Job Description

I. Overview  

USAID/Ethiopia Support Program (ESP) aims to provide pathways to a more democratic and stable Ethiopia by building an enabling environment for peaceful and inclusive consensus building processes. To this end, ESP works to strengthen intra- and inter-group relationships and actions, advance inclusive and constructive public discourse. Dexis Consulting Group is USAID’s implementing partner for ESP.  

Dexis will provide the personnel, systems, and technical capacity needed to ensure that the USAID Ethiopia Support Program is operational, grant-ready, and active in activity implementation. Dexis’ Field Team brings the USAIDs experience, relevant field experience, and operations savvy necessary for Dexis to quickly research, identify, and develop grants for activities with local organizations.  

 Dexis is seeking a Program Development Officers - Tigray to support ESP. This is a full-time position based in Mekelle, Tigray.  

   II. Responsibilities   

  • Identify and develop relationships with potential grantees and local partners.  

  • Develop project concepts into fundable projects.  

  • Present activity ideas at weekly activity design meetings and refine activity concepts for green light/activity clearance.  

  • Enter activity concepts in the Activity Database upon yellow-light approval.  

  • Keep apprised of activities through implementation and supports tasks associated with project completion including moving activity to Completed in Activity Database.  

  • Write Final Evaluation Report (FER).  

  • Support grant development and enter information into ESP Activity Database.  

  • Managing and overseeing individual activities from concept to closeout.  

  • Provide technical assistance to support activity design and development.  

  • Supports Monitoring, Evaluation, and Learning efforts and uses feedback and lessons-learned from activity implementation to inform future activity design.  

  • In close coordination with the Grants Manager and Operation, analyze grant budget estimates.  

  • Oversee activity implementation and ensure compliance with grants management policies and procedures.  

  • Undertake other duties as assigned by supervisor.  

  • Provide political/ context analysis to inform strategic program discussions. 

 III. Reporting  

This position will report to the Regional Program Manager – Tigray or designee. 

Job Requirements

IV. Qualifications   

  • Bachelor’s degree or equivalent university degree in a relevant field.  

  • At least 5 years of relevant experience.  

  • Creative, new concepts and approaches-mindset wanted.  

  • Demonstrated experience working with community-based organizations and groups in participatory program development and implementation.  

  • Demonstrated experience in programs requiring community-level engagement.  

  • Ability to deliver training on topics related to local community-based organizations and NGO organizational strengthening.  

  • Ability to perform project monitoring and evaluation.  

  • Experience living and working in Ethiopia with a good understanding for the socio, economic and political dynamic.  

  • Strong written and oral communication skills.  

  • Experience working in environments experiencing political transition.  

  • Fluency in written and spoken English.  

  • Fluency in Amharic and Tigrinya.
