Job Description

Job Summary

The Nutrition Manager will provide proper guidance and technical support to the nutrition officer at respective JEOP operational areas in collaboration with the RFSA program.  The position holder provides training to staff and stakeholders at woreda level in nutrition screening, active case detection, early referral and admission of acute malnutrition cases through routine nutrition screening and Growth Monitoring and Promotion (GMP) programs. He/she will support technical staff in identifying acute malnutrition among nutrition priority groups, mainly Children U5 and PLW and referral linkage services in accordance with the national protocol and SPHERE standard. 

Principal Responsibilities

Key Result #1 - Nutrition program Planning and technical support

1.        The Nutrition Manager will be responsible for nutrition and food security needs assessments, and the development and management of nutrition and food security interventions in coordination with the early warning team and  FH country programme strategy and organization policy framework.

2.        Organize and lead respective APs staff  in the preparation of nutrition related activities  budget and target  and submit  to concerned bodies on time.

3.        Ensure coordination and collaboration are in place with JEOP cash team, MEAL, cross cutting elements (disability inclusion, gender and protection.).

  Key Result #2 -   Nutrition Program Implementation  

1.  Provide technical training for staff in nutrition screening and referral service and ensuring; that HFs are equipped with minimum supplies needed for nutrition screening activities, (e.g. MUAC tapes, registration and reporting format, referral forms, guidelines   etc.);

2. Ensure linkage of OTP discharges, MAM children, and acutely Malnourished PLW to distribution of protection and TSF ration (If   applicable);

3. Ensures assessment of availability of fresh &/or ASFs in the districts in collaboration with RFSA and other stakeholders and facilitates linkage of HHs with basic unmet nutrition needs with RFSA farmers/value chain and other available services

4. Ensures linkage of HHs with PLW and CU5 to RFSA-led nutrition and WASH social and behavior change (SBC) programing or available government SBC programs

5. Ensure integration of nutrition activities are in place with RFSA program nutrition and linkage in fresh food vouchers in place at all JEOP operational areas.

6. Participate in Hotspot Classification exercise at Federal level in collaboration with CRS

7. Support Emergency Nutrition Surveys at respective JEOP operational areas.

8. Make sure nutrition intervention areas are properly implemented such as linkages of fresh food/ animal source, enhancing nutrition forecasting, screening and community management and monitoring are in place.

9. Liaise with government and other agencies/organizations working in nutrition and food security and represent FH  at co-ordinating forums dealing with nutrition and food security related issues with partners/ organizational level:

Key Result #3 -   Program Monitoring and Evaluation

 1.     Collaborate with the RFSA nutrition team to ensure timely and effective nutrition project activities implemented as per the plan.

2.     support woreda level nutrition officers in the monitoring and follow up of nutrition activities and provide capacity building training,

3.     Attend technical working group meetings at CRS and share discussion points with the RFSA and JEOP field office team.

4.     Make sure the nutrition program under JEOP will be on budget, scope and time every month and quarter

 5.     Review and evaluate ongoing FH nutrition and food security interventions

Key Result #4 - Reporting

   1.   Coordinate with Project and HO MEAL teams for preparation of project reports and documents per donor and/or FH Ethiopia  reporting schedules and formats

   2.     Facilitate the timely and quality submission of field reports to the Head Office MEAL team.

   3.     Document project implementation, learning and recommendations during and at the end of the program period.

⮚        Review and approve the HR or Gender Advisor’s feedback or recommendation on addressing male, as well as female grievances. 

⮚        Facilitate female staff participation in local and regional networks, as well as seminars and cross visits.

Safety & Security Responsibility

⮚        Ensures that safety and security costs are included in all program budgets.  These include, but not limited to: staff training on safety and security, site enhancements for safety and security, human resources (security officers), purchase/ maintenance of basic safety and security resources & tools and budgets for safety and security assessments.

⮚        Communicating with staffs in Field Offices and operational areas periodically and making sure that all staff members are aware of the safety and security procedures;

⮚        Facilitating implementation and revision of Country Office procedures when required.  This includes identifying potentially risky situations and suggesting corrective measures;

⮚        Encourages compliance of Safety and Security principles and policies of the organization by all staffs;

⮚        Takes the leadership in the management of Safety and Security in the Head Office and Projects.  This includes identifying factors that increase risk, finding ways to reduce risk and planning ahead;

⮚        Ensuring that all employees, local/foreign interns, as well as external consultants submit an updated Record of Emergency Data to their travels out of their base stations to accomplish FHE’s mission.

Education and Experience

⮚        Master's Degree in public health, BA in nutrition or health related fields.

⮚        At Least seven years of work experience with an International Non-Governmental Organization or other international organization in a relevant field, preferably at managerial level or equivalent combination of education and experience.

⮚        Training/ experience in nutrition screening, survey and linkage with Food security programs.

⮚        Proficiency in spoken and written English and Local language.

⮚        Strong computer (Microsoft skills)

⮚        Demonstrated ability to work effectively in a team environment

⮚        Highly developed leadership, influencing and communication skills, and demonstrable capability in relationship building at all levels.

⮚        Compressive understanding of USAID Rules and Regulations

⮚        Proven budget management experience coupled with experience in implementing and working in accordance with corporate structures, policies and practices.

Language

⮚        Proficiency in both spoken and written English; ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or government regulations. He/ She has the ability to write reports, business correspondence, and procedure manuals.
