About the Country Program in Ethiopia

Action Against Hunger has been operational in Ethiopia since 1984 responding to both chronic and acute needs through a multi-sectoral strategy where nutrition, Food Security and Livelihoods, WASH, and Mental Health and Psychosocial Support activities are integrated to have a meaningful impact on people’s resilience.

Action Against Hunger currently operates in 5 different regions (Oromia, Somali, Amhara, Benishangul Gumuz, and Gambella) with a portfolio of 20m USD/year of emergency, resilience

building, research, and innovation programs. We have a country team of around 600 staff in 17 regional and satellite offices. Our main donors in Ethiopia in 2020/2021 are BHA, ECHO, Europaid, UNHCR, UNICEF, GFFO, BPRM, SIDA, EHF, WFP, CIAA, and others.

Summary of position

  • Support the WASH PM in managing overall WASH program activities, staffs, and budget and coordinate with government line bureaus and humanitarian actors in the target area.

  • Support and ensure project management cycle including proper planning, implementation and timely completion of WASH projects at different intervention areas and check the compliance with ACF working systems and procedures.

The Deputy WASH Program Manager role’s purpose, engagement and delivery is:

Purpose (The substantive focus of the job encompassing scope, depth and difficulty of work both conceptual and applied)

Engagement: (The focus of interaction both internally and externally needed to deliver a service seek collaboration and build effective partnerships)

Delivery: (The focus on the execution of the work and the role on the team for supporting business/operational functions in terms of timeliness and quality)

Objective 1: Contribute to the identification and formulation of WASH projects

  • Responsible for the geographic areas of intervention and working with target populations and local administrative   and active  WASH partners in the areas

  • Needs assessments and related reports. These reports must be write and transmitted to the WASH PM for feedback and enrichment.

  • Follow up the general humanitarian situation (cholera and other disease outbreaks, conflicts, displacements, flood  and any natural and manmade  crisis,…) of intervention areas and immediately forward feedback. 

Objective 2: Support quality implementation and monitoring of activities

  •  (Re)Assess sites identified for intervention and conduct feasibility study for all selected sites, in collaboration with concerned stakeholder and government counterparts

  • Develop plan of action and have them validated by PM.

  • Monitor activities (e.g. staff, quality of work, progress).

  • Provide technical advice, manage and mentor the WASH team.

  • Ensure the harmonization, and follow up of the databases, data analysis as well as activity indicators

  • Follow up and management of the budget and supplies for the programs

  • Ensure the validation, compilation and documentation of all essential documents related to each activity

  • Define most suitable implementation strategy that takes into account social context of the area in order to avoid future indirect problems and ensure “do no harm” from the interventions

  • Design and adapt hygiene promotion activities to the local context

  • Contribute to and promote the monthly budget follow up and monthly budget forecast of the WASH projects in collaboration with the PM

  • Implement KAP surveys and analysis.

  • Capitalization of the ACTION AGAINST HUNGER presence and WASH situation in the target area

  • Mapping of the water point implemented by ACTION AGAINST HUNGER in the target area for better planning

  • Implements donor and AAH visibility on the working sites of projects

Objective 3: Contribute to monitoring and reporting of projects

  • Ensure and follow up data are properly prepared, codded, collected, analyzed and reported

  • Ensure participatory monitoring of projects and update the result for relevant stakeholders in consultation with WASH PM

  • Collect data using GPS and plot on the intervention area map and adopt mWater

  • Prepare various WASH related success and case stories in collaboration with MEAL at base

  • Contribute in compiling and preparing reports (donor report, government quarter report, monthly AAH report, contextual assessment report, KAP analysis report, terminal report,) and share to line manager

  • Do weekly and monthly report to WASH PM

  • Report of any change in the context and to reorient the Strategy accordingly

  • Draft assessment reports prior to programme implementation

  • Contribute to capitalize the WASH information and contribute to the setup of AAH WASH database in the base

Objective 4: Contribute pro-actively to HR management and delegation

  • Support in recruitment of team members (in collaboration with PM and HR)

  • Responsible for functional and hierarchical management of the WASH teams working under his/her supervision.

  • Takes part in the training of WASH  staffs

  • Regularly follow up staff performance (in collaboration with PM and HR)

  • Ensure the evaluation (performance appraisal) of  base WASH  staffs working under his/her supervision

  • Ensure that weekly movement plans   WASH staffs that are under his/her supervision are inconformity with meeting objectives of the program

  • Follow up staff movement (per diem, day-offs, annual leave… - in collaboration with HR) logistical needs,  for staff under his/her supervision

  • Responsible to Perform any other relevant/emerging  duties and tasks  assigned by supervisors (WASH PM, field coordinators )

  • Immediately fills gaps in the absence of WASH PM

Objective 5: Ensure Local AAH representation and coordination with other stakeholders within the intervention area

  • Coordinates AAH’s action with other stakeholders working in the intervention area

  • Regularly report to coordination team on project performance

  • Support capacity building of AAH WASH partners in the area of intervention

  • Promotes partnership with Local NGO’s , including capacity building, at district/provincial/regional level

  • Represent AAH  regularly on various WASH related meeting, cluster meeting , consortium and GO/NGOs and partners forums as requested by PM and forward feedbacks on time to line managers

  • Contribute to participatory monitoring and evaluation of projects and update the result

  • While performing the duties of this job, the employee is required to sit for long periods and to concentrate on work, including typing, and turn out heavy volumes of work accurately, within short time frames under stressful situations in the context of a moderately noisy office with many interruptions. Working Conditions, Travel and Environment

Job Requirements

Required Qualifications and Professional Experience

  • BSC degree or equivalent in water engineering or in the field related to Water, Sanitation and Hygiene, in  the field of study of hydraulics  engineering , water resources engineering, civil engineering , hydrogeology ,environmental health engineering   or related study with a minimum of 3 years related work experience in  emergency  and  development WASH  management experience

 Required Skills & Competencies

  • Applied skill on emergency and development   water, sanitation and hygiene (WASH )projects management (

  • Interpersonal skill (team management, communication, reporting, autonomy, organizational skill, staff development, creative and innovative thinking, leadership skill, strategic decision making and planning, delegation of work, management of staffs, team building…).

  • Experience in working with in international NOGs, consortium WAS projects management, government counterparts and other partners at various levels.

  • Excellent understanding of development and humanitarian  WASH issues in Ethiopia

  • Demonstrable experience in WASH project management

  • Good presentation, training and facilitation skills

  • Good communication and interpersonal skills and an ability to train and mentor staff

  • Proven ability to manage a complex and demanding workload

  • Good spoken and written English,

  • Good computer and report writing skill  ( familiar to engineering  soft wards  tools such as ,AUTOCAD, Water CAD,,EPANET, Arc- GIS ,mWater and  Microsoft  others )
