Job Description

Role Purpose: 

The Agriculture and Livelihoods Coordinator is responsible for supporting the efforts in ensuring high quality programming and implementation of the food security, livelihoods and early recovery humanitarian projects under the department. She/he is responsible for assisting technically the design, development and planning of livelihood projects including contributing to strong Monitoring and Evaluations, Accountability and Learning systems to measure the impact of the programs. S/he provides technical advice and capacity support to field staff in the field to ensure the FSL work is of high quality and contribute to achieving objectives of the program, sector and organization

Key areas of Accountability: 

FSL Program Development, Implementation and Coordination:

  • Work closely with the Livelihood and Resilience Development Department head and/or technical team in the design, planning, technical support, monitoring of food security and livelihood projects

  • Provide technical support in the development of livelihood project concept notes, logical framework, proposals and identify appropriate innovative approaches

  • Develop and implement a work plan for livelihoods support and other technical support requirements of the various FSL projects in close coordination with the department head and technical team, and other relevant EKHCDC staff.

  • Ensure the use of technical guidelines for specific trainings, minimum standards, harmonized approaches and practices of FSL programming 

Capacity Building: 

  • Liaise with staff of the LRD department and the field offices (through regular field visits) to identify technical support needs of projects and staff, and, jointly agree on specific and time bound support needs in relevant technical areas

  • Provide technical supportive supervision and monitoring of projects on a regular basis making sure that activities are implemented keeping quality as per the minimum standards and timeliness

  • Provide technical training to ensure that the project staff have the necessary skills to technically implement the project

Monitoring, Evaluation, Learning and Documentation:

  • Conduct need assessment, develop project proposal in livelihood and resilience area including agriculture transformation, value chain and marketing

  • Technically support the technical team to design the baseline assessments, monitoring for individual projects, to include development of data collection formats, data collection plans and the consolidation of baseline data and agreed targets.

  • Technically contribute to annual and quarterly detailed implementation plans for all projects within the FSL portfolio.

  • Technically contribute to monitoring and evaluation plans for all projects, to include outcome, output and input indicators. 

  • Support the relevant project managers in producing high quality project reports that meet the requirements of Donors. 

  • Focuses on nexus emergency/humanitarian programming and development programming and the incumbent is expected to contribute to dual mandate and support as needed in both emergencies and development settings.

  • Ensure that lessons learned are properly documented, effectively disseminated and, where appropriate, incorporated into wider advocacy initiatives.

Duty Station: EKHCDC Head Office, Addis Ababa

Salary: As per the Organization Scale

Term of Employment: One year with high possibility of extension

Job Requirements

Qualifications and Experience

  • University MSC Degree in Agriculture/plant Science, Agricultural Economics, Food Security and Rural Development, or other relevant fields of study in Agricultural Science

  • At least 5 years’ relevant experiences in agriculture sector, agricultural development projects, integrated rural development and livelihoods.

  • Demonstrated experience and knowledge of multi-sectoral programs – food security, natural resource management, Conservation agriculture, environmental rehabilitation, disaster risk management, livelihoods based development and emergency response operations

  • Experience in working with government counterparts and other partners at various levels - national to county; these include technical support, capacity-building and coordination.

  • Excellent understanding of livelihoods issues in Ethiopia at both field and policy levels.

  • Experience in designing Livelihood strategies and proposals.

  • Strong data collection, analysis and report writing skills.

  • Strong analysis of food security data and ability to summarize and communicate this to a range of audiences.

  • Good presentation, training and facilitation skills

  • Good communication and interpersonal skills and an ability to train and mentor staff

  • Excellent Report Writing and English proficiency skills.
