Job Description

Integrated Emergency Surgical Officer [IESO] ensures efficient delivery of client care in accordance with accepted standard medical practices and professional code of conduct to achieve the following principal objectives; works efficiently to increase client satisfaction and build the reputation of MSIE clinical services; ensure sustainability and financial feasibility of MSIE clinical services.

DUTIES/TASKS

1. Client Examining and Treatment at OPD Unit:

  • Perform thorough client examinations for ANC (Antenatal Care), and gynecological cases, and provide SA/PAC (Safe Abortion/Post-Abortion Care) services.

  • Assess clients' medical history, vital signs, and specific concerns.

  • Perform necessary diagnostic procedures, such as ultrasound examinations or laboratory tests.

  • Provide appropriate treatment and interventions based on the diagnosis and the client's needs.

  • Prescribe medications, offer counseling, and provide instructions for self-care.

  • Educate clients on pregnancy, reproductive health, contraception, and family planning methods.

  • Monitor and evaluate the progress of clients' conditions and adjust treatment plans as necessary.

  • Collaborate with other healthcare providers involved in the client's care, such as midwives or gynecologists.

  • Maintain accurate and up-to-date documentation of client assessments, treatments, and outcomes.

  • Adhere to established protocols and guidelines for ANC, gynecologist cases, and SA/PAC services.

2. Delivery Services:

  • Conduct normal and assisted deliveries, providing comprehensive care and support.

  • Assess clients before and after delivery for their well-being.

  • Collaborate with midwives and healthcare providers for safe delivery procedures.

  • Support midwives during consultations and emergencies

  • Manage delivery complications to ensure safety.

  • Document delivery procedures, assessments, and outcomes accurately.

  • Adhere to protocols and guidelines for delivery services.

  • Respond promptly to emergency cases during regular working hours and off-duty times.

  • Provides refresher training to the Centre staff on any possible action to ensure quality care improvement from which the center may benefit

  • Leads the weekly clinical update and morning session.

  • Support competency assessment for newly joined staff and existing full-time staff on a periodic basis as per set standard standards. 

3. On-Call and Availability:

  • Participate in an on-call rotation schedule to ensure 24/7 coverage for emergency Maternity services.

  • Be available and prepared to work during nighttime, weekends, and holidays as required.

  • Provide telephonic guidance and support during off-duty hours to assist in emergencies.

4. Referral-related duties/tasks:

  • Identify and assess cases requiring higher-level care.

  • Initiate timely and appropriate referrals

  • Coordinate with healthcare providers and receiving facilities.

  • Arrange transportation for clients.

  • Provide necessary documentation and transfer records.

  • Follow up for continuity of care.

  • Review and analyze referral cases for improvement.

5. Documentation and Reporting:

  • Maintain accurate and timely documentation of all emergency cases, including assessments, interventions, and outcomes.

  • Complete necessary paperwork and reports related to emergency procedures.

  • Adhere to MSI Ethiopia's protocols and regulatory requirements for documentation and reporting.

  • Conducts clinical record review.

  • Support all service providers in following best practices set for client record keeping, complication management, risk evaluation, and referral management.   

  • Ensure all types of incidents are timely reported to the Supportive office and actively engage in the implementation of action points on identified gaps .

6. Adherence to Policies and Standards:

  • Adhere to MSI Ethiopia's and MoH’s policies, procedures, and quality standards.

  • Maintain ethical and professional standards in healthcare.

  • Respect client confidentiality and adhere to data protection protocols.

  • Commitment to patient-centered care and quality improvement.

Job Requirements

PERSON SPECIFICATION

A.     Qualification Requirements:

a.      Education

  • Masters in emergency surgery and Obstetrics

  • Professional Certification: Valid certification or licensure as required by the local regulatory body.

b.      Experience

Experience: Minimum of 4 years of experience in providing ANC, gynecological care, Delivery Services, and SA/PAC services in a clinical setting.

B.      Skills, Attitudes, and Attributes

  • Awareness of MOH and donors' guidelines.

  • Conscious of government, MSI, and MSIE regulations.

  • Awareness of quality care concepts and strategies.

  • Attendance of MSIE Pre-service training.

  • Pro-choice.

  • Computer skills: Proficient in EHR systems, word processing software, and relevant applications for documentation, data management, and communication.
