Position Overview
The Senior Finance Manager is responsible for finance documents review, payment processing, recording of transactions in the system, reconciling accounts and ledgers, providing inputs for financial analysis, working on cost pools and mapping. S/he is responsible to ensures proper budget management through provide quality proposal review feedback, prepare budget vis Actual analysis to respective focal points, and prepare quality donor and gov’t report on timely manner. In addition, the senior finance officer is responsible to ensuring all available partnership management policies, guidelines and procedures are well exercised and implemented in the management consortium. The position reports to Director of Finance.
Acting as the primary liaison for the field office finance staff for policy or procedure questions.
Review of financial data submitted by the field to identify weaknesses or problems being encountered by field finance staff and recommend corrective action.
By frequent visits to the field offices providing training to finance staff on IRC accounting procedures and requirements, assists the Field Officers and program staff in finance related issues and activities.
Identification of procedural or training issues to be addressed to improve the quality of Field Reporting and on timely manner.
Closely monitors financial activities and advises the Field Finance with internal controls or financial management.
The review of and accounting for procurement transactions to ensure adequate supporting documentation, accuracy of amounts and control over payments.
Maintaining a system to track commitments and outstanding contract amounts.
Providing input to Purchase Request approvals to ensure commitments are considered before further purchases approved.
Supervise Sr. Tax officer for paying IRC taxes on time to medium tax office and doing regularly following up for annual tax clearance of IRC and provide technical Tax Training for Field/Kabul Staff
Prepare monthly financial reports (balance sheet, bank and cash reconciliations, and expenditure) to Headquarters.
Supervise Month end closing process.
Review spreadsheets from field sites before uploading to sun and providing feedback to the field staff regarding their monthly templates.
Review bank reconciliations monthly from main office Finance and field site staff
Review payment documents as per delineation matrix for proper and adequate back-up
ensuring that salaries and support costs are correctly allocated to projects consistent with Considering IRC fair share allocation policy.
Assisting DFC with performing all balance sheet account reconciliations on a timely basis
Mapping out Time sheet allocation and cross checking of T Codes.
Cross checking Field offices spread sheets with hard vouchers and provide feedback accordingly.
Assisting Kabul Deputy Finance Coordinator in posting transaction into Sun system and printing out the journal vouchers.
Review internal controls and disbursement processes to ensure proper management of cash and bank accounts. Review safeguards for cash and cheques kept in the office; ensure controlled access, security, and safety. Monitor cash and bank balance to ensure sufficiency based on needs. Ensure that cash received including incoming funds transfers are receipted and accurately recorded. Perform bi-weekly and monthly cash counts and reconciliations; address any differences.
Should travel to IRC filed offices across the country when required or requested by supervisor.
Any other task Assigned by relevant supervisor.
Qualifications
BA/master’s degree in, Accounting, FinanceMinimum of six (6) years of technical financial management and Administration experience or 3 years Managerial role in Finance.Experience working with and managing the oversight of multimillion dollar grants.Demonstrated experience in problem solving and ability to find creative solutions.Experience in prioritizing projects, meet deadlines, and initiate follow through with meticulous attention to detail and high-level accuracy.Demonstrated ability to work effectively under pressure and handle multiple simultaneous tasks and demands.Solid analytical capabilities and excellent data presentation skills and strong writing skills.Ability to work effectively both independently and as part of a team.Fluency in written and spoken English.
