Job Description
The Opportunity
The Economic Empowerment Officer (EEO) will be in charge of economic strengthening and IGA parts of the project implemented in the fields under Plan International Ethiopia and collaborate with local government offices, community, service providers, facilities (OSCs/PHCUs, schools, TVETs, police, law enforcement bodies), CSOs, zonal and woreda level multisectoral cluster coordination, SGBV committee, community associations operating in the regions mentioned above. The role will require technical guidance and support from SOYEE advisor, closely working with Plan International Ethiopia’s Technical advisors on SRHR, Gender and inclusion specialist, cash specialist, MEAL Coordinator, SGBV specialist, program quality team, area managers, operations team who provide support to the quality program delivery. The position will be based at the Amhara and Afar regional offices of Plan International Ethiopia.
Safeguarding Children and Young People (Safeguarding) and Gender Equality and Inclusion (GEI)
Understands and puts into practice the responsibilities under Safeguarding and GEI policies and Plan International’s Code of Conduct (CoC), ensuring that concerns are reported and managed in accordance with the appropriate procedures.
Ensures that all staff signed safeguarding policies;
Implement Plan International’s global policies for Safeguarding Children and Young People and Gender Equality and Inclusion are fully embedded in day to day work.

The Individual
Bachelor degree in Economics, Business Management, Business Administration, Development studies.
3 years of demonstrated success/ experience in the economic empowerment/strengthening projects, including strengthening IGA (Income Generating Activities/interventions for SGBV survivors.
Previous experience (at least 2 years) of professional counselling, guidance, mentorship, business development and management, building capacity of regional/local government
Experience in working with TVETs, schools, private and health sector in the context of SGBV and youth economic empowerment (YEE) projects.
Clear understanding of relevant government policies, strategies, programs and priorities related to youth employment, vocational/skill training and job placement.
Strong networking skills such as lobbying training centers and local/regional government to ensure the project activities are implemented as planned and mobilize business community for potential employment opportunities.
Proven experience in reviewing and mapping of technical training providers on Economic empowerment, IGA, business licensing processes, accreditation, and ability/willingness to serve young women and SGBV survivors.
Experience in reviewing/developing technical training manuals and materials to ensure quality, relevance, and effectiveness of economic empowerment activities and results are achieved as planned.
Knowledge
Extensive knowledge on IGA pieces, skills and opportunities for survivors, Vocational skills training, Economic strengthening and Entrepreneurship.
Extensive knowledge of market assessment, job creation, self-employment, wage employment, be your own boss, work readiness training, national SGBV strategy and guidelines, minimum friendly service standards and packages, case management guideline, interface between gender transformation and SGBV and SRH issues
Understand organisational principles, systems and have the ability to provide effective coordination and support to staff working at community level.
Understanding of survivor-centered and participatory approaches to development, child-rights programming, participatory Monitoring, Evaluation and Research systems and processes preferred.
Knowledge & understanding of Plan’s vision, mission and values.
