Under the supervision of Country Office Nutrition Program Coordinator or Food Security and Livelihoods Manager the School Feeding and General Food Distribution Specialist will be responsible for overseeing and coordinating the distribution of food commodities to beneficiaries including school feeding programs. He will play a crucial role in the implementation, coordination, and monitoring of the School Feeding Program (SFP) and General Food distribution (GFD) program within the Boqolmayo, Malkadida, Kobe, Hilaweyn and Buramino of Somali Region Refugee Camps. This role involves close collaboration with partner organizations of WFP, UNHCR, RRS (Refugee Reception Sites) and other partners and stakeholders in the area to ensure efficient and transparent distribution processes, compliance with standard operating procedures (SOPs), and the delivery of food assistance to refugee and displaced populations. He/she will be also contains ensuring the timely and efficient distribution of food rations, facilitating school meals for students, coordinating with relevant stakeholders, and ensuring compliance with established guidelines and procedures.

MAIN TASKS AND RESPONSIBILITIES

Program Implementation and Coordination:

·         Oversee the implementation of both the School Feeding Program (SFP) and General Food distribution (GFD) program in accordance with project objectives and guidelines.

·         Collaborate closely with the World Food Program (WFP), United Nations High Commission for Refugees (UNHCR), and other relevant partners to ensure smooth operations and adherence to distribution schedules.

·         Plan, organize, and coordinate food distribution activities, ensuring proper verification is going appropriately, re-verification, and inclusion of vulnerable groups.

·         Establish and maintain effective communication with refugee communities, camp authorities, and local partners to ensure the participation and engagement of beneficiaries.

Food Distribution Management:

·         Manage the distribution of food rations to beneficiaries, ensuring accurate and equitable distribution based on WFP planning figures.

·         Supervise the food distribution team, including crowd controllers, distributors, and warehouse staff, ensuring adherence to establish distribution procedures and guidelines.

·         Supervise/ technically support the food distribution team, including Senior GFD Officer, GFD Officer, GFD Controllers, GF Distribute-rs, and Warehouse Assistant staffs, ensuring adherence to established distribution procedures and guidelines.

School Feeding Program (SFP):

·         Coordinate the implementation of the SFP in collaboration with school authorities and relevant stakeholders.

·         Ensure the timely preparation and distribution of school meals to students in accordance with the agreed-upon schedule and quantities.

·         Work with school feeding supervisors and education focal persons to identify the number of students attending each school and plan meal preparation accordingly.

Community Engagement and Accountability:

·         Engage with the refugee’s community through information-sharing sessions, feedback mechanisms, and community mobilization activities.

·         Address beneficiaries’ concerns, complaints, and feedback in a timely and responsive manner.

·         Ensure that beneficiaries are aware of their rights and entitlements under the program.

Capacity Building:

·         Facilitate capacity-building initiatives for CPs on various aspects, including targeting, registration, supply chain management, monitoring and evaluation, reporting, and conflict-sensitive principles.

·         Provide training to CPs and stakeholders on identifying and addressing gender and protection issues, as well as GBV risk mitigation.

Monitoring and Reporting:

·         Conduct regular monitoring of distribution sites, school feeding activities, and beneficiary feedback mechanisms to ensure quality and accountability.

·         Prepare and submit timely and accurate distribution reports, progress updates, and feedback from beneficiaries to relevant stakeholders.

·         Analyze data and feedback to identify trends challenges, and opportunities for program improvement.

·         Identify and solve bottlenecks related to the distribution of rations like appropriateness, distribution plan/ timelines, scooping, etc

·         Monitor distribution sites to ensure safety, orderliness, and adherence to security protocols.

Job Requirements

MINIMUM REQUIREMENTS

·         Master in a relevant field such as Humanitarian studies, Human Applied Nutrition, Food Security, Public Health, General Public Health, Management, Supply Chain Management, Development Economics, Resource Economics, Business Administration, International Development, or a related discipline.

·         At least 3 years of experience in humanitarian or development programs; a plus with a focus on food distribution, nutrition, or school feeding in NGOs.

·         Strong understanding of food distribution modalities, school feeding programs, and community engagement approaches.

·         Experience working in refugee settings and familiarity with the refugee context is highly desirable.

·         Excellent communication and interpersonal skills, including the ability to work effectively with diverse stakeholders and refugee communities.

·         Strong organizational and coordination skills, with the ability to manage multiple tasks and priorities.

·         Proficiency in data collection, monitoring, and reporting.

·         Willing to travel frequently to Bokolomayo Field Office and get support across the refugee camps in GFD and School Feeding.

·         Fluent in English (both written and spoken)

  • Knowledge of Somali languages is advantage.
