POSITION DESCRIPTION
Position: Sr. Accountant
Reports to: Sr. Finance Manager

Location: Addis Ababa, Ethiopia
Eliminate Tuberculosis from Ethiopia (ETBE) is a five-year USAID-funded project with the goal of reducing TB incidence and mortality by improving the quality, access, utilization, and sustainability of TB services. This project builds on the work of previous USAID activities (Challenge TB, HEAL TB, TB Care, and others) that have been supporting the National Tuberculosis and Leprosy Program (NTLP) to achieve the Millennium Development Goals (MDG) and STOP TB milestones. ETBE’s support focuses on improving access and utilization to quality and patient-centred comprehensive TB services.
Management Sciences for Health (MSH) is a global health non-profit organization that makes foundational changes to health systems to protect people from diseases and improve their health. MSH collaborates with local partners, from Ministries to communities, to strengthen and complement existing health systems. Since 1971, MSH has worked in more than 150 countries to help and ensure sustainable, resilient, and equitable access to quality health care around the globe.
MAIN PURPOSE OF THE JOB:
The Senior Accountant will provide overall financial management support to the USAID Eliminate TB project office in ensuring all financial transactions follow MSH financial policies and procedures. He/she ensures that all payments/disbursements, accounting, and financial records are maintained in accordance with MSH policies and donor (USAID) rules and regulations. He/she makes sure that all government taxes and other obligations are deducted and paid on time.
Support Country Finance Management:
Oversee the overall financial activities in the project to ensure activities are following MSH policies and procedures, USAID rules and regulations, and statutory obligations.
Ensure all transactions have the necessary approval, are accurately coded and charged to the right expenditure type, with appropriate documentation, and are recorded into the QuickBooks database.
Prepare check payments, bank transfers, and bank letters in the name of authorized payees/vendors as necessary.
Facilitate online and internet banking payments.
Review petty cash payments and replenishment requests to ensure they are in line with MSH Ethiopia Petty cash policies.
Assist the issuance and administration of local sub-awards and fixed obligation grants.
Prepare monthly payroll and benefits, and process timely payment based on MSH and Government applicable policies as appropriate.
Effect workshop, training, or similar event payments as necessary in accordance with MSH Ethiopia workshop administration policy and procedures.
Financial and Risk Management, Problem-Solving:
Direct & supervise all finance inter staffs.
Contact the bank managers/officers on the organization banking issues.
Project Planning and Budgeting:
Liaise with the regional manager and regional accountants for timely preparation and submission of monthly regional fund requests.
Financial Analysis and Reporting
Prepare and submit bank account reconciliations to MSH Country and Regional office monthly as appropriate.
Follow the timely settlement of outstanding work and staff advances prepare aging analysis report and submit to MSH Country and Regional Offices monthly as appropriate.
Assist the Senior Finance Manager with monthly financial closing, preparation of monthly financial reports, and any communications.
Compliance and Controls
Provide preparation of provident fund and government payables (such as withholding tax, income tax, and pension) and make sure that such payables are paid to the appropriate authority on time.
Assist the Finance Coordinator on VAT claims and refund submission.
Assist in the preparation and smooth conduct of internal and external audits.
Prepare/review payment vouchers, cash receipts vouchers, and journal vouchers in accordance with MSH policies and procedures.
Review subcontract invoices before payment and ensure the maintenance of proper documentation of all subcontract documents and communication.
REQUIRED MINIMUM EDUCATION
Required: Bachelor’s degree in accounting, Finance, Business management, or related field from a recognized university.
REQUIRED MINIMUM EXPERIENCE
A minimum of six years of experience in an international organization.
Previous experience in USAID-funded projects of similar nature, and good knowledge of USAID rules and regulations.
Experience working on local and international sub-grant management is an advantage.
KNOWLEDGE AND SKILLS
Excellent interpersonal skills: demonstrated ability to interact professionally with culturally diverse staff, clients, and consultants.
Ability to work independently, take initiative, and able to meet deadlines with attention to detail and quality.
English and local language fluency including business terminology required.
Good computer skills in Microsoft Office suite application, and familiar with QuickBooks or similar accounting software.

Strong leadership, mentoring, management, planning, analytical, and organizational skills demonstrated by the ability to work both independently and within a team, assess priorities, and manage a variety of activities with attention to detail.
PHYSICAL AND TRAVEL DEMANDS
Physical Demands: Work is performed in an office environment and requires the ability to operate standard office equipment and keyboards. Must have the ability to navigate an office environment and pick up materials.
Travel: Willing to travel to check training payments, and support regional offices as appropriate.
