Position Title: Lead, Supply Chain and Fleet
Function: Operations
Required Number: One
Reports to: Deputy Country Representative
Based in: Addis Ababa, with a possible 5 to 10% field travel
Duration of contract: Indefinite based on performance and availability of fund.
Remuneration: As per organization pay scale plus other PSI/Ethiopia staff benefits

This Job Description states the responsibilities of the Supply chain and Fleet Lead of PSI/Ethiopia.
Job Summary
Under the supervision of the Deputy Country Representative for Operations, the Supply chain and Fleet Lead is responsible to enhance an optimal and efficient flow of resources across supply chain by designing and implementing a streamlined and resilient system for planning, inventory control, warehousing, logistics and distribution management systems. S/he also oversees the movement of goods and people in the platform.

Essential Functions:
Supply chain
Supply Chain Management:
Lead the design and implementation of a supply chain strategy and lead monthly coordination meetings with relevant departments to solve issues related to material sourcing and lead time problems and propose adequate corrective actions.
Lead, supervise and monitor performance of the supply chain, which handles planning and replenishment of all supplies and commodities for all operated warehouses/stores.
Oversee the inventory and stock level of PSI Ethiopia standard stock materials in Addis and regional offices, to ensure an optimum inventory turnover and service level.
Oversee the warehouse operations to ensure goods are received, located, stored and transferred correctly and optimal inventory levels are maintained.
Plan and implement strategically effective and relevant transport methods, which meet the needs of the organization and its customers.
Develop and monitor key supply chain metrics, and initiatives intervention to drive improvements in the supply chain system.
Review and update supply chain practices in accordance with new or changing environmental policies, standards, regulations or laws.
Oversee the timely and accurate processing of customs and port procedures, and efficient clearance and delivery of imported goods to warehouses.
Identify and manage risk within the supply chain.
Oversee the forecasting, safety stock, replenishment, customer service coordination, expediting and inventory management function for all materials and commodities.
Lead the management of changes in demand patterns and analyze and recommend changes in MRP and product status.
In coordination with the relevant departments/programs lead the planning, execution and monitoring of the distribution of materials and commodities to local implementing partners, wholesalers and others, and ensure that proper systems are in place to monitor further levels of distribution.
Fleet management
Oversee the management of vehicles and drivers to ensure safe and efficient transportation of people and goods.
Make sure all the vehicle fuel usage, and driver compliance with safety protocols are followed.
Ensure the PSI/E vehicle policy, procedures and manual are followed;
Ensure all the platform vehicles are periodically serviced, technically in good condition and can provide the intended transportation service.
Setup an efficient and effective fleet management system;
Coordinate the movement of goods and people across the organization's supply chain, including transportation, warehousing, and distribution.
Lead the development of logistics plans and monitor the execution of this plan in order to achieve timely and cost-effective delivery.
Ensure all the monthly fleet management reports are submitted on time; these include the vehicle mileage and fuel management related reports and the GPS generated reports
Maintain an efficient coordination and allocation of vehicles and taxi use for Addis and Field offices;
Develop and maintain reporting systems to track fleet and supply chain performance, including key metrics related to safety, efficiency, and cost-effectiveness.
Analyze data to identify trends and areas for improvement and develop strategies to address them.
Make sure all the fleet management documentations are filed and documented in a very professional manner.
Perform any additional activities given by supervisor/s.

Qualification and Experience:
Bachelor's degree (or international equivalent) in a related field of Procurement, Logistics, Supply Chain required.
At least 7 years of related experience out of which 3 years in managerial role. Equivalent combination of relevant education and experience may be substituted.
Working knowledge of ERP and database management systems.
Working knowledge of donor procurement requirements.
Strong leadership & organizational skills.
Strategic and analytical thinking.
Excellent communication skills
Customer service orientation
Demonstrated people management experience.
Minimal travel required
Fluency in written and spoken English and Amharic
Experience developing procurement systems and procedures.
Highly patient and professional individual who enjoys working on a cross-functional team in a fast paced work environment.
Open to feedback and willing to listen to the departments' feedback to make improvements and raise the profile of the procurement department·
