Job Description

Purpose Of the Job:

The MEAL Officer will be part of the Monitoring, Evaluation, Accountability and Learning (MEAL) team, supporting implementation of the overall MEAL system. S/he will assist the MEAL and project teams with activities, including data collection, database management and analysis including management of all project activities and implementing post-distribution monitoring (PDM), across all programming in Tigray Region.

Implement a National Office Reporting and Documentation Strategy and Plan, which will contribute to a high quality ministry by promoting consistent use of project monitoring and evaluation together with project technical specialists, coordinator, tracking progresses, facilitating accountability and feedback mechanisms at project/clusters level.

Major Activity

Planning / Design / Re-Designing

  • Clearly understand the project designs and deliverables and Clearly understand the M&E requirements as outlined in the approved proposals or contracts.

MEAL in programming

  • Assist the MEAL Coordinator in the design, execution and implementation of all MEAL data collection processes (baseline, monitoring, Evaluation, Real time evaluations, Reflection sessions).

  • Ensure the project staff are trained on the use of the field level data collection tools and the reporting.

  • Review and clean the data coming through the M&E systems, and ensuring data quality audits are done on a regular basis to ensure the data on the system is accurate

  • Follow the implementation & adherence of JAM, environmental compliance standards in his/her supervision

  • Updating of Grant Indicator Tracking Table (ITTs)

  • Ensuring post implementation monitoring is conducted for projects / sectors as agreed with donors

  • Ensuring spot checks are done to verify and validate project reports

  • Support MEAL Coordinator in presenting M&E findings to the project management & SLT

  • Ensuring all M&E & HA related tools, data, reports and findings are archived in a central location.

  • Ensuring project & key WV related information is available for beneficiaries and local partners in an easy understand format.

  • With the support of MEAL Coordinator and Accountability Officer, establish efficient & cost effective, and beneficiary friendly solutions for feedback & complaints and ensure it always remains neutral and unbiased.

Reporting

  • Produce MEAL related reports (MVRs, PIM, etc.) including updated ITTs/Databases, PDM, WV JEOP and WV WFP all reporting template and activities. 

  • Ensuring Monthly M&E reports are shared with the Management.

Information Management, Innovation and learning

  • Mainstream the use of mobile technology for data collection reporting purposes.

  • Create/use interactive dashboards (online & offline) to present project information. 

  • If appropriate, work closely with IM Officer/Coordinator in the use of visualizations.

  • Collect and compile CSR, LSR, CM and all related Food assistance reports.

Job Requirements

Required Education, training, license, registration, and certification.

  • MSc/BA Degree in Economics, Development Studies, Agricultural Economics and related fields.

Required Professional Experience

  • At least 2 years of work experience preferably in Monitoring and Evaluation, Planning and Reporting, reporting and documentation, DME, data analysis or related position. 

Preferred Knowledge and Qualifications

  • Participatory M&E, Results-Based management, Logical Framework Analysis, community participation, Participatory Rural Appraisal, Participatory Learning & Action, etc.

  • Full computer and Internet skills including MS Office for word processing, ACCESS or other databases and in database design, graphic presentation and financial spreadsheet programs,
