Dan Church Aid (DCA) is a Denmark-based international NGO registered under certificate # 1083 by the Authority for Civil Society Organizations and working to improve the wellbeing of particularly the rural and pre-urban people in Ethiopia. DCA’s Programme mainly focus on save live, building resilience and fighting inequality targeting highly disaster-prone areas in Oromia, Amhara, Afar, and Gambella regions.
DCA Ethiopia Office is looking for a competent Food Security and Livelihood Project Coordinator.

Position in the organisation
The Livelihood and Food security Project Coordinator will contribute to the successful design and implementation of DCA Ethiopia's fresh food e-voucher and livelihood interventions in Gambella both for refugees and the host communities. The coordinator plays a key role in coordinating the implementation of particularly BPRM Funded project in Gambella with other key actors for a harmonized and well-complemented activities of livelihood and e- voucher intervention in Gambella. The coordinator will also provide an ongoing technical support for the front-line staff and project stakeholders particularly related to Livelihood and Nutrition.
Project Development
In Collaboration with the field staff, RCC and UNHCR and RRS team at the camp level lead on the beneficiaries targeting and verification and ensure that the targeting and registration is done in line with project focus and agreed targeting criteria.
Closely follow up the technical quality of the work at camps levels
Ensure that the market function well and the beneficiaries complaints are addressed timely.
Prepare TOR for the project activities and ensure that timely specification are given for procurement
Ensure ongoing capacity building support provided to Post distribution monitor, cooking demonstration incentive refugee worker post-distribution monitors.
Closely support and contribute in building sustainable interventions in promoting integration of nutrition + IYCF services into the health services packages for refugee camps in Gambella particularly Jewi, Nguenyyiel and Kule camp refugee camps
Ensure strong linkage of nutrition components with other components of the project such as Health, WASH and disaster prevention and preparedness livelihood Food security.
Contribute to the Project proposal and concept note development with guidance of the Area program manager and other technical staff for possible funding.
Conduct comprehensive need assessments on a regular basis in collaboration with relevant staff and adjust the project accordingly.
Develop detail implementation plan (DIP) for livelihood and fresh food voucher activities and standard operation procedures (SOPs) in collaboration with the project staff.
Ensure that the DIP and SOPs are implemented timely.
Project Implementation and M&E
Design systems and ensure accountability, specifically to refugees, host communities, RRS, donors and other stakeholders.
Closely work with the Area Program Manager for project launch at the camp level.
Closely follow up a day-to-day implementation of the livelihood and fresh food voucher projects and take corrective action timely,
Ensure the all-livelihood project activities are implemented in accordance with donor requirements and as per the quality standard and agreed detail implementation,
Ensure a proper M&E plan is in place for each project and rollout through the project implementation period.
Closely follow up the day-to-day activities of the project at the camp level to ensure the quality of project outputs
Ensure that a proper and transparent beneficiary selection is in place and communities are participating as equal partners in the design, monitoring and evaluation of projects.
In collaboration with Programme Monitoring and support IT and data base officer put in place project field monitoring tools and project database and ensure the database is updated regularly with information from the field activities collected using digital devices
Lead/ participate in baseline survey for the projects.
Provide timely high quality project progress reports both for DCA internal and donor requirements and stake holders
Conduct regular field visit to the project location and provide technical support for the field officers and the market facilitators to ensure the project is implemented with the set standard and time frame.
Management and supervision of safety and security of project staff
Make sure proper documentation and handling of project related documents (plans, reports, minutes, monitoring and evaluation reports etc.)
Collect lessons learned, best practices, case studies and support knowledge management.
As BPRM funded fresh food and livelihood project budget holder, be accountable for all aspects of financial & resources management. Actively participate on field BVA review which is conducted jointly with Area Program Manager, field finance focal regularly every month for all projects under his responsibilities.
Develop the procurement plan for the project and ensure its implementation.
Line manages the field officers and market facilitators and provide regular technical and management support for the team for their effective implementation of the projects.
Make sure the performance objective for each field officer and market officer is field and continually reviewed.
Initiate Job description development for the vacant positions and make timely requisition for recruitment.
Organize and deliver technical training for field staff on livelihood and Nutrition,
Ensure that all of the project staff have EDR completed on time and provision period object set and reviewed on time.
Partnership and Representation
Develop and maintain positive working relationships with DCA staff, RRS, UNHCR, local authorities, international and national organizations, as well as technical focal points for livelihood and fresh food voucher.
Closely coordinate the project activities with other Implementing partners (IPs), ARRA and UNHCR to ensure consistency with cluster priorities.
With Guidance from Area Programme Manger represent DCA in relevant forums, eg. Clusters, coordination structures with RRS, donors and NGOs
Prepare communication materials (eg. photos, case studies etc.) and share with Addis communication team to profile DCA cash-based programming work in Gambella.
Closely work with Regional, Zonal and Woreda level line sector offices in implementation of project activities.

Qualifications:
Master/bachelor’s degree in agriculture, Animal Science, plant Science or nutrition with at least 2 years of relevant experience for Master Degree or 4 years for Bachelor degree in related field.
Practical experience in coordinating food security projects.
Practical experience in nutrition intervention and skill to organised training for field staff on nutrition.
Experience of working in complex emergency and insecure environments in a refugee setup.
Proven experience in project management and budget tracking.
Experience of developing and implementing programmes funded by DANIDA and/ BPRM is an advantage.
Significant experience in supervising teams, and a proven ability to provide support, guidance and training to local staff.
Experience in writing high quality progress report.
