Job Purpose:
The key focus of the Woreda Team leader is to manage and oversee the overall Concern Worldwide programs operations (including planning, implementation, monitoring and evaluation and reporting) in their respective Woredas. The job holder is responsible to ensure well organized and efficient utilization of the organization resources (human, financial and logistics) meeting the projects and organizational goal and objectives. He or she is representing Concern in Woreda level partners’ coordination platforms and sometimes (based on Mekelle office delegation) at zonal level coordination forums and maintain good external relationship. The Woreda team leader is expected to ensure good working environment to staff and partners in his or her workplace undertaking participatory, transparent and accountable leadership and support. The Woreda team leader is expected to oversee the day to day human resource, logistics and finance activities in the respective Woreda. He or she is also responsible to liaise with Mekelle office technical people and management for mutual support.
Main duties & Responsibilities
Capacity Building and Technical supervision
Adhere to the organizational values, policies and procedures (including human resources, finance and logistics),
Coordinate planning, implementation and monitoring and evaluation of the programs/projects operated in the respective Woredas,
Provide guidance to staff on any new program initiatives and assist them in the roll-out of new initiatives or corrective actions,
Provide technical support and advice to teams and ensure quality of the programmes,
Coordinate regular data collection, compiling and reporting with closely working with the woreda team, and program and MEAL team in Mekelle,
Liaise and ensure mutual support with line sectors and Woreda administration for effective joint planning, implementation and M&E Concern activities.
Conduct field visits and supportive supervision with key stakeholders and develop actionable plan based on the findings;
Monitoring, reporting and learning
Develop annual, monthly and weekly work plans and ensure their implementation so that project deliverables are implemented according to the approved donor proposals
Prepare and submit timely and high quality written reports for Concern, external stakeholders and donors. This will include weekly and monthly reports
Review and provide feedback to draft reports produced by subordinates.
Document and share feedback from all meetings and disseminating to the Supervisor as appropriate.
Maintain a database of all projects data in the assigned Woreda. Work with the MEAL team to analyse data and produce report on monthly basis.
Coordinate the Woreda team to capture and document success stories and case studies across the projects for wider sharing,
Coordination & Liaison
Represent Concern in different coordination forums in the Woreda in relevant maters,
Lead internal team meetings,
Closely and actively works with the Woreda line sectors and other agencies to promote and facilitate good working relationships, collaboration and clear communication.
Attend external meetings to represent Concern and provide information on the Concern projects as required
Human Resources
Directly manage the human resource in collaboration with the Senior Systems assistance in the respective Woreda,
Set performance objectives for direct reports using the Concern PDR system and carry out performance development reviews. Also paly leadership role and ensure all staff in the Woreda facilitated their PDRs.
Identify ways of increasing individual staff effectiveness and providing regular feedback on performance.
Provide technical and managerial support to coach the Woreda team in order to build their capacity to perform their assigned roles and responsibilities,
Address any HR issues in a timely and appropriate manner,
Ensure good collaboration and team work sprit among the Woreda teams and across Concern.

Person specification
Bachelor in Public Health, Health Care (Health officer, Nurse, Nutrition), Project Management, Food Security, Development, Agriculture and related fields. Master’s degree in the above disciplines is a plus. ,
5 years of relevant experience with the first degree.
3 years of relevant experience plus post graduate degree.
1 year supervisory skill •
NGO experience is a plus.

Basic managerial skills.
Technical and report writing skills
Computer literate.
Fluent spoken and written English.
Good communication and interpersonal skill
