Security Risk Management Advisor

The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is a German implementing organization which provides services worldwide in the field of international cooperation for sustainable development. We work to shape a future worth living in over 120 countries around the world.

The GIZ Office in Addis Ababa oversees projects in Ethiopia and Djibouti where GIZ works on behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ), the German Federal Ministry of Nutrition and Agriculture (BMEL) and other commissioning parties.

The GIZ Ethiopia & Djibouti Risk Management Office provides security risk management advice and support to the Country Director and staff of GIZ in line with established practices and procedures.

Responsibilities

The Security Risk Management Adviser is responsible for the following:

  • Support in general Security Risk Management (SRM) of GIZ in Ethiopia and Djibouti

  • Implementing and maintaining GIZ Risk Management Policies and processes.

  • Providing safety and security advice to projects and staff regarding safety and security.

  • Support the Country Risk Management Team (CRMT) in times of crisis.

  • Implementation of GIZ’s framework on the safety and security of staff.

  • Maintaining RMO documentation.

  • Situation monitoring and preparation of Security Risk Assessment (ISO31010), preparation and maintenance of Standard Operating Procedures (SOP), preparation and maintenance of contingency Plans.

  • Support projects in mission planning in compliance with SRM standards, give mission clearance.

  • Supports emergency procedures, incident reporting, and security alerts.

  • Conducts Security Risk Assessments of GIZ project offices, road assessments, supports regional security assessments.

  • Support weekly security updates with necessary information.

  • Monitors the security situation in Ethiopia and Djibouti

  • Provides safety and security advisory services to programs and GIZ staff.

  • Oversight of all GIZ program office security guards and security systems

  • Implement work safety and security plans and procedures, develop and realize regular exercises in project offices.

  • Operational guidance of Security Focal Points

  • Prepare procurement-related documents, and ensure compliance.

  • Liaise with national security institutions (i.e. police) if necessary.

  • Support the updating of SOPs and Contingency Plans at the national level.

  • Provide support and guidance to other members of the RMO office.

  • Open for SRM missions in Ethiopia and Djibouti

Job Requirements

Qualifications

  • Have formalized training for hostile or high-risk environments.

  • Have at least 3 years of experience working in hostile or high-risk environments.

  • A postgraduate diploma or equivalent in Risk, Crisis, or Disaster management would be an advantage.

  • Having undertaken training in fire prevention and fire suppression would be an advantage.

  • Having police, military or general security background is an advantage.

Professional experience

  • At least 3 years of experience as a professional security risk manager, with at least 3 years of professional experience in a comparable position in International Non-Governmental Organizations (INGO), multinational or national Organizations

  • Have at least 3 years’ experience in RED or high-risk country

  • Have experience working in Ethiopia.

  • Have experience in providing oral and written risk management advice.

Other knowledge, additional competencies

  • Good working knowledge of ITC technologies (related software, phone, fax, email, the internet) and computer applications (e.g., MS Office, GIS software, Blackberry AtHoc etc.)

  • Good working knowledge of the setup and operation of communications networks (Satellite phones, VHF/UHF radios)

  • Good working knowledge of open-source information gathering, collation, and analysis.

  • Technical competence using GPS devices.

  • A proven track record in a security position

  • Proven (certificate) written and oral knowledge of English level C1 or equivalent, basic knowledge of French would be an advantage.

  • Willingness to up-skill as required by the tasks to be performed – corresponding measures agreed with the management.
