Job Description
The Assistant Program Manager is to assist the programme manager in managing the ongoing multisectoral emergency programme implementation (Health, Nutrition, Food security and livelihood, WaSH, and non-food item and other related projects) in different woredas, Tigray Region. This include but not limited to helping team leaders develop detail implementation plan , project implementation, monitoring and evaluation, ensure delivery of appropriate and quality report. The assistant programme manager, in consultation with the programme manager, expected to represent Concern during coordination platforms both at regional and zonal and woreda level. S/he will also expected to contribute that emergency programmes implemented in line with approved donor budget and on time; as well as in adherence to recommended international/national standards and Concern guidelines.

Capacity Building and Technical supervision
Provide technical support in planning, prioritization, and coordination of project activities.
Collaborate with sector leads including WASH, agriculture, and MEAL to ensure coordinated efforts.
Ensure that programmes implementation is monitored using acceptable quality standard, including SPHERE, CHS, Cluster guidelines, etc.
Develop Woreda specific action in consultation with Woreda team leaders to ensure project deliverables achieved on time and on budget.
Identify obstacles/challenges encountered; update the programme manager; facilitated development of joint action plan with all concerned internal team members to address identified gaps.
Ensure that Woreda level teams adhered to existing protocols/checklists; conduct woreda level training needs assessment; provide ongoing technical support (on-the-job-training) and/or facilitate delivery of standard off-the-job training – in consultation with the programme manager.
Provide technical support and advice to teams and ensure quality of the programmes
Work with the MEAL officer based at Mekelle in monthly analysis of health, nutrition, WASH and other sectors related data, and provide on time feedback for the Woreda team as well as update to the programme manager.
Facilitate integrated supportive supervision with the respective team members internally and develop actionable plan based on the findings.
Monitoring, evaluation, reporting and learning
Prepare and submit timely and high quality monthly reports internally for Concern.
Maintain databases of all projects data in collaboration with Woreda team leaders and MEAL team at all level.
Support the Woreda team to capture and document success stories and case studies across the projects for wider sharing.
Coordination & Liaison
Actively works with the Woreda Health office and other line ministries at Woreda level, other agencies other programme staff to promote and facilitate good working relationships, collaboration and clear communication.
If requested, attend external coordination meetings to represent Concern and provide information on Concern projects as required
Human Resources
Contribute to setting performance objectives using the Concern PDR system and carry out performance development reviews.
Provide technical and managerial support to field staffs in order to build their capacity to perform their assigned roles and responsibilities.
Report any HR issues that are not confidential to the programme manager in a timely manner.
Work closely with good team sprit with other staff.

Person specification
Degree in Public Health or Nutrition or Social/Development Studies.
Having MSc in Public Health is an added advantage.
5 years of relevant experience with the first degree with a strong background in implementing of multi-sectoral emergency/development projects.
3 years of relevant experience plus post graduate degree.
1 year supervisory skill
NGO experience is a plus.
Skills Required
Basic managerial skills.
Technical and report writing skills
Computer literate.
Fluent spoken and written English.
Good communication and interpersonal skills Minimum Experience in working in Tigray region context is a plus.
