Job Description:

The Gender and Youth Coordinator will provide technical leadership support to the development and implementation of SPIR II gender and youth activities in WV operational Zone/Woredas working closely with other technical coordinators and officers. S/he will lead gender analysis and youth related studies, provide appropriate guidance; identify gaps and provide capacity building training for SPIR II and government staffs. The position holders will start by refining strategies supported by technical guidance from SPIR II consortium to ensure that gender, women empowerment and youth priorities are integrated into all technical sectors. S/he will support and supervise formative research in implementation Woredas to identify key issues, social norms and barriers and provide recommendations to address gender and youth related concerns and challenges

Gender and Youth Coordinator will draw lessons and best practices from SPIR experience to ensure technical excellence in SAA and other aspects of gender and youth implementation. S/he will oversee the mainstreaming of all gender and youth related aspects of the project, participate in all monitoring, evaluation and learning events, respond to identified issues and make timely adjustments to implementation strategies as needed.

MAJOR RESPONSIBILITIES

30% Technical support to the  design, planning, implementation

  • Inputs into problem identification, causal and problem analysis and activity development, i.e. focusing on gender analysis, women empowerment and youth engagement aspects of the SPIR II

  • Provides technical leadership on the planning and implementation of evidence based, realistic and effective gender, women empowerment and youth engagement strategies for all technical sectors under the SPIRII including livelihoods, food security, nutrition, CCA, DRR, WASH and community mobilization/social accountability

  • Participates in SPIR II detailed implementation planning (DIP), and annual reviews, to ensure Gender and Youth responsive project planning processes are implemented throughout the life of the program

  • With technical guidance from SPIR II Gender and Youth Advisor, make sure  gender transformative approaches are promoted to create opportunities for men and women, to actively challenge gender norms, enhance social and economic influence for women in communities, and address power inequities between men and women

25% Coordination, Integration and Partnership

  • Together with the regional SPIR II team, collect lessons on implementation of the GSD provisions and present findings to government and other stakeholders

  • In collaboration with Bureau of Women and Children Affairs (BOWCA), closely work with FSTF to provide attention to the capital investments which address women, children and youth’s needs

  • In collaboration with BoWCA, find practical ways to enhance the participation of women in formal and informal group/taskforce leadership

  • Sit at the SPIR technical evaluation team to evaluate the gendered outcome of capital investments and support the team to make equitable decision

  • Works closely with M&E team to ensure that Gender, Women Empowerment and Youth (GWEY) issues are reflected in M&E plan, frameworks, and reports to assess whether the GWEY objectives are on the right track or being met

  • Coordinate with and support government/stakeholder staffs to ensure GWEY issues are mainstreamed in government MoUs and subsequent program evaluations

30% Training, Capacity Building and Performance Management

  • Establishes staff and partner induction and ongoing training processes for gender and youth in SPIR II Zone/Woredas

  • Orient technical teams on GSD-PIM provisions through face to face training or mini-briefers

  • Identifies  capacity building needs SPIR II and government partner staffs and  provide training according to their priorities

  • Leads the development and facilitation of trainings on staff development initiatives for gender, including the staff transformation process under SAA

  • Manages staff performance as per WV P&C procedures

  • Participates in the selection of and support to external, temporary technical assistance (consultants) to engage on gender and youth issues, as required

15% Learning and Reporting

  • Disseminates learning and ensures all staff are updated on key issues of gender and youth

  • Together with other technical coordinators and M&E team supports efforts to measure the impact and document lessons  learned and best practices from SPIR II implementation

  • Produces gender and youth quarter reporting and ARRR for the donor,  USAID/BHA

  • Work closely with sector coordinators to ensure that staff reflection and gender learning is an integral part of staff meetings and reviews

Job Requirements

KNOWLEDGE/QUALIFICATIONS FOR THE ROLE

Required Professional Experience

  • At least 4 years' experience in gender and youth programs with NGO

Required Education, training, license, registration, and certification

  • B.A/MA. degree in Social Science, Development Studies, Gender and Development  or related

Preferred Knowledge and Qualifications

  • (Word, Excel, PowerPoint, Outlook, etc.)

  • Good verbal and written communication skills in English

  • Experience in adult learning and training of trainers methodologies, practical experience in women and youth  programming

Travel and/or Work Environment Requirement: 25 % field travel
