 About the Country Program in Ethiopia

Action Against Hunger has been operational in Ethiopia since 1984 responding to both chronic and acute needs through a multi-sectoral strategy where nutrition, Food Security and Livelihoods, WASH, and Mental Health and Psychosocial Support activities are integrated to have a meaningful impact on people’s resilience. Action Against Hunger currently operates in 5 different regions (Oromia, Somali, Amhara, Benishangul Gumuz, and Gambella) with a portfolio of 20m USD/year of emergency, resilience building, research, and innovation programs. We have a country team of around 600 staff in 17 regional and satellite offices. Our main donors in Ethiopia in 2020/2021 are BHA, ECHO, Europaid, UNHCR, UNICEF, GFFO, BPRM, SIDA, EHF, WFP, CIAA, The Netherlands (Dutch) Government and others.

Summary of the Position:

The Emergency Preparedness and Program Manager will work closely with Emergency Preparedness and Response Coordinator, and other technical and support departments for timely, effectively, and accountably deliver humanitarian aid to the most vulnerable populations. In addition, She/he will be assigned as rapid emergency project manager (SWAN) for response planning, timely start, implementation, monitoring and closing of emergency response projects. This position reports to the Emergency Preparedness and Response Coordinator and will directly manage the Emergency Surge team.

Purpose:

To Support and assist EPRC on Action Against Hunger’s emergency preparedness and response works in Ethiopia and to support the emergency surge team to build the capacity and preparedness to respond to emergencies in a timely and appropriate manner.

Engagement:

The EPRM will closely work with the Emergency Preparedness and Response Coordinator, Deputy Head of Department, Field Coordinators, and Program Manager. Externally, s/he will represent and liaise with national and regional clusters, technical working groups, and other sub cluster emergency coordination forums, NGOs, and local partners. This position has up to 70% of travel time to the field.

Delivery: 

The EPRM will be responsible for timely and effective executing of emergency preparedness and response projects funded through different emergency funding mechanisms in line with the internal rules, procedures, and donors’ requirements. She/he responsible to lead emergency surge team during the opening of the new field office and operationalizing the emergency response. She/he responsible to provide technical emergency preparedness and response technical capacity building training at field level. Contribute on development of emergency technical guideline, tools and SoPs.

Essential Job duties

 EPR Strategy (10%)

  •  Develop base specific emergency response plan, contingency plan, and project specific deep implementation plan.

  • Support and contribute on development of emergency program guidelines, SoPs, tools and implementation documents

  • Participate on rapid emergency assessments and regularly collect early warning data and report.

Program Management (40%)

  •  Actively engage on timely implementation and monitoring of emergency response projects funded by EHF-SWAN, and ECHO funded ERM projects.

  • Regularly monthly budget management for emergency response projects, and actively follow the procurement of the emergency supplies and kits.

  • Lead emergency surge team upon opening of the new bases/field office, and operationalizing the new emergency projects.

  • EPRM can be assigned as a lead for short term (single or multisector) responses in different parts of the country

  • Be responsible for opening new offices and handing over the emergency response operations to a more permanent management structure.

  • Review and validate activity progress report for emergency projects, and responsible for the quality of weekly/ monthly APR reports

  • Provide regular technical and operational support for field team on the implementation of emergency projects.

  • EPRM can be deployed to the field for longer time to support the team and accelerate the implementation of short-term projects (SWAN, ERM, RRM etc.)

  • Liaise with field and MEAL team to capture the project impact, lesson, success stories and other materials.

Coordination of Program Implementation 30%)

  • Frequently travel to field; support program implementation, organize program monitor visit and meeting and review the DIP, APR, BFU, and PFU to ensure timely implementation. 

  • The EPR Manager serves as the technical and operational focal point for EHF funded SWAN projects, and liaise with SCI consortium manager and EPRM for effective and timely implementation.

  • Coordinate with the EPRM, FCs, Deputy Head of Department, and field program and support team for a timely implementation of the emergency projects.

  • Together with the Deputy Head of Department, coordinate virtual program coordination meeting for remote program monitoring and technical backstop. 

  • Participate in localized and subnational cluster meetings and other coordination fora and represent Action Against Hunger

  • Liaise and coordination with key stakeholders and partners e.g. government authorities, donors, and civil society organizations.

Program Quality (10%)

  •    Maintain AAH emergency policy, guideline and SOPs; and other International emergency standards during the implementation of emergency response projects.

  • Promote and maintain protection and gender principle through emergency project cycle.

  • Provide technical and operational support for the field team in a timely and professional manner

Staff Management (10%)

  • Manage staff under emergency surge team planning on the job objectives, onboarding, and conduct Performance Appraisals

  • Coach and mentor staff under emergency sure team 

Job Requirements

Required Qualifications and Professional Experience

  • Master’s degree in international development, disaster risk reduction & management, Food security, development, international development, humanitarian affairs, social science, or other relevant area or equivalent professional experience. 5 years professional work experience in direct management of field operations,

  • at least 3 years of management experience directly on emergency preparedness and response.

  • Strong working knowledge of Nutrition, WASH, MPC and Emergency Food Security and Livelihood

Required Skills & Competencies

  • Excellent writing and communication skills;

  • Strong interpersonal skills and demonstrated ability to establish effective working relations with national staff and other stakeholders;

  • Ability to work in a deadline driven environment and undertake a proactive approach;

  • Excellent project management skills, including strong budget management capacity.

  • Experience from humanitarian coordination;

  • Thorough understanding of displacement issues and related international standards/frameworks;

  • Experience with Ethiopia Emergency Response Funding Mechanism, SWAN, ERM, RRF, and  including EHF,

  • Willing to travel, live and work in an insecure and changing environment.
