Job Description
I. JOB SUMMARY
The Field office level Learning and Design Measurement (LDM) Manager will be responsible for coordinating, all LDM activities and leading the monitoring, evaluation and enhanced innovation learning and knowledge management activities of the portfolio of projects implemented at Field Office Level. They are responsible to collect data as per Sector Unit Leads/LDM Manager requests and ensure shared learning and analysis of this data across the portfolio of projects implemented at field office level. S/he will work in close cooperation with other technical advisors, specialist and the LDM team at Field Office level. They will need to liaise with Project Managers of the portfolio of projects operational at their FO but will report into the Field Office Program & Operation Manager (FOPOM). S/he will support in the design of the M&E system of projects/programs in collaboration with sector LDM team and support the development research, assessment, case studies & success stories as directed by the PQL unit, sector coordinators and LDM Managers at Head Office Level.
II. RESPONSIBILITIES AND TASKS
Job Responsibility #1: Leading the implementation of Program principles and Program quality issues (20% of time)
Support in the implementation of program principles at Field Office level. Ensuring quality data collection for Global data demands, sector unit data demands and project level data requirements.
Work with the LDM and PQL and partners to produce, assimilate, analyses and use information for different purposes including documentation and, learning.
In close consultation with LDM Managers, PQL team and partners analyses, document and share learning as a critical means for future planning and well as for advocacy
Assist in identification of key issues around programme quality and ensure PQ systems are improved to address these issues
Timely responds to data and project information requirements from Project Managers, Sector LDM Managers, Sector Coordinators/CoP and PQL Impact Measurement Advisor
Participates in program/ project design, diagnostic studies, evaluations and surveys;
Organizes periodical ongoing field office level review, reflective practice, evaluation and progress monitoring events by involving communities and local partners;
Supports the organization of quarterly or periodic M&E workshops based on the needs of the projects and gaps observed in the field lead in coordination with LDM Managers at sector level in Head Office. Supports the implementation of the LDM strategy in the Field office & ensure partners and their staff understand the strategy in line with LDM Managers and other M&E Staff and HO level within the sector units.
Works with the Addis based LDM advisors & FOPOM to make sure that cross learning and coordination takes place among technical teams in the field.
Ensure that the LDM strategy are monitored and reviewed bi-annually/ to make changes based on regular staff, partners and stakeholders’ reflections and lessons learned.
Organizes panel monitoring and/or other events to ensure forward accountability, with relevant stakeholders including communities and ensure their dissemination to concerned parties;
Supports the FO/Project management in ensuring compliance to CARE’s program principles, LDM/project standards, and Global Program Data Requirements e.g. PIIRS
Completes all performance management activities including: performance planning, monitoring, and annual performance appraisals of staff under his supervision.
Work closely with PQL staff and field based teams (to be organized) to ensure quality in program/ project design and implementation
Job Responsibility # 2: Monitoring and Evaluation (20% of time)
Supports LDM Managers at HO level and M&E staff to implement M&E plans
Supports the implementation of the M&E plan at field level, supervising the work of the field LDM team in the collection, compilation and consolidation and analysis of data in the field
Works closely with the project level M&E staff to ensure data is timely and accurate from partners, following up and doing data audits when necessary.
Maintain monitoring system to measure the overall performances of the field office;
Maintains the learning and M&E systems, compiles and analyzes routine project data;
Facilitate the preparations of Detailed Implementation Plans (DIP) including monitoring and evaluation plan for projects
Coordinates the field level community participatory monitoring and evaluation, reflective practice and impact measurement;
Ensue the on time execution of projects major LDM events
Leads project baseline, mid-term review and final evaluation assessments/surveys.
Job Responsibility #3: Learning and Sharing (30% of time)
Leads knowledge management related activities of the field office including documentation
Proactively ensures networking and sharing of lessons from CARE programs with strategic partners and other stakeholders including government
Keeps up to date with developments in the sector, including best practice examples within the FO and country office wide level, and ensure ongoing personal development and learning;
Ensures the communication of LDM concepts within the organization, with partners and other stakeholders.
Coordinate synergy and cross-learning among different projects and programs
Cross fertilize learning among projects by regularly producing (compiling) summary monitoring reports and sharing to staff and partners.
Establishes and maintains FO project management of information system;
Submits update data set to update CO level program database on quarter basis;
Compiles regular project monitoring report, including lessons learned, prepared by different projects and application of evaluation recommendations;
Ensure all projects have downward/ forward accountability mechanisms and works with project staff to make sure its implementation;
Leads reflective practice forums at field office/ project level as per M and E plan and compile lessons from project implementation processes.
