Job Purpose:
The Food security and Livelihood Project officer will work within the wider Concern team to support the livelihood intervention in Concern Worldwide Ethiopia Tigray program areas.
Under the leadership of the Emergency Program Manager, the Food security and livelihood project officer will work closely with Area Coordinators, livelihood officer, PDs, Programme Managers, project officers, Cash, Market & EWEA Technical Advisor, Accountability and learning Advisor etc...
The position holder will adhere to the standards of conduct outlined in the Concern Code of Conduct and Programme Participant Protection Policy (P4).
The major purposes of the job will be:
The Food Security and Livelihoods officer will be providing technical support to food security and livelihoods programs in CWW Ethiopia Tigray programme. In addition to designing innovative programmes, the role holder will be providing technical backstopping to the field team in order to support the quality and impact of field level livelihoods programmes for beneficiaries.
The role holder will be expected to support in programme design and proposal development and project implementation support in rural and urban context in-line with the country strategy as well as develop a sector plan with increased scope and scale for FSL programming in Ethiopia in general and Tigray region in particular.
To provide technical support to partner organizations in Livelihood project design, implementation, monitoring and evaluation.
Main duties & Responsibilities:
Project Design and implementation
Together with existing Concern staff and potential partners, undertake context analysis, identify new livelihood programme interventions and participate in preparation of project proposals for funding.
Gather required data, assessment result reports and support the HO team in development of new proposals especially in providing required and reliable data of the region.
Ensure that any initiatives and preparation of new Livelihood programme (Proposed activities and Budget as well as strategies) are in line with policies and strategies of Concern Worldwide/Ethiopia, the Government of Ethiopia’s as well as the targets, strategies and procedures.
Ensure the mainstreaming of equality, gender, DRR, Accountability, etc issues in the programme design and development process.
Assess/review project proposals of the existing livelihood programme which is implementing by Concern and/or partners and provide technical support and advice.
Participate in the preparation of CSP and Country Livelihood strategy plan /Programme policy.
Project Implementation
Ensure that detail implementation plan of the agricultural activities are developed and shared to Concern filed team and partners,
Provide technical and supportive supervision to Concern field staff and/ or partner staff to implement the activities with standard quality and as per the proposal document and action plan.
Provide appropriate training and orientation to Concern Tigray livelihood team members or/and partner staff on the objective, strategies, target, etc related to the programme document and way of implementation,
Ensure the target beneficiaries and areas of operation selection are in line with the three dimensions of poverty and extreme poor to fulfill Concern Policies and principles.
Ensure the implementation of programme activities and utilization of budget and activities in line with Donor guiding /contract agreement/ principles.
Providing facilitation, technical support in the implementation of technical capacity building activities,
Monitoring and Evaluation
Conduct regular monitoring and evaluation activities of livelihood programme.
Prepare monitoring checklist and schedule and share to Meal unit and Emergency Program Manager.
Plan and Undertake regular technical and supportive supervision support field visit and ensure the implementation of the planned activities are in line with programme document and standard quality.
Gather relevant data, compile, analyse and prepare technical report and budget utilization,
Prepare and share quarter monitoring and other technical support filed visit report on the major finding of the livelihood programme implementation per the deadline and as desired,
Networking
Participate in various networks with government and other relevant organizations related to agriculture, food security and livelihood program for learning, experience sharing and joint activity implementation.
Work closely with partner organizations to establish and develop the partnership relationship based on mutual respect and understanding, shared values & principles to achieve common goals.
Reporting
Proper collection and documentation of data/information on the programme implementation
Write progress, monthly, quarter, biannual and annual reports regarding the implementation, challenges, best practices, learning, etc of Livelihood programme for internal use, Concern Addis Ababa, donors, Government as per the deadline and reporting schedules.
Review partners’ quarter, biannual and annual reports and provide support and advice on outstanding issues and follow up the implementation.
Provide technical assist to Concern or/and partners staff in writing report on time

Person specification:
Required:
BSc or MSc or equivalent in Agriculture, Horticulture, Agronomy, Plant Sciences, Crop Sciences, Food security, or other relevant fields;
4 years of relevant experience with BA/BSc.
2 years of relevant experience with MA/MSc
NGO experience is a plus.
Skills Required
Basic supervisory/managerial skills.
Technical and report writing skills
Computer literate.
Fluent spoken and written English.
Good communication and interpersonal skills
Essentials:
Understanding of livelihood security framework and Nutrition Sensitive Agriculture,
