JOB PURPOSE
The purpose of Community Facilitator (CF) is to provide overall technical, organizational support, and play facilitation role in the kebele/s she/he is assigned to serve PSNP-5 clients. CFs directly report to the LCF and project coordinator as whole. S/he will primarily lead and facilitate all kebele level RFSA activities including community mobilization, identifying PSNP-5 beneficiaries for intended livelihood activities, facilitation of capacity building training, facilitating inputs supply, linkage with MFIs and other technical supports provisions. Lead organization of VESAs and other livelihood groups, and support facilitation of regular VESA discussions. They ensure community-level development processes and activities of the project are facilitated efficiently, and as per the standards. The position holder is responsible to work and partner with Kebele level Food Security Task Forces (FSTFs), Kebele Administration, and Development Agents for beneficiary targeting and verification, grievance redressing and promoting community participation. The job holder also closely work with Kebele level RFSA Officers to make sure accurate and relevant community development information are captured for planning, implementation, monitoring and reporting.
MAJOR RESPONSIBILITIES
65% Targeting, training, implementation and Reporting
Facilitating and liaison with kebele level community groups and other stakeholders,
Makes sure project participants are identified and selected in a participatory manner and full acknowledgement of the whole community.
Provide technical support in managing the day-to-day operations in their respective kebeles.
Lead establishment of VESAs and other livelihood groups.
Lead facilitation of regular VESA discussions.
Facilitates community meetings and Community Action Plan (CAP) preparation with community participation on planning, implementation, monitoring and evaluation.
Ensure that community level transfers are provided on a timely basis.
Prepare weekly, monthly, and quarterly updates, reports and submit it to supervisor.
Arrange cross visits and conduct on site trainings for VESA members for experience sharing.
Lead kebele level demonstration and awareness creation sessions to promote agricultural technologies/ practices, nutrition, health, gender, and NRM through community mobilization participatory tools.
Provide facilitative support on community level assessments, and studies.
Ensure Livelihood recovery interventions are implemented as per the approved plan and standards, in integration and complimentary way with other technical sectors for maximum impact.
Engage in technical assessments and studies to inform program design and development.
Perform other assign duties as may reasonably be required by the supervisor Job Requirements
30% Technical Support, Supervision and documentation
Provide technical support for the targeted community to engage on identified livelihood recovery activities/ businesses.
Integrate the project activities: health, livelihood, DRR and other development activities to strengthen the holistic approach of the local community for better achievement.
Arrange cross visits and conduct on site trainings for VESA members for experience sharing.
Ensure that all kebele level supports, transfers, and events are implemented as per the requirements.
Engage in generation, documentation, and targeting PSNP-5 beneficiaries and fully engage on re-targeting process, document learnings and best practices.
Ensure that kebele level regular review meeting and discussions are facilitated as per the schedule.
Ensure Livelihood recovery interventions are implemented as per the approved plan and standards, in integration and complimentary way with other technical sectors for maximum impact.
Conduct regular participatory monitoring visits to project operational kebeles and prepare and submit monitoring/field visit report to immediate supervisor.
Provide technical support around agriculture livelihoods, value chain, IGAs, private sector engagement, food security including adoption of scalable and research proven technologies.
Promote major cross cutting themes including environment, gender, protection, disability, peace building and Christian commitment in to Agriculture sector and related programming
10% Capacity Building and Collaboration
Liaise and collaborate with relevant kebele level agriculture DAs and other relevant stakeholders, financial service providers, and other key stakeholders.
Identify potential capacity building needs of communities, partners, and organize/ facilitate trainings on relevant livelihood related topics.
Identify and promote livelihood activities under the program context following certification and graduation of PSNP-5 clients.
Report any shocks and closely work on shock response mechanisms to support the Kebele and immediately report.
Promote and share innovative ideas for improvement of livelihood activities implementation.
Plan and support recovery of livelihoods including animal restocking, seed replenishment and market linkage.
Coordinates with kebele level structures in promoting Income Generating Activities (IGAs) related to Agriculture growth and development.

KNOWLEDGE/QUALIFICATIONS FOR THE ROLE
Required Professional Experience Related work experience 3 years for BSc Degree holders, experience on food security, development know the context of Hararge community and experience working in rural development. Knowledge and close understanding on PSNP-5 program components.
Required Education, training, license, registration, and certification.
BSc degree in Agriculture, Rural Development, Agricultural Economics, Development Study or other related fields.
Technical trainings required: Exposed to different technical trainings on the subject area (Food Security, Livelihood, VC, IGA, business development, Marketing, Financial literacy etc)
Ability to undertake field assessment and facilitating trainings and workshops.
Report writing skills as per the donors and other stakeholders' requirements.
Practical experience in planning, implementation, and management of projects related to livelihoods/economic diversification is required.
With knowledge and understanding of GoE Ethiopia PSNP, and agriculture related policy and programs of the country.
Must know local language Afaan Oromo
Must be a committed to WV’s vision, mission, and core values.

Practical experience on PSNP context,
Practical experience on supporting planning and implementation of livelihood recovery projects in conflict affected areas is preferred.
Knowledge and exposure of working on governments PSNP program, resilience building,
Experience on using market system development, and private sectors.
Strong and demonstrated experience on rural development program.
