JOB SUMMARY

The position holder shall oversee the planning for the study of public health problems such as disease outbreak and response to Explosive remnant of war injuries in the assigned Woredas. She/he will mainly be responsible for the day-to-day implementation on public health emergency management including nutrition; mentor, couch and lead the technical competence and capacity of health and nutrition staffs assigned in each target woredas on public health emergency preparedness and response, surveillance, early warning, and recovery. She/He will also be Responsible for conducting risk assessments, site mapping, prepare preparedness plan with woreda RRT. In addition, the position holder will monitor implementation of outreach activities about awareness creation to prevent from explosive remnant of war injuries. In addition, the position holder is also expected to provide supervision, technical assistance, and capacity building to health extension workers, Health workers in health facilities and ERW staff. She/He will conduct advocacy and awareness raising activities in collaboration with the field team. 

Major duties and responsibilities

· Oversee the planning for the study of public health problems such as disease outbreaks.

· S/he compiles and analyzes reports on explosive remnant of war injuries and takes corrective decisions through reporting them to field office timely.

·   Monitor implementation of outreach activities about awareness creation to prevent from explosive remnant of war injuries.

· Train and support community-based volunteer health workers for the implementation prevention methods or awareness creation on explosive remnant of wars.

· Collect and analyze data obtained from interviews, surveys, and sample tests to determine the cause of a health problem.

· Collaborate with physicians and other public health experts to identify the cause and treatment for disease.

· Proffer recommendations useful in the design, management and assessment of study protocols and sample analysis

· Carry out research to develop instrumentation and methodologies for analyzing data and presenting findings.

·   Advice government health officials, physicians, and researchers on epidemiology topics

·   Analyze public health issues as a result of foodborne microbes to produce information useful in making public policies.

· Organize programs to educate the public on ways to prevent disease contamination and spread.

·   Analyze and interpret epidemiological statistics and data to produce results useful in developing cure for diseases.

·   Propose preventive or corrective solutions to address public health problems based on research results.

·   Utilize specialized statistical computer software in analyzing and interpreting epidemiological data.

·    Prepare and present reports of findings to appropriate public health authority.

·     Maintain up-to-date knowledge of techniques for research and disease analysis.

·   Develop and implement methods and systems for acquiring, compiling, synthesizing, extracting and reporting information.

·    Guide, design and perform statistical analysis plans with other members of the program team,

·   Work closely with regional representative and partners

·   Provide statistical insight in the interpretation and discussion of surveillance results.

·   Contribute to study reports, either by writing the report or supporting others

·      Communicate surveillance analysis results through presentations and publications.

· Collaborate with partners to assist in the design and development of strategic plans, programs, different projects, and activities on key policy issues.

· Support regional health bureaus’ activities in planning, coordination, and surveillance result management.

·   Prepare progress reports and related documents to assess program progress.

·   Conducts a broad and complex range of investigative, analytical, and epidemiologic activities related to the surveillance, detection, and prevention of diseases.

·   Oversight and support epidemiologic above site outbreak investigations; performs on-site review of facilities as needed.

· Designs and manipulates epidemiologic databases to analyze and interpret health problems.

· Develops disease control protocols for reported public health diseases or problems.

·   May provide technical guidance to lower-level staff.

·   Providing expert scientific and technical direction, guidance, and assistance to sub-national level implementers 

·   Conduct disease surveillance to detect newly emerged diseases and evaluate their impact on public health.

·   As a lead technical person on public health emergency management including nutrition; mentor, couch and lead the technical competence and capacity of health and nutrition staffs assigned in each target woredas on public health emergency preparedness and response, surveillance, early warning, and recovery.

·    Ensure proper emergency preparedness plan preparation at the project woredas and PHCUs in close support with field staffs.

·   Support in strengthening rapid response team to enable collect, compile, analyze and interpret surveillance reports to use for decision making and action and provision of feedback.

·   Represent the organization during PHEM TWGs, health and nutrition technical meetings and about ERW at regional, Zonal and woreda level as required.

·    Perform other duties as assigned. 

Job Requirements

  • Master’s degree in public health Epidemiology/Field Epidemiology with health background and valid registration/practicing license with at least Four years’ experience in the field epidemiology related activities and disease surveillance.

  •  Experience in management of health emergencies including nutrition emergencies, disease surveillance, early warning, disease outbreak management, preparation of emergency preparedness and response plan and support for RRT at all levels.

  •  Excellent training experience and skills, including on the job and formal training.

  • Trained and certified on standard IDSR, PHEM, Surveillance and nutrition intervention and other related courses.

  • Knowledge on national Health and nutrition policies, strategies, and guidelines.

  • Ability to work with a broad spectrum of people from different cultural backgrounds.

  • Excellent communication and interpersonal skills.

  • Strong organizational, analytical, reasoning and research skills.

  •  Extremely flexible with ability to cope with stressful situations and challenging conditions with limited resources.

  • Must be able to write technical reports in English and meet reporting deadlines. Knowing the local language/Tigrigna is advantageous.

  • Knowledge of methods and techniques used in conducting epidemiological investigations and studies.

  • Skill in analyzing, interpreting, and evaluating epidemiological and statistical data.

  • Skill in identifying disease outbreaks and trends using data collection and existing epidemiologic databases.

  • Ability to recommend programmatic inputs and evaluate effectiveness of disease control measures.

  • Skill in the methods and techniques of advanced statistical analysis, study, and design.

  • Skill in planning, organizing, and conducting complex epidemiological investigations and studies.

  • Skill in developing and designing methods of data collection, analysis and disseminating data.

  • Skill in designing and manipulating epidemiologic databases to analyze and interpret health problems.
