CRS’ disaster mitigation and recovery interventions in conflict, drought and flood prone areas in the country have restored household and community assets through humanitarian assistance including food, agriculture, health, nutrition, WASH, and peacebuilding projects. 

 This position will be based at CRS Office in Addis Ababa, with frequent field travels to partner managed food distribution sites and will oversee JEOP commodity risk and compliance monitoring; liaise with local authorities, consortium partners and UN agencies; and represent JEOP management in the field as appropriate.

Job Summary:

Senior Fleet Manager functions as advisor to departments and operations sets goals and objectives for team members for achievement of operational results. Analyzes and resolves problems through drawing from prior experiences. Interprets policies (e.g., vehicles, HR, contracts and grants, resource management in defined areas) and demonstrates solid subject matter knowledge. Exercises judgment within defined CRS procedures and policies to determine appropriate action in managing CRS and outsourced vehicles. Supervises staff to assure accountability and stewardship of organization resources (operational assets, financial, and human) in compliance with CRS objectives, policies, and procedures.

Job Responsibilities:

  • Responsible for vehicles Management System (VMS), valid and efficient data entry, and monthly report sharing for cost allocation.

  • Analyze monthly VTS (Vehicle Tracking System) reports and advise respective drivers in case of any inefficiency and / or recognize drivers based on the report.

  • The Fleet manager supports, especially CRS church partners including HCS, MCS, ADCS and ECS in advising the types of vehicles they want to purchase, giving on-the-job and off the job drivers training.  Also provides advise in managing garage services.

  • Responsible for partners’ vehicles’ operation, incidents, insurance, and serve as focal person for vehicle temporary loan / hand overing / and receiving. Also track and advise the disposal of CRS vehicles given to partners on loan base.

  • Maintain tracking of CRS vehicles, identify in years of make and mileage travelled, analyze cost effectiveness and efficiency for the proposal of disposable vehicles,

  • Direct supervision, hiring and evaluating the work of employees under her /his supervision as a first-line supervisor of CRS fleet department,

  • Responsible to provide technical support in reviewing and advising for the repair and maintenance and technical spare parts purchase for CRS field offices vehicles. She / he is also collaborate / advise the procurement team for the purchase of new vehicles, garage assessment and selection at CRS field offices.

  • Fleet Manager is responsible for the regular review and making standard vehicle and driver allocation in consultation with Operations manager, program/ project concerned staff.

  • Ensures vehicles, both CRS and rental are technically fit for field travel before departure. Gives advice to CRS drivers regarding minor repair & maintenances in case of any break down while travelling and working in field.  

  • Ensures the roadworthiness of CRS renal vehicles before any departure. Provides adequate orientation to rental vehicles drivers what is to do and not to do while driving and staying in the field, including what to respect from CRS vehicle use policies, gender, and safeguarding issues.  

  • Responsible to develop and administers vehicle management processes from procurement to disposition. Organize and advise vehicle purchase specifications and fully participates in vehicles purchasing processes for CRS and the partner organizations.

  • Supports CRS ET international staff during any vehicle incidents, new ET driving license and renewal processes, vehicle utilization and checking those vehicles at least in a weekly base.

  • Advise CRS programme / project staff on the decision-making process of vehicles to be purchased including checking and recommending specifications of different types of vehicles. Support HQ and CRS ET procurement unit in the procurement process of vehicles / trucks.  

  • Support the ET security manager in providing required drivers information, including where they are and the location they are working on a regular base or when requested.

  • Make sure, vehicle incident tracking sheet is properly completed, and all documents related with any incidents are well documented. Ensure actions are taken as per CRS vehicle use policy.    

  • Ensure CRS compliance with all Federal, regional & Local laws and regulations related to vehicle operations, including periodic renewal of vehicle ownership certificates, annual third party and comprehensive insurance, drivers eye test, vehicle periodic inspection, and renewal of CRS drivers driving license. 

Job Requirements

Education and Experience

  • Master's Degree or BA degree in Automotive engineering, Mechanical engineering or related field of studies. Additional experience may substitute for some education.

  • Minimum of 6 years relevant work experience for master’s degree holders or 8 years work relevant work experience for BA degree holders in a non-profit, development, and/or humanitarian organization with progressive responsibilities and reasonable humanitarian vehicles / truck management experience. Experience with an international organization a plus.

Experience working with projects funded by multiple public donors, including USAID. 

Experience in stakeholder management and establishing and strengthening community partnerships.

Staff management experience and abilities that are conducive to a learning environment.

Detail knowledge of fleet allocation and management

Skillful in MS Office package (Excel, Word, PowerPoint, Visio), Web Conferencing Applications, and information management systems.

 Required/Desired Foreign Language: English    

 Travel Required: 30% to CRS field offices and partners office.

Supervisory: Fleet officer, Fleet Assistant and Mechanic  

Internal: All Country Program staff, Deputy Country Representative-Operations, Operations Manager, Finance staff, Procurement unit staff, Operations Assistants, PDP Managers, Field office Administration Managers

External: Implementing partners, representatives from for-profit and other non-profit organizations, local vendors and service providers including out sourced garage, taxi owner associations, and contracted fuel station
