Position: SCASI Senior Program Manager

Job Summary
SCASI Senior Program Manager is under the administrative supervision of Nature+ Africa Program Lead based in Addis Ababa, Ethiopia and the functional supervision of the senior manager, agriculture & livelihoods based in Winnipeg, Canada. He/She is responsible to support the Food Grains Bank’s Ethiopian network Scaling Conservation Agriculture Based Sustainable Intensification (SCASI) by capacity building, providing technical support and coordinating SCASI implementing partners, program design and development, government and donor relations, and program quality assurance.
Principal Responsibilities
Capacity Building and Technical Support
Participate in needs and opportunities assessments, baseline development and execution for each partner in coordination with regional MoA , Soil Health Improvement Desk, and Resilient Landscape Program (RLLP) /Sustainable Land Management (SLMP) of Ministry of Agriculture flagship programs.
Organize and lead training programs for government, member and partner staff, track how training knowledge is utilized and follow-up after training to monitor progress.
Develop, or co-develop with others, standardized sustainable intensification/Conservation agriculture guideline, modules, hand-on training manuals, infographics and policy briefs.
Advise technical soundness of sustainable intensification/conservation agriculture messages and facilitate knowledge and experience sharing using FM radio and other communication media.
Lead/participate on identified sustainable intensification/conservation agriculture research including soil testing, designing of mega demonstrations.
Undertake regular monitoring or joint monitoring to ensure partner organizations’ progress are in line with the plan & the standard quality and provide feedback to concerned bodies and field teams.
Program Development
Take lead/consolidate/contribute to the overall sustainable intensification program strategy development and detailed implementation plans.
Support partners & government in designing surveys, monitoring & evaluation, detailing extension approach, innovations etc.
Build/facilitate Food Grains Bank partners’ staff capacity development based on their identification of specific needs to deliver the project results.
Ensure program data and findings are presented and incorporated into programmatic decision-making at management and local stakeholder levels
Support the development of quality funding proposals to be submitted to potential donors in cooperation with Foodgrains Bank network.
Consolidate quarterly and annual progress reports and ensure that all donor reporting requirements on program progress and impact are met.
Assist Foodgrains Bank implementing partners in setting up reporting and tracking systems to provide feedback and required information in an efficient and timely manner for quarterly and annual reporting.
Ensure effective local grant management, compliance and other duties.
Government Relations
Support the advocacy and up-scaling of /sustainable intensification/conservation agriculture at all levels in Ethiopia, including various directorates within the MoA.
Track and report on policies, trends and good practices in SCASI/CSA, and natural resource management.
Represent the Foodgrains Bank network and co-chair in the quarterly SCASI technical committee meetings together with CIMMYT and participate in the semi-annual SCASI steering committee meetings.
Represent the Foodgrains Bank’s Network at national Organic Fertilizer Task Force of Ministry of Agriculture.
Lead and facilitate experience sharing/exposure visits for policy makers at different levels within and outside the country.
Program Quality Assurance
Represent the Foodgrains Bank network at SCASI -related meetings, conferences and workshops (mostly within the country and sometimes outside the country).
Contribute to the Foodgrains Bank network’s organizational learning through development and dissemination of publications and participation in relevant workshops.
Support the integration of regional and national universities, agricultural research centers, rural technology expansion centers to scale up CASI.
Develop and maintain networks with international and national organizations, especially the Ministry of Agriculture, the Agricultural Transformation Agency, and the Ethiopian Institute for Agricultural Research, the SLMP/RLLP, ATVET, the Hawassa and Mekelle Universities, CIMMYT, ACT, FAO, SG 2000, the Agroecology network members, the Foodgrains Bank’s members and SCASI implementing partners, non-government organizations and the private sector. Facilitate mechanisms to integrate local learning and sharing into these platforms.
Develop relationships with likeminded organizations and potential donors.
Ensure effective coordination and communication and standards of practice with the Development Fund of Norway (DFN) and among each implementing partner organization based on their context.
Model harmony in the workplace and community through respectful interactions with others.
Attend CASI partner team meetings on a regular basis. And provide regular program progress updates and ensure that the most up-to-date information regarding the programs or initiatives are shared via a range of mechanisms including reports, and the Internet.
Attend FHE meetings and events as appropriate, including team meetings and retreats
Perform any other relevant duties as assigned by the Senior Manager, Agriculture and Livelihoods (based in Winnipeg, Canada).
Build Foodgrains Bank Network’s visibility and strengthen the network relationships
Recommend best practices for Foodgrains Bank network’s communications and support drafting of internal organizational announcements, articles for CA newsletter, social media, and website content.
Oversee material development for programs, and internal and external communications, including SCASI results, promotion, press releases, social media, and video content for various audiences
Support grant-related contracts and reporting, in collaboration with Foodgrains Bank program staff, and ensure all deadlines are anticipated and met.
As appropriate, shall be responsible for creating, promoting, and maintaining an environment that prevents sexual exploitation and abuse and take appropriate measures for this purpose.

Passionate about fulfilling the Foodgrains and FH’s mission of demonstrating the love of Christ to people affected by disaster, conflict, and poverty.
Demonstrated computer operating skills, including proficiency in Google platforms, Microsoft Office products, and virtual technologies such as Skype and/or zoom.
Proven experience and successful track record in resource mobilization (different models and approaches including campaigns, grassroots efforts, etc.), marketing and communications with donors such as USAID, EU/ECHO, UN, CFGB and proven experience in leading team of experts to ensure program quality.
Excellent English verbal and written skills, good presentation and reading skills with the ability to effectively communicate and positively influence.
Solid and senior level experience of program development and quality works leading senior technical teams.
Strong attention to detail.
Excellent communication skills, oral, written and presentation.
Ability to exercise sound judgment and make decisions independently, and under difficult conditions.

Experience
At least eight (8) years related experience working with a large and complex International Non-Governmental Organizations.
At least five (5) years in program leadership/mentoring roles.
Education/Certifications
Master’s degree in rural development/Agronomy/Soil science
Language
Proficiency in spoken and written English. Ability to write reports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from colleagues, network staff and the general public..

Safety & Security Responsibility
Ensures that safety and security costs are included in all program budgets. These include, but not limited to: staff training on safety and security, site enhancements for safety and security, human resources (security officers), purchase/ maintenance of basic safety and security resources & tools and budgets for safety and security assessments.
Communicating with staffs in Field Offices and operational areas periodically and making sure that all staff members are aware of the safety and security procedures;
Facilitating implementation and revision of Country Office procedures when required. This includes identifying potentially risky situations and suggesting corrective measures;
Encourages compliance of Safety and Security principles and policies of the organization by all staffs;
Takes the leadership in the management of Safety and Security in the Head Office and Projects. This includes identifying factors that increase risk, finding ways to reduce risk and planning ahead;
Ensuring that all employees, local/foreign interns, as well as external consultants submit an updated Record of Emergency Data to their travels out of their base stations to accomplish FHE’s mission.
