Job Description
BACKGROUND
Artifacts will develop, in Ethiopia, an oilseeds clusters program to source from contracted out-growers (cluster of farmers, commercial farmers) and oilseeds grains integrators (traders/coops/…) large quantities various oilseeds (sesame, soybeans, sunflower, rapeseeds, groundnuts) to supply its Solvent Extraction Plants (SEP to be operational end of March 2024)
Identifying and contracting capable integrators and traders to secure year on year oilseeds supply as per contracting and supply schedule,
Coordinating the execution of the oilseeds farming contracts for designated area of coverage by oilseeds clusters managers,
Coordinating and supervising the input dispatch plan to out-growers/integrators as per contract and as relevant; ensure their duly/timely payment,
Coordinating the timely disbursement of out-financing and ensuring the repayment as per the schedule defined,
Coordinating the weekly monitoring of out-growers (clusters), integrators and contracted traders stock level and proposing actions to ensure timely deliveries,
Ensuring a constant and accurate information flow to Deputy head of clusters regarding oilseeds price, quantity, quality produced, competition in assigned area of coverage and potential area of expansion,
Supervising assigned oilseed storage centers management and oilseeds inventory quality maintenance, ensuring the strict execution of warehouse SOPs,
Establishing good linkages with relevant local Ethiopian administration to support the development of the oilseeds clusters (Relevant zonal/woreda stakeholders),
Ensuring execution of promotional activities (Field days on demo fields, flyers distribution etc.),
Participating in the evaluation process of suppliers for credit allocation, coordinating credit contract signing by all parties (zonal legal offices, DARA etc.), collection and verification of post-dated checks and supporting documents (Business License, TIN, Bank book copy etc.)
Participating in the development of the promotional and communication strategy as well as overseeing with communities,
Ensuring the execution of agriculture department SOPs by subordinates,
Leading , motivating and training the collaborators, subordinates and partners.
Deputy Head of Clusters will be evaluated based on the following criteria:
Timely execution of the oilseeds contracting plan ( clusters/integrators) as per yearly harvest plan and oilseeds supply budget,
Timely delivery of the contracted oilseeds volume as per plan (for clusters and integrators) to the oilseeds storage centers /rented warehouses,
Timely execution /delivery and payment of the inputs supply plan (type, volume, price, payment schedule),
Efficient coordination of supply of seeds to the oilseeds storage centers/rented warehouses,
Relevance, accuracy and suitability of reporting on Ethiopian oilseeds markets in regional areas,
Accuracy of weekly report on suppliers stock status and related action plan,
Increased development of network with stakeholders to ensure required additional sourcing,
No major incidents linked to the breach of SOP,
Improvement of companies image and popularity in areas of intervention
Compliance with all SOPs of Agriculture department.
Academic qualification: BSC/Msc degree Supply chain/Agribusiness/Procurement and/or related fields
Working experience: Employee will have 8 years of experience of which at least 5 in the sector relevant to the JD.
Language: English, Amharic and Oromiffaa and/or Gumuz
