BACKGROUND:

The Agricultural Transformation Institute (ATI) has been established by the Government of Ethiopia (GoE) to identify and address systemic bottlenecks to Ethiopia’s agricultural development. The Institute does this through problem-solving, implementation support, and capacity building of stakeholders involved in the implementation of interventions that address the systemic bottlenecks.

The programmatic focus of the Institute responds to a core set of needs identified by the Ministry of Agriculture and other sectors along commodity value chains. Across the programs, the ATI engages public, private, and non-governmental stakeholders to support strategic planning, manage and strengthen implementation capacity and test innovative models. Currently, ATI is tasked to coordinate the revised Agriculture and Rural Development policy agendas of the sector and such sectoral level delegation requires high level expertise in the policy areas and skillsets in coordination and networking with multiple stakeholders.

Job Summary

Working as a member of the Partnership Team, and under the guidance of the Director and the Senior Partnership Officer (SPO), the Project Officer II/Partnership:

Takes the responsibility for supporting various partnership tasks of the ATI with a major focus on liaising and facilitating partnership activities between ATI and its key stakeholders, namely development partners, Government organizations, non-governmental organizations, and the private sector. The Project Officer II will also be responsible for timely monitoring, supporting, and backstopping annual planning and programmatic reporting that needs to be executed with the required quality. In this connection, the Project Officer II will closely work with the Director of the partnership team, the Senior Partnership Officer, and respective program teams to monitor and support the timely execution of planned activities in compliance with the agreement entered with development partners and government counterparts. The Project Officer II will coordinate his/her activities with all ATI program teams and consolidate the follow up and monitoring undertaken by the Director by channelling comments on both the technical and financial aspects of project proposals, narrative reports, etc and consolidating and ensuring incorporation of all required inputs for appropriate execution of projects. The Project Officer II will also work in close cooperation with the Director and SPO and link all activities of program/project teams and operations team such as (procurement, and finance etc ) to track and follow up the progress of planned activities, new partnerships, and other related tasks.

The performance of the Project Officer II will be evaluated primarily based on performances as measured by the level of achievements of expected results and the level of commitment shown in shouldering duties and responsibilities and delivering concrete results. The results are the ones related to his/her areas of engagement in terms of the quality and timely delivery of various assigned tasks within the agreed timeline.

Key Duties and Responsibilities

The Project Officer II/ Partnership:

  • Assists the Partnership Team in facilitating key relationships by coordinating with development partners, program teams, and other stakeholders.

  • Assists the Partnership Team in participating in annual work plans and budgets in line with budget allocations of each Development Partner

  • Coordinate in gathering, compiling inputs from concerned team and preparing draft report for quarterly, bi-annual, and annual narrative reports and updates.

  •  Support in drafting of official documents such as letters, pager summary report, keynote speeches and clarification responses

  • Assists in monitoring program activities to ensure that project activities and deliverables comply with planned budgets and the signed agreements.

  • Assists in in the tasks of providing inputs and coordinates the development of MoUs and other agreements with donor organizations.

  • Undertakes information gathering, briefings, organizes databases, and maintains proper documentation.

  • In collaboration with the SPO, with respect to potential development partners for specific projects, identifies liaises, undertakes briefings, tracks activities, and pursues opportunities.

  • Plans and coordinates the training for program teams, operation teams and other relevant staff on issues related to compliance of program activities with financial agreements, etc.

  • In collaboration with the SPO, takes part in developing concept notes, proposals, etc.

  • Support in providing technical supervision, participation in workshops, identification, and administration of resource persons/consultants in support of projects.

  • Support in reviewing final reports of results and suggests revisions and/or additional requirements.

  • Coordinates and participates in regular meetings and review periodic discussions.

  • Manage in organizing monitoring field visits, review missions and prepare report

  • Support in producing and reviewing workplans and report in presentation slide format for

  • Performs any other assigned duties by the Director of Partnership

Job Requirements

REQUIRED QUALIFICATIONS

  • A minimum of a bachelor’s degree, but most preferably a master’s degree in economics, Agricultural Economics, Project Management, Business Administration, or other related disciplines

  • At least four years of related work experience as a Master’s degree holder and at least 6 years of related work experience as a Bachelor’s degree holder.

  • Must be an IT-literate in the use of Microsoft applications, especially Word, Excel, and PowerPoint

  • Ability to innovate and solve problems to meet challenges and opportunities.

  • Demonstrated skills in managing resources and establishing priorities.

  • Demonstrated organizational and time-management skills.

  • Excellent written and verbal communication skills in English

  • Ability to cooperate effectively and harmoniously with all internal and external stakeholders including government organizations, development and implementing partners and other organizations.

  • Fluency in English and Amharic, both verbal and written.

  • Experience with the agriculture sector is an advantage.

  • Proven ability to self-motivate in a team-oriented, high-pressure environment.

  • Excellent interpersonal communication skills in English and Amharic, both verbal and written.
