Organization Background:

JSI Research & Training Institute, Inc. (JSI) is a global nonprofit organization dedicated to improving the health of individuals and communities throughout the world. Founded in 1978, JSI collaborates with government agencies, the private sector, and local nonprofit and civil society organizations to identify and implement solutions to the most pressing public health and education challenges. Over the last 30 years, JSI has partnered with the government of Ethiopia and the Ministry of Health to improve health systems and primary healthcare (PHC) service delivery, implementing more than 60 projects and working in every region. JSI has historically managed a large portfolio of projects focusing on the quality, and equity in excess of, reproductive, maternal, neonatal, child, and adolescent health and Nutrition (RMNCAH-N) services, primary health care (PHC) including community health program, digital health, health information systems (HIS), supply chain management, public health emergency responses, and social and behavior change.

JSI works at every level of Ethiopia’s health system to support national commitment to health equity. We partner with the Federal Ministry of Health (MOH); donors, including the United States Agency for International Development (USAID), the Bill & Melinda Gates Foundation (BMGF), the Doris Duke Charitable Foundation, Children’s Investment Fund Foundation (CIFF), Gavi, MasterCard; and work across public and private sectors to help strengthen and transform the health system.

Projects Overview

Funded by the Bill & Melinda Gates Foundation (BMGF), JSI is implementing twin projects -improve PHC Service Delivery (IPHCSD) project and the Strengthening Service Delivery (SSD) project in nine regions of Ethiopia.  JSI’s Improve Primary Health Care Service Delivery (IPHCSD) is a five-year project, launched in 2022, and co-implemented with Amref Health Africa, and operationalized with local partners and national organizations. IPHCSD aims to improve the efficacy of, and linkages between, PHC delivery platforms, including health posts, community health actors, health centers, primary hospitals and private facilities for improved reproductive, maternal, newborn, child, adolescent health, and nutrition (RMNCAH-N) outcomes across Ethiopia. SSD, on the other hand is designed to improve the quality of downstream, supply-side integrated RMNCAH-N services at PHC levels, and supply in three high-impact areas- provider competencies, service delivery structures and processes required for high-quality care; and last-mile delivery of the supplies & commodities. JSI’s International, regional and local partners-Amref Health Africa, Engender Health, Think place, in Supply Health, Women and Children First UK (WCF), International Institute for PHC Ethiopia (IPHCE), Ethiopian Midwives Association and local universities and development associations are essential to these efforts.

Currently, with funding from Child Investment Fund Foundation (CIFF), we are also implementing the Electronics Community Health Information System (eCHIS) Scale-up for Health Extension Program Improvement is JSI’s another project. eCHIS is a five-year project that builds on the Government of Ethiopia’s efforts to leverage the power of digital technology to improve the coverage and quality of healthcare in Ethiopia. The eCHIS project digitizes existing community health manuals, tools, and service workflows, along with all reporting forms.

Position Summary

The HR Manager will be responsible for overseeing all aspects of human resources for the projects, including recruitment and hiring of staff, onboarding and off-boarding, maintaining HR files, ensuring HR compliance, performance management, policy development and enforcement, and staff training and development, among other tasks. The HR Manager will be responsible for trouble-shooting HR issues, coming up with solutions, and being proactive in all aspects of HR management for the project. The HR Manager will work very closely with the Finance & Operations Director, Project Director, Project technical teams, JSI/Ethiopia Operations Director, and home office backstopping team to ensure they are regularly updated and informed of all HR related matters on the project. The HR Manager will supervise other HR-oriented staff, including any HR Assistant/Offers. HR Manager will report to the Finance and Operations Director.

Duties and Responsibilities

·       Serve as the first point-of-contact for internal and external stakeholders on all matters in relation to Human Resources;

·       Create and monitor a human resources management system that complies with top organizational and donor objectives, policies, and requirements;

·       Support the development of staffing plans and organizational charts;

  • Ensure that the Local Hire Employee Manual and administrative policies, procedures, and manuals are disseminated, understood, and observed by all staff;

·       Oversee all recruitment for the project, ensuring fair and transparent recruitment practices (which includes establishing a clear process for all project recruitment, supporting the development of job descriptions, managing the process for posting job advertisements, overseeing shortlisting and interview process, and managing the negotiation process);

·       Oversee the hiring and onboarding process for all new hires, ensuring a smooth process to orient and onboard new staff so they can quickly take on project work;

·       Establish and manage a process for performance management across the project and ensure all staff complete performance reviews on time and support supervisors or staff when performance issues arise;

·       Oversee employee off-boarding/terminations;

·       Oversee a fully compliant file management system for all HR-related documentation;

·       Liaise with the local labor lawyer, in coordination with the Director of F&O, as needed;

·       Lead staff productivity and retention efforts for local personnel, including supporting professional growth and development plans;

·       Support and promote the training and development activities for staff across the project;

·       Provide training for all new staff (and refresher training) on the project’s HR policies and procedures, including travel to the regional offices for on-site training of regional staff;

·       Provide overall management of JSI’s timesheet system, Replicon, to ensure compliance;

·       Collaborate and coordinate regularly with the rest of the finance and operations team, specifically related to HR items and serve as a member of the F&O management team;

·       Manage compensation and benefits for project staff, including ensuring adherence to Local Labor Laws and practices and JSI norms;

·       Provide coaching to managers on all HR related matters including hiring, termination, performance evaluations, employee relations and organizational policies;  

·       Responsible for implementing JSI's Accountability Framework and Code of Conduct, and adhering to JSI's polices on fraud management;

  • Maintain an up-to-date knowledge of government laws and regulations as they relate to labor, taxation, immigration and any other legal requirements that impact the HR function;

  • Serve as the projects Child Safeguarding focal person,

·       Adhere to and promote JSI’s culture and values and uphold JSI’s standards related to fraud and ethics accountability and management

·       Perform any other tasks as assigned by the Supervisor.

Job Requirements

Qualifications:

·       Bachelor’s Degree (equivalent) in Business Administration, Human Resources or related field;

·       Minimum of 8 years of experience in a human resources role, demonstrating increasing responsibility over the years. Management experience preferred;

·       Experience working with the international NGO community is required;

·       Familiarity with Ethiopia labor law;

·       Ability to handle confidential information and handle sensitive and/or complex HR issues;

·       Experience developing and delivering staff trainings;

·       Excellent diplomatic, interpersonal and communication (written and verbal) skills;

·       Proven ability to create and maintain effective working relations with staff and senior management, NGO partners, host country governments, and donor organizations;

·       Demonstrated ability to manage, motivate, mentor and direct staff while creating a positive team environment;

·       Through understanding of and ability to analyze human resources functions;

·       Expert computer skills in Microsoft Office including Word, Excel, PowerPoint and Outlook;

·       Must be fluent in Amharic and English (written and spoken);

·       Ability to handle confidential information with care;

·       Ability and willingness to travel up to 20% time to regions throughout Ethiopia.
