GOAL has four programmatic foci: people survive crisis; people have resilient health; people have food and nutrition security; and people have sustainable livelihoods.

GOAL’s mission is to work with the most vulnerable communities to help them respond to and recover from humanitarian crises, and to assist them to build transcendent solutions to mitigate poverty and vulnerability.

GOAL is a non-for-profit organization that has been working in Ethiopia for over 30 years, towards ensuring the poorest and most vulnerable in our world and those affected by humanitarian crises have access to the fundamental rights of life, including but not limited to adequate shelter, food and livelihoods, water and sanitation, nutrition, healthcare and education. GOAL implements a range of multi-sectoral development, resilience, recovery and humanitarian responses programmes by being sensitive to cross-cutting issues including gender, accountably, child protection, HIV/AIDS. Currently, we work with pastoralist, agropastoral, pastoral dropouts, rural small holder farmers, rural/urban youth and street children to respond to humanitarian crises and build resilience in Ethiopia working closely with local communities, local government, donors and other key actors. GOAL E Humanitarian Response is centered on nutrition, WASH, livelihoods, multipurpose cash, NFIs and protection interventions in country wide while the recovery and development focus on livelihoods, economic opportunities, health, health and nutrition system strengthening and WASH with solid emphasis on integrated programming and community-based approach in Oromiya regional state. The Street Children programme is implemented with local partners in Addis Ababa and Hawassa.

General Description of the Role

The position holder will be responsible for providing management, leadership, and strategic direction for the Procurement function within the assigned regions according to GOAL global procurement procedures. In addition, the Procurement Manager will be responsible to demonstrate best practices while taking cognizant of the local environment and business needs in line/engaging with the Country Strategy linking with the GOAL l Global strategy. 

Key Areas of Accountability/Duties

Management Procurement o Developing procurement strategies that are inventive and cost-effective. o Sourcing and engaging reliable suppliers and vendors.

In consultation with the Head of Procurement, negotiate with suppliers and vendors to secure advantageous terms, including supplier performance management

Reviewing existing contracts with suppliers and vendors to ensure on-going feasibility. 

Building and maintaining long-term relationships with vendors and suppliers.

Organizing and confirming delivery of goods and services. o Performing risk assessments on potential contracts and agreements. e Promoting a culture of long-term saving on procurement costs. .

Support the Head of Procurement in preparing procurement reports. o Forecast price and market tends to identify changes of balance in buyer-supplier power

Monitor and forecast upcoming levels of demand

provide overall coordination and guidance for country wide market assessment, Prequalification, and Framework Agreement preparations 

Analyze market and delivery trends to develop procurement technologies and processes that support those trends

·         Conduct business review meetings with key stakeholders to assess risk, review future

strategies, and identify potential cost down and improvement opportunities.

·         Provide periodic reporting for management on purchasing, controls, and processes.

·         Develop supplier database and establish annual purchasing contracts for lower and high value items

·         Develop workflow process in line with PR generator application.

·         Ensure principles of value for money, transparency, fairness, efficiency and

accountabilities are evident in all AH’s dealings.

·         Advise senior management and improve procurement process

  • Effectively coordinate with the Area offices Procuring personnel on all National/International procurements where necessary

  • Manage the tender procedures and perform comprehensive analysis in close liaison with the respective Tender/Procurement committee members on a case-by-case basis and in line with the Procurement Manual and any developed Country Procurement SOPs

  • Manage procurement contracts including negotiation,

  • In collaboration with Logistics team, manage all importation and custom procedures ensuring the required information is facilitated timely.

  • Support

  • Performs any other duties as assigned by the supervisor

  • Manage Requesters and Supplier Engagement/Sourcing 

  • Engage with the Programme Leads on the development of detail implementation plans providing key procurement components in collaboration with all other procurement staff as well as leading on the implementation, monitoring and reporting of the procurement progress

  • Engage in project proposal and design including project budgeting as well as providing input to project proposals on key procurement aspects (e.g., feasibility of activities materials requirements, activity timelines considering supply timelines, procurement team resource requirements for the project proposal)

    • Take part and contribute to the identification, assessment capacity building and support, monitoring and coordination of internal stakeholders (requesters) on procurement related matters

    • Engage with Tender/Procurement Committee in evaluating and selecting vendors and presenting value for money in the process

    • Work with internal stakeholders (requesters) to understand future demand for programmes and internal office / functional needs and to forecast future demand.

    • Advocate across the organisation for effective planning of Procurement needs at the proposal stage.

    • Plan the team’s activities to run proactive sourcing procedures (tenders, quotations) to meet project future demand. 

    •  Deliver and/or oversee sourcing procedures to sign contracts and Framework Agreements to suppliers that meet GOAL business requirements and deliver value for money. 

    • Align and follow-up on supplier KPIs to allow the suppliers to take accountability for their own performance and activities as agreement are entered with a transparent framework for ideal performance from the onset of the agreement.

  •  Technical Line Management

    • Undertake recruit, grow, and retain staff, and capacity building including supporting the Area Managers in setting smart objectives for the procuring personnel

    KPI Setting, Periodical Reporting and Compliance

    • Define, implement, and monitor operational KPIs for Procurement

    • Produce weekly, monthly, and quarterly updates for key management decision making on major procurement issues, and prepare other procurement progress reports and share them with all stakeholders regularly and pro-actively

    • Support implementation of audit actions

    • Provide apt advice on the various grant rules and regulation and monitor transactions to always ensure compliance

    • Ensure lead time matrix are observed by the procuring personnel

    • Provide capacity building for staff and concerned stakeholders on various procurement processes and donor procurement rules.

    • Conduct procurement compliance checks on procurements conducted at field offices

    • Analyse monthly procurement reports, follow up on arising issues to monitor procurement performance and take corrective action

      • Ensure appropriate filing of procurement cases and maintain up to date records for future reference including  audit.

      • Implement and ensure compliance with GOAL Procurement procedures and any established procurement SOPs

      • Set a strong tone from the top that fraud is unacceptable

      • Accountable for ensuring lead times are observed by the procuring personnel using PowerBI tool

REQUIREMENTS : (Educational Qualification and Experience)

  • MBA/BA/BSc/Certification in Supply Chain, Logistics, Procurement, Business management, or related fields preferred

  • Proven and significant 6 years’ experience in international procurement and contract management, including an ability to review procurement demands and trends, and to develop strategies to fill identified gaps.

  • Highly developed interpersonal and communication skills including influencing, negotiation, and coaching.

  • Experience of solving complex issues through analysis, definition of a clear way forward and ensuring buy in.

  • Commitment to GOAL’s values and behaviour

  • Ability and willingness to change work practices and hours in the event of major emergencies including travelling at short notice and for extended periods of time

  • A high level of computer literacy (Word, Excel and other computer package are an added advantage) and excellent oral and written communication skills; Fluency in spoken and written English.

  • Experience working with at least two of the following donors: BPRM, UNICEF, DFID, UNOCHA, UNHCR, ECHO, and EU with knowledge of donor guidelines.

  • Ability to identify and communicate potential problems and propose solutions to the level of management and then effect change.

Experience with Strategic Sourcing, developing Category Strategies and running complex tenders.

Desirable/Advantageous Credentials:

  • Understanding and experience with CASH programming desired.

  • Certification in CIPS/Fritz

  • Certification in Procurement Management and Supply Chain is preferable

Knowledge of the humanitarian sector trends and constraints would be an advantage.
