 JOB SUMMARY

Under the administrative guidance of Marketing and Communication Director, the Senior M&E Specialist will be responsible in designing, implementing, and managing monitoring and evaluation systems to assess the effectiveness, impact, and progress of various programs, projects, and initiatives. The primary goal of this role is to ensure the organization's activities are evidence-based, results-oriented, and aligned with the established objectives and goals.

 DUTIES/TASKS

·       M&E System Development: Design, develop, and implement comprehensive monitoring and evaluation frameworks, systems, and tools tailored to specific projects or programs. These systems should capture relevant data and indicators to measure progress, outcomes, and impacts.

·       Data Collection and Analysis: Oversee the collection, verification, and analysis of data from various sources, including field surveys, interviews, focus groups, and program reports. Utilize both quantitative and qualitative methodologies to interpret the data and generate meaningful insights.

 ·       Performance Indicators: Establish clear and relevant performance indicators and targets to measure the success and impact of projects and initiatives. Regularly track and report on progress towards these indicators to the relevant stakeholders.

 ·       Impact Evaluation: Design and conduct impact evaluations to determine the overall effectiveness and sustainability of programs. Use appropriate evaluation methodologies, such as randomized control trials or quasi-experimental designs, to assess causality.

 ·       Reporting and Documentation: Prepare timely and accurate reports on M&E findings, progress, and outcomes. Present these reports to senior management and other stakeholders to inform decision-making and improve program design.

 ·       Capacity Building: Train and mentor staff, partners, and beneficiaries on M&E concepts, tools, and practices to enhance their data collection, analysis, and reporting skills.

 ·       Quality Assurance: Ensure data quality through regular data verification, validation, and data management processes. Identify and address data gaps or discrepancies as needed.

 ·       Learning and Knowledge Management: Promote a culture of learning and knowledge sharing within the organization. Facilitate the dissemination of M&E findings to improve program design and implementation.

 ·       Collaboration and Coordination: Collaborate with other teams and stakeholders to integrate M&E processes into program planning and implementation. Foster effective communication and coordination to ensure the successful delivery of projects.

 ·       Compliance and Accountability: Ensure compliance with relevant organizational policies, donor requirements, and industry standards in M&E practices. Maintain accountability by tracking and reporting program results accurately.

  ·       Reviews existing indicators, streamlines, and harmonizes indicator set and reporting tools that meet the requirements of research and data analysis.

·       Follows up on the timely submission of reports with high level of quality by each channel and area of intervention.

·       Develops and maintains various data collection templates and databases.

·       Manages data harmonization among major sources of information.

·       Collaborates with the MEAL members to produce pivot table summary reports in monthly basis.

·       Analyses and interprets M and E data regularly and shares findings.

·       Uses research findings and M and E existing data to conduct periodic evaluations on MSIE clients’ behavior and input for marketing strategies.   

·       Monitors the filed data validity activity as per the plan and report to the Department head.

·       Ensures evidence-based decisions are making while designing project activities and scaling up interventions. 

·       Provides end-user support for proper use of data and report compilation. 

·       In collaboration with other teams conducts research in the areas of FP/RH

·       Undertakes periodic evaluation and review of project performance.

·       Collects, compiles, and analyses service statistics and other data.

·       Prepares yearly statistical abstracts of the organization.

·       Conducts project Impact Assessment and BCC Evaluations and generate background information/desk review for Strategic Planning document.

·       Enters data generated from baseline surveys and other researchers into the computer, analyses the data and produces the resultant output.

·       Works with grant team to ensure that up-to-date Research Plans are in place for all donor-funded projects.

·       Delivers training on use of Research to all relevant MSI Ethiopia staff members.

·       Oversees the implementation of research activities for donor-funded projects; contributes accurate information during donor reporting.

·       Acts as MSIE data privacy focal person and ensures MSI data privacy policy is implemented.

·       Performs related tasks as required.

Qualification Requirements

a.    Education

  •    MA or MSc in, Statistics, Information Science, Health Informatics, Information system, Economics or equivalent social studies

Experience

  •        Four years of relevant experience

Skills, Attitudes and Attributes

 ·       Basic RH/FP knowledge

·       Experienced in the use of database applications –SQL.

·       Database development and management skills in MS-Access databases, SQL Server.

·       Knowledgeable in Statistical Software such as SAS, SPSS and STATA

·       Expert in MS Excel, summarizing data using pivot tables

·       Keen to details, accuracy and quality of work

·       Comfortable working with figures

·       Willing to travel frequently to field

·       Excellent in project evaluation exercises

·       Excellent communication skill both verbal and written Amharic and English

·       Well experienced in documenting lessons and best practices of research findings.

·       Excellent interpersonal skill and high level of integrity

·       Excellent understanding research analysis and statistical software

·       Pro-choice
