Project Background
UNOPS has signed a project agreement with the Ministry of Health to strengthen the Capacity of the Ministry for the Realization of Health Sector Transformation Plan (HSTP-II) on selected priorities. This project will be implemented in Addis Ababa, Ethiopia and the overall objective/purpose is to contribute towards the realization of selected strategic priorities of the Health Sector Transformation Plan (HSTP-II) which is more on project management focusing on institutional capacity building, technical assistance etc. UNOPS is selected to manage and implement the project by creating a project management unit (PMU).
This unit will be formed by a group of experts and specialists in the relevant matters that will be in charge of delivering the outputs.
The Monitoring and Evaluation Officer will report to the UNOPS Project Manager and will be working day-to-day in close and collaboration with the client institution, particularly the Innovation HQI Lead Executive Office. The PM will also gather feedback from the client to manage and assess the deliverables.

Scope of Work/ Objective
The Monitoring and Evaluation Officer supports the formulation of national healthcare quality policy and strategy monitoring and evaluation framework and its implementation at all levels. Monitor and evaluate quality improvement intervention and create a data management and learning system within the health service quality directorate for quality-related evidence.
Functional Responsibility
Support the development of M&E framework and plan for quality of care and provide technical support for its implementation based on the National Healthcare Quality strategy and other initiatives
Liaise and engage with stakeholders in monitoring and evaluation of quality of care by supporting the establishment of a national M&E task force under the national technical quality of care technical working group
Map indicators from currently available and reportable indicators with respective data sources that will be used to track the quality of care in the learning health facilities
Regularly compile and analyze data from DHIS2 and non-routine data sources to track progress in the implementation of routine programmatic activities of health service quality teams based on periodic work
Develop & regularly update dashboards based on selected quality of care key indicators from DHIS2 (HMIS & KPI) and display for wider access
Regularly track and share routine performance of learning health facilities based on selected quality of care measures extracted from DHIS2 to identify gaps in the implementation and inform decision-making for improvement
Support the documentation and dissemination of best practices in different initiatives of the Health service quality of care from learning sites and beyond
Capacity building of staff on health information system management, data quality assurance, data analysis, and information use
Support learnings and provide feedback to Regional Health Bureaus (RHBs) and learning health facilities on data quality gaps on selected quality measures from DHIS2 to help improve data quality
Support the implementation of data quality verification in selected quality measures as part of the integrated supportive supervision
Closely work with the Planning, Monitoring and Evaluation Directorate and Ethiopian Public Health Institute in the selection of quality of care indicators for data Quality Audit (DQA) to identify gaps in data quality and design of interventions for improved data quality
Triangulate quality measures with multiple data sources for improved data quality
Support efforts to make monitoring and evaluation an integral part of health service quality directorate in particular work plans including additional new quality improvement initiatives
Perform other related assignments within the scope of the role
Expected Deliverables
Revised and updated national M&E framework for quality of care
Regular monthly data compilation, analysis and report generation to track the progress of the quality of care programs based on the quality of care measures
Quarterly feedback to RHBs and learning districts on reporting progress, data quality and Quality of care performance
Improved capacity of staff on quality directorate on health information system management, data quality assurance, data analysis, and information use
Triangulated quality measures with multiple data sources such as MNH QoC common core measures with DHIS & MPDSR System at least on a quarterly basis
The above deliverables are only indicative and are subject to change within the scope of the role.
Education
A first University Degree (Bachelor’s Degree or equivalent) in Statistics or related fields is required. OR
Advanced university degree (Master’s Degree or equivalent) in health-related fields is desirable.
Experience
A minimum of two (2) years of proven experience of work directly related to the Monitoring and Evaluation of health and health-related programs at national, regional and lower levels is required.
Two (2) years of experience with Ethiopian health information and DHIS2 systems is required
Knowledge of Excel, Access, SPSS, or other statistical software is an added advantage
Experience in quality of care monitoring and evaluation including measurement in best practice documentation is desirable
Experience in guideline development, strategy design, tool and implementation guidance development is an advantage
A proven understanding of data analysis, interpretation and dissemination of results is an asset
Experience working with the Federal Ministry of Health, Agencies under the Ministry of Health is desirable
Experience working with Development Partners in a health system is an added advantage
Language
Fluency in spoken, written and reading English is required.
Knowledge of another UN official language is an asset.

Contract type: Local Individual Contractor Agreement (LICA)
Contract level: LICA-8 (ICS8)
