Job Description
Background:
JSI Research & Training Institute, Inc is an international organization based in Boston, Massachusetts, USA. JSI works extensively with national and local governments, NGOs, the private sector, and traditional leaders to expand access to services for vulnerable populations. JSI is committed to improving the health of underserved populations through innovative approaches in a range of public health areas, including HIV, sexual and reproductive health, technical and organizational capacity building, supply chain strengthening, strategic information management, health systems management, and policy development.
This “Improve Primary Health Care Service Delivery (IPHCSD)” project is an embedded implementation research project, being implemented through a partnership between Amref and JSI. It is a five-year project, i.e., between April 2022 to March 2027, that aims to strengthen the functionality of and bidirectional linkage across Ethiopia's Primary Healthcare (PHC) delivery platforms—health post to the health center to the primary hospital—for improved reproductive, maternal, newborn, child, adolescent health, and nutrition (RMNCAH-N) outcomes. JSI has been implementing this project in seven woredas of Amhara, Oromia, Sidama, Southern Nations, Nationalities, and People’s (SNNP), and Southwest Ethiopia Peoples regions.

Job Responsibilities:
The Monitoring and Evaluation Officer is a full-time position with JSI/IPHCSD project. The MEL officer will report to Monitoring, Evaluation and Research Director. The MEL officer will be responsible for providing technical assistance for field support activities, ensuring technical quality of data-related issues, synthesis and documentation of program learnings and ensuring learning is disseminated, understood, and applied in program development. Monitoring and evaluation activities will assess and report on project outputs and life-of-program effects and results, providing with a record of progress, effectiveness, and lessons learned. The overall approach is expected to provide decision-makers with accurate, practical, and useful information (both quantitative and qualitative) in a consistent, timely, and cost-effective manner.
Primary Responsibilities & Duties
● Design routine monitoring forms, provide training on data collection, compile and aggregate data, maintain databases, generate descriptive statistics, and provide support to surveys and evaluations
● Provide technical support in M&E for the project and work closely with other staff to integrate M&E into daily activities and inform better program implementation;
● Support the development of the evaluation learning agenda and work with M&E team to design and review evaluation instruments e.g. questionnaires, interview guides, surveys, observational checklists, etc, coordinate the collection of data, monitor data quality and analyze findings.
● Provide M&E quality assurance for monitoring, evaluation, and research activities and ensure adequate documentation of all processes and results;
● Provide oversight to the field staff and implementing partners concerning M&E;
● Provide technical and targeted capacity-building support in M&E and research to staff, local implementing partners, and other key partners/stakeholders; implement M&E capacity-building strategy for partners including conducting M&E capacity assessments and developing M&E systems strengthening plans for each partner;
● Assist in the preparation of work plans (including those of partners) consistent with the strategic objective and results expected of the program and support monitoring of the implementation of approved work plans;
● Facilitate routine capturing of cost data involved in program implementation
● Facilitate documentation of program learnings and experiences and produce case studies, best practices; success stories, and lessons learned for internal and external use
● Draft quarterly and annual progress reports and support partners in developing reporting formats and communication tools. Using M&E data draft materials for use in communications relating to sector programs, including fact sheets, presentations, etc.;
● Represent the program to partners and private organizations to ensure visibility and increase awareness; and look for/seek opportunities to share program results at international fora; and
● Carry out other duties as assigned.
Desired Qualifications
● Graduate degree and a minimum 5 years of M&E experience in large programs;
● Demonstrated applied skills in M&E methods and use of data for service strengthening projects/programs;
● Demonstrated skills and competencies in qualitative and quantitative techniques for monitoring
● Demonstrated skills in statistical and data visualization software;
● Ability to work in diverse settings with public, private, and NGO sectors;
● Ability to tailor data collection approach to local needs, interests, and capabilities;
● Ability to convey M&E results to non-technical stakeholders and generate interest in the use of M&E data/results for programmatic improvements;
● Experiences and skills in data analytics and knowledge management will be an added advantage
● Demonstrated capacity to oversee the development/implementation of work plans, reports and presentations;
● Excellent interpersonal, teamwork, supervisory, communications and mentoring skills.
