The Opportunity
The PMI Evolve Ethiopia Human Resources, Gender Equality and Social Inclusion (GESI), and Safeguarding Manager, under the supervision of the Chief of Party is responsible for the primary oversight and in-country leadership of all HR processes and systems, integrating GESI considerations across PMI Evolve activities in Ethiopia, for overseeing the development and implementation of safeguarding activities. As an HR Manager, you are the go-to person for all employee-related issues. This means that your duties will involve managing activities such as job design, recruitment, employee relations, performance management, training & development, and talent management, and promoting gender equity and social inclusion. You’ll be the one to ensure we have a happy, respectful, equitable, and productive workplace where everyone works to realize our established mission and objectives and that all individuals engaged in our work—colleagues, community members, government stakeholders, and partners—are safe and are treated with dignity. Project Description
The PMI Evolve Project supports the U.S. President’s Malaria Initiative (PMI) and USAID to plan and implement an integrated vector control strategy with the overall goal of reducing the burden of malaria while promoting equity to sustain malaria gains. Abt has implemented integrated vector control for PMI since 2011, delivering high-quality indoor residual spraying (IRS), technical assistance for insecticide-treated net (ITN) distribution and durability monitoring, and new approaches for larval source management (LSM). Additionally, Abt’s PMI-funded work manages the most comprehensive malaria vector entomological surveillance programs in 21 African countries to inform malaria vector control trends, strategies, and impact. Under the PMI Evolve Project, Abt will further its delivery of integrated vector control programs by partnering with local communities, organizations, and governments to co-design and co-implement tailored malaria vector control programs. The end goal is fighting malaria while strengthening local capacity to sustain malaria gains.
Ethiopia is among the largest, fastest-paced, and most complex Evolve country programs. The team is responsible planning, implementation, and monitoring of three large-scale vector control interventions (IRS, ITN distribution, and LSM) simultaneously in different regions and districts across the country every year while maintaining expansive geographical coverage of entomological monitoring for traditional and invasive malaria vectors, working with multiple local and international collaborators, and taking on frequent ad hoc assignments such as operational research, capacity strengthening, etc.
Core Responsibilities
Manage the staffing process, including recruiting, interviewing, hiring, onboarding, and retention.
Ensure job descriptions are up to date and compliant with all local, state, and federal regulations.
Develop training materials and performance management programs to help ensure employees understand their job responsibilities.
Investigate employee issues and conflicts and bring them to resolution.
Support the organization’s compliance with local, state, and federal regulations as well as consistent application of company HR policies.
Oversee and manage a performance appraisal system that drives high performance; support performance and salary reviews.
Counsels employees in the interpretation and application of human resources benefits.
Oversees human resources record system, as well as insurance and unemployment claims processing.
Analyzes employee attitudes and concerns and acts as company liaison when dealing with vendors and government agencies.
Ensure legal compliance throughout human resource management.
Champion the Abt Safeguarding Policy and accompanying Policies, guidance support materials, implementation process and reporting
In collaboration with the Global Support Team, conduct a risk assessment to identify areas of vulnerabilities to the safety of project staff, seasonal workers, and the community which the project works within.
In collaboration with the Global Support Team Safeguarding Specialist, develop and operationalize a Safeguarding Action Plan with clear guidance and approaches for addressing vulnerabilities identified in the risk assessment, creating respectful work environments, protecting individuals from discrimination, and mechanisms for reporting any incidents.
In collaboration with Global Support Team staff, develop or adapt GESI and safeguarding trainings; lead GESI and safeguarding trainings for project staff and partners.
Lead the development of country-specific GESI project activities in annual work planning.
Lead the integration of GESI into project activities. Activities could include, but are not limited to, increasing diversity of seasonal workers; identifying new opportunities to engage women in male-dominated fields such as entomology; ensuring accessibility at IRS operational sites for men and women; increasing opportunities for inclusive community engagement; and implementing tailored vector control activities to reach the unreached.
Contribute to contractual reporting related to GESI and safeguarding.
Represent the project in internal and external safeguarding and GESI related meetings.
Liaise with GESI & Safeguarding focal points in other Evolve countries
Serves as member of the Senior Management Team for the project, which entails:
Representing the company and the project vis-à-vis clients, partners, and stakeholders
Living Abt’s values and leading by example
People-centered management (delegation of tasks, creating the conditions and providing the support for staff to succeed, advance, and develop professionally)
Accountable for the quality, timeliness, budget adherence, and overall compliance of all activities within their formal purview
Ensures that GESI initiatives increase the participation of women at all levels and in all aspects of projects activities, and ensures all actors involved in entomological monitoring activities are safe, supported, and respected.
Responsible for ensuring alignment of activities with PMI priorities, technical guidance, and strategies.
Able and willing to provide equivalent oversight to another technical area, in the event of a staffing shortage or temporary priority assignment
Able and willing to temporarily serve as the Acting Chief of Party, which includes overall technical and financial project oversight, coordinating contract management and implementation tasks, liaising with USAID and responding to technical matters.
Directly supervise an IT manager and an office assistants and fleet manager, who in turn supervise 9 drivers and two office assistants. Ensure this unit serves/enables the entire PMI Evolve VectorLink team equitably in meeting client objectives and fostering a safe and welcoming working environment for all.
Minimum Qualifications
Bachelor’s Degree + 12 years of relevant experience, Master’s Degree + 10 years, or PhD + 8 years
Preferred Qualifications
Advanced degree in Human Resources Management, Business Administration, or other relevant field.
At least 15 years of professional experience managing HR of international development projects, preferably USAID-funded projections
Experience developing or implementing safeguarding processes.
Experience designing and delivering GESI or safeguarding trainings or workshops.
Proven working experience as HR Manager or other HR Executive
People oriented and results driven
Demonstrable experience with Human Resources metrics
Knowledge of HR systems and databases
Ability to architect strategy along with leadership skills
Excellent active listening, negotiation and presentation skills
Competence to build and effectively manage interpersonal relationships at all levels of the company
In-depth knowledge of Ethiopia labor law and HR best practices
Prior experience supporting international development programs, preferably USAID-funded programs.
