related to his/her areas of engagement in terms of the quality and timely delivery of various assigned tasks within the agreed timeline.

Key Duties and Responsibilities

The Project Officer II/ Partnership:

  • Organises and manages monitoring field visits, review missions, and prepares reports thereof.

  • Plans and coordinates the training sessions for program teams, operation teams and other relevant staff on issues related to compliance of program activities with financial agreements, etc.

  • Facilitates key relationships by coordinating with development partners, program teams, and other stakeholders.

  • Coordinates the preparation of annual work plans and budgets by liaising with relevant teams in line with budget allocations of each partner.

  • Assists in monitoring program activities to ensure that project activities and deliverables comply with planned budgets.

  • Coordinates preparation of draft narrative and financial reports

  • Undertakes information gathering, briefings, organizes databases, and maintains proper documentation.

  • In collaboration with the SPO, takes part in compiling concept notes, proposals, etc.

  • Tracks and ensures that inputs are provided for draft relevant documents.

  • Assists in drafting official documents such as letters, pager summary reports, keynote speeches and clarification responses.

  • Coordinates regular meetings and review periodic discussions.

  • Prepares PowerPoint and other presentations related to workplans, and report as needed.

  • Performs any other assigned duties by the Director of Partnership.

Job Requirements

  • A Bachelor’s degree or a Master’s degree in Economics, Project Management, Management, Business Administration, or other related disciplines

  • At least four years of related work experience as a Bachelor’s degree holder or a minimum of two years of work experience as a Master’s degree holder

  • Must be an IT-literate and should have skills in the use of Microsoft applications, especially Word, Excel, and PowerPoint

  • Strong engagement, presentation, and communication skills

  • Ability to innovate and solve problems to meet challenges and use opportunities.

  • Demonstrated skills in communicating with partners both orally and in written forms.

  • Demonstrated organizational and time-management skills.

  • Excellent written and oral communication skills in English as well as in Amharic

  • Resilience (ability to cope with time pressure and challenges)

  • Ability to cooperate effectively and harmoniously work with all internal and external stakeholders including government organizations, development and implementing partners and other organizations.

  • Experience in working in the agriculture sector is an advantage

  • Proven ability to self-motivate in a team-oriented environment.
