Action Against Hunger USA is part of the Action Against Hunger International network. As an independent NGO, Action Against Hunger USA currently manages operations in 8 countries: Kenya, South Sudan, Somalia, Tanzania, Uganda, Ethiopia, Zambia and Haiti. Action Against Hunger-USA has over $100 million in programs, and approximately 1,800 permanent staff based in New York City, Washington D.C, Nairobi, and country offices. Additional growth is anticipated.
I. Summary of position
This post aims to strengthen the Food Security, livelihoods, Cash and voucher Assistance, Resilience, Recovery and Disaster Risk Management programs throughout the country, providing technical support and capacity building to programs and assisting in the development of national food security and DRR strategy. This post works closely with both the FSL head of the department and Program Managers at the field level.

Purpose
The deputy FSL-HOD will closely work with FSL HOD for designing, implementation and follow up of innovative, high quality and context-specific solutions and models to fight hunger and malnutrition for disaster-affected communities in Ethiopia. S/he Provides technical and programmatic guidance to the program managers in the planning, and effective implementation of the projects including a budget, project monitoring, and evaluation

Exchange of information, updates and consultation with Program Director in the absence of FSL- HOD and with other Food Security and Livelihood Department colleagues

External
The Deputy Food Security and livelihood Head of Department is responsible to have a meaningful engagement in agriculture/ food security/DRM sectoral coordination meetings;
Actively participate on Various working group coordination and Cluster meetings and other relevant technical working like National CWG, Ethiopia Cash Consortium (ECC), Vulnerability Based targeting (VBT) working group ;
Responsible for fostering relationships with like-minded organizations to strengthen partnerships and experience sharing.
Delivery
The Deputy FSL HOD will organize project execution consistent with program objectives engaging counterparts and building a reputation for quality design and reliable delivery in line with donor rules, regulations, and standards.
II. Essential job duties
Assist the FSL HoD with program coordination and reporting
Collecting and correcting the weekly and monthly program reports coming from field and drafting national level reports.
Enabling the coordinator to have a global analysis and to report to the donors especially in the area of DRR, Early warning Information, and Climate Change Adaptation.
Assist the FSL-HOD, to develop and institute tools to monitor Cash, DRR, and Food Security and livelihood activities;
Work with program managers and Field Coordinators at field level to prepare first draft interim, intermediate, and final program reports of the department
Acting for the FSL-HOD in coordination with the other agencies intervening in the Food Security and EWS and EA; and DRM areas.
Supporting Action Against Hunger emergency needs assessment and response activities at field level.
Formally report and inform Senior Management of the ground situation for timely and comprehensive decision-making.
Provide technical support to the field programs:
The identification of needs and demands for support from field Program Managers /PMs;
The development and implementation of support measures offered to the PM and the nutrition and health team(s)
Ensure that program protocols are being implemented and respected
Ensure that program targets and objectives are being met per proposal guidelines
Draft reports on visits, including actions taken and recommendations
Establish training and skills development for Action Against Hunger team
Consulting with the PM to determine the training needs of their teams (in coordination with the FSL-HOD)
Proposing training plans and assisting PMs in developing necessary tools to carry out training
Ensuring that the PM is capable of independently continuing and monitoring the technical level and training needs of teams
Creating standard training tools to be used in the future for other similar programs in the country or in the case that new PMs are recruited
Make recommendations to the FSL-HOD for ongoing technical support to PMs
Assume activities in absence of the FSL-HOD
Representing Action Against Hunger with external stakeholders as requested by FSL HOD.
Acting as technical supervisor for PMs in the absence of FSL-HOD
Ensuring that program quality is maintained, reporting deadlines and reporting quality are met

V Fiscal Responsibility
Support program managers in Budget follow up regularly and follow the utilization of allocated budget in a timely manner to ensure accurate and effective use of funds in compliance with Action Against Hunger and donor regulations.
VI Physical Demands
While performing the duties of this job, the employee is required to sit for long periods and to concentrate on work, including typing, and turn out heavy volumes of work accurately, within short time frames under stressful situations in the context of a moderately noisy office with many interruptions. Must be able to proofread own work accurately so that only minor corrections are needed on an infrequent basis.

VII Working Conditions, Travel, and Environment
The duties of the job require regular job attendance at least five days per week. Must be available to work outside normal office hours or on the weekends as required.
Must be able to travel as required for standard domestic and international business purposes. While performing the duties of this job in the field, the employee may be exposed to precarious settings under high-security risks and/or very basic living conditions and outside weather conditions, as well as to infectious diseases.
Required Qualifications and Professional Experience
Master’s Degree in Food security and Livelihoods, Agriculture, Agricultural Economics, DRR, Economics, Geography, Sociology OR Development studies
Eight years of experience with an excellent professional track record with at least Six years of INGO project management experience particularly management of food security and livelihoods Programs is an advantageous
Experience in managing or leading development and humanitarian response program specifically, Food security and Livelihood, Nutrition- Sensitive Agriculture, Cash and Voucher Assistance, Early Recovery, Disaster Risk Reduction, NRM
Required Skills & Competencies
Computer knowledge; Excellent knowledge of English (written and spoken); report writing skill and ability to respect deadlines; Willing to share information and communicate transparently; and capacity to develop and maintain team spirit; proven NGO related; and capacity to analyze humanitarian context.
Management experience, previously working in wider emergency assessment and response programmers including food security, wash, and nutrition. Knowledge of or familiarity with the standard of SPHERE, hard-working team player. Ability to perform under stress, innovation, analytical skills, ability to capitalize upon experience. Highly developed relationship building, negotiating, and verbal and written communication skills.
Ability to develop effective working relationships across a network
Demonstrated track record of proposal writing
Experience in the leading team, coaching, and mentoring and effectively working with partners; and Ability to interact and work effectively with others at all levels.
Ability to communicate effectively and build high-performance teams in support of the achievement of organizational objectives.
Strong skills in facilitation and negotiation; report and proposal writing skills
