How can you make a difference?

Purpose of the job

  • Provide support to coordination of UNICEF's emergency response in public health crisis and other emergency situations.

  • Oversee various aspects of field programme operations and humanitarian matters within the office and management of all field programme operations.

  • Lend expertise to policy and strategy development, fundraising and external engagement, as needed.

Summary of Key Functions and Accountabilities

Under the general guidance of the Chief of Field Operations and Emergency, the position will provide support to the coordination of UNICEF's emergency response in public health crisis and other emergency situations. Additionally, it involves overseeing various aspects of field programme operations and humanitarian matters within the office and management of all field programme operations. The position will furthermore lend expertise to policy and strategy development, as well as on fundraising and external engagement, as needed.

Key accountabilities include:

  • Participate in rapid needs assessment in collaboration with the government and other humanitarian actors.

  • Lead the development of emergency strategies and response plans at the national and field levels in close collaboration with government, UN and NGO partners, in alignment with the Core Commitments for Children (CCCs).

  • Participate in resource mobilization and emergency programme management, particularly in the development of concept notes, donor reports, situation analyses, situation reports, and indicator tracking related to emergency management in accordance with UNICEF's guidelines within the

  • Collaborate with sectoral and cross-sectoral emergency focal points to ensure that sectoral programmes in all regions of an emergency are coherent and in alignment with UNICEF's country programme and CCCs, and compliant with emergency procedures.

  • Continuously analyze the context, define priorities for intervention and identify any changes that may be required to adjust and/or scale up the emergency operations.

  • Work towards maximizing humanitarian access, realization of child rights and monitoring of violations including human security issues and staff security within the organizational context with partners.

  • Oversee the provision of managerial field-based guidance, coaching and mentoring to response teams. In specific cases, the incumbent may be tasked with providing leadership and supervision to field-based teams.

  • Undertake work on a roving basis, with frequent field visits to assess, monitor and direct progress.

Job Requirement

To qualify as an advocate for every child you will have…

  • An advanced university degree (Master’s or higher) in Public Health, Humanitarian Affairs, Public Administration/Public Policy, Affairs, or a related technical field.

  • A minimum of Eight [8] years of relevant professional experience at national and international levels. Experience in emergency preparedness and response at the field level, preferably with UNICEF, is an asset.

  • Developing country work experience and/or familiarity with emergencies is considered an asset.

  • Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.

UNICEF appointments are subject to medical clearance.  Issuance of a visa by the host country of the duty station, which will be facilitated by UNICEF, is required for IP positions. Appointments are also subject to inoculation (vaccination) requirements, including against SARS-CoV-2 (Covid). Government employees that are considered for employment with UNICEF are normally required to resign from their government before taking up an assignment with UNICEF. UNICEF reserves the right to withdraw an offer of appointment, without compensation, if a visa or medical clearance is not obtained, or necessary inoculation requirements are not met, within a reasonable period for any reason.

Eligible UNICEF International Professional (IP) Staff Members on fixed-term, continuing or permanent contracts applying to a Temporary Appointment, which is dedicated to L3 (or L2) Response, may be able to retain a lien and their fixed-term entitlements. The conditions of the temporary assignment will vary depending on the status of their post and their current tour of duty, and relocation entitlements may be limited as per the relevant policies.