Organizes feedback sessions and other platforms at field office level with partners, beneficiaries and stakeholders (private and public sectors), and, with the assistance of the FOPOM , ensures responses are provided timely
Responsibility #4: Technical support and capacity building (15% of time)
Assist HO LDM Managers in the organizing LDM related capacity building workshops/trainings to staff and partners
Assist Projects in documenting success stories and case studies
Assists the projects in analyzing and interpreting project data;
Assist field projects in the preparation of quarterly or biannual reports
Provide technical assistance to staff and partner organization on MIS, proper data collection and record keeping
Assist in training staffs on learning and knowledge management, and monitoring and evaluation as needed,
Supports FO in how to handle project database and knowledge management;
In coordination with LDM Managers at HO level Develops the capacity of field staff in general and LDM Officer/s in particular and partner staffs on LDM and program quality initiatives;
Identifies training needs on MIS, and organizes on job/central training for project staffs, accordingly;
Build the capacity of all relevant team members to develop and maintain an excellent M&E system, including regular reflection and analysis of program monitoring data and production of evidence-based recommendations and reports.
Job Responsibility #5: Early warning (1 0 % of time)
Works with Woreda early warning cell or office, if any, to identify major constraints and possible solutions to improve the Woreda response and preparedness capacity;
Supports and provide capacity building activities for Woreda level partners in early warning and preparedness data collection, analysis, compilation, reporting and dissemination.
Coordinate the early warning information tracking of different units/projects
Supports the production of monthly situation update with a better predicting and warning ability;
Participates in the seasonal DPPC led multi-agency crop and livestock assessments;
Participates in Woreda level emergency needs assessments;
Supports zonal or regional level initiated need based assessments at FO level;
Networks with other agencies and organizations in accessing relevant information which alerts Woreda and CARE on key food/livelihood security issues;
Job Responsibility # 6: Perform other duties assigned by the supervisor (5% of time)

III. PROBLEM SOLVING (Thinking Environment)
While the incumbent will face all three levels of problem-solving, the biggest challenges belong to category number three. The incumbent must use interpersonal skills to pick and choose the right strategy to address a given problem and also has to deal with variable solutions, which need analysis, problem definition and development of alternative solutions.
IV. QUALIFICATIONS (KNOW HOW)
A. EDUCATION/TRAINING
Required:
Bachelor degree in Social Science, Statistics, international development, communication, Monitoring & Evaluation or other related field or equivalent combination of education & work experience.
Desired:
MSc Degree in social sciences, statistics, monitoring and evaluation, or related field is required or demonstrated equivalent work experience in the field
Knowledge of statistical software such as SPSS or other type of databases such as advanced MS-Excel, MS-Access and others
B. EXPERIENCE
Required:
4 to 5 years proven relevant field management in the area of LDM and M&E system
Strong management skills, with good understanding of relevant cross-cultural issues.
Demonstrated experience and ability to professionally and appropriately represent the organization.
Desired:
Highly proficient in Advanced Excel, Word, data analysis software and comfortable with online information systems
Working knowledge in chronically vulnerable pastoral communities
C. TECHNICAL SKILLS
Required:
Highly organized which gives attention to detail and analytical skills
Computer skill particularly Microsoft Word, Excel, Power Point and others
Strong oral and written communication skills in English including report development, writing and editing.
Ability to meet deadlines and to follow procedures; work independently and cooperatively with team members.
Demonstrated interpersonal skills in working with multi –disciplinary team
Firm belief in teamwork, gender equality, sensitivity to HIV/AIDS, participatory approach and sustainability;
Proficiency in English, both in verbal and written communication, multi tasking, organizational & prioritization
Desired:
Utilizing programming and statistical software (such as SPSS) to compile data and information for various systems, and knowledge of basic PME and research tools;
Exposure in developing and/or maintaining database using like MS Access, VB Programming, etc.

V. CONTACTS/KEY RELATIONSHIPS
The FO LDM Manager will directly report to the POM. The LDM Manager maintains effective relationships with PMIMA, the LDM team, FOPOM, Project/Program managers, Community Facilitators & others CARE Staffs
Other key contacts s/he maintains are FOPOC, program Coordination unit in Addis & PQL staffs. Other contacts She/he maintains are local Communities, PA, woreda administration, government and other partners, Rural Development Teams; other development organizations working in the area where CARE works (NGO, CBO and the private sector).
VI. WORKING CONDITIONS AND LEVEL OF TRAVEL REQUIRED.
The post is located in FO, with 35% field travel to project sites.
